Rhett ;% ' SUBJECT: Opinion on Consistency/CAMA Dredge & Fill Application/ NC DOT/HWY 210 crossing Merrick and Harrison Creeks/ Applicant proposes replacement of two bridges and construction of temporary detour/Pender County DATE: July 30, 1992 Thank you for the opportunity to review this application. My opinion is based on my review of the permit application, the field investigation report, and my understanding and interpretation of the policies presented in the Pender County Land Use Plan Update (1986) . The plan classification category for Merrick and Harrison Creeks, and the low areas surrounding these Creeks, is Conservation. The Conservation class description includes roadways as a permissible use. My interpretation is that bridges are a type of roadway and as such are as consistent with the Conservation class as road. Plan policy promotes highway improvements. The NC Transportation Improvement Plan lists bridge work throughout the County as a goal. The Land Use Plan confirms this work is important to the County. Hazard mitigation policy statements seem to indicate bridge replacement would be best if the possible danger of flood were avoided. Plan policy promotes mitigation of any adverse effects to the natural resources/ecological systems as a result of projects of this type. Detour roads are to be constructed while the replacement of the bridges over Merrick's and Harrison's Creeks are in progress. 9. PROJECT DESCRIPTION The project is located on Highway 210 in Pender County. There are two bridge replacements on this application, each with a temporary detour bridge. The first is west of Hampstead, crossing Harrison's Creek. The next is to the west, crossing Merrick's Creek. These creeks are tributaries to the Northeast Cape Fear River. These creeks are classified Inland Waters by the Division of Marine Fisheries. They are not designated as Primary Nursery Areas. The waters are classified as C - swamp by the Division of Environmental Management. Site I consists of a 25' roadway within a 60' right - of - way. Between the existing abutments, the bridge currently spans 75' , and is 25' in width. Harrison's Creek branches into two runs on the east side of the bridge. There is wooded swamp between the runs. On the southeast side of the roadway there is a stand of Phragmites australis mixed with Typha spp. approaching the creek. A mix of wetland and shrub species (such as Saururus cernuus ) occur again on the north side of this run, and continue through this branch, which is shallower and less navigable. There are non - emergent species such as Alternanthera philoxeroides and Nuphar luteum in the open water areas. Upon inspection of the site on 7 - 13 - 92, the right branch of the creek was completely choked with new growth Typha spp. The widest and deepest portion of this creek occurs on the west side of the creek before it branches. At this point it is approximately 45' in width. The new structure is proposed with a span of 100' , 25' more than what exists, and is 28' wide. The existing bridge is elevated 5' above normal water level, as the new structure will be. The existing structure is supported with 5 pile supports. The proposed structure will have two supports located 38' apart. The finished structure will have class I rip rap placed adjacent to the abutments on a 1.5/1 slope. The final structure will result in the filling of .04 acre of freshwater wetlands. There will be a temporary detour road to the east of the bridge to accomodate traffic during construction. This road will be 20' in width, for approximately 480' in length. This detour will necessitate the temporary filling of .25 acre of freshwater wetlands, 3700 square feet of which is below normal water level. This material is to be contained, (filter cloth will be lain under the temporary fill to ease removal) and removed upon completion of the peLmanent bridge. The temporary structure will support a 60' bridge. This bridge will span the area of new growth Typha spp. Site II is located approximately 3.75 miles west of the first. This site crosses Merrick's Creek. This creek has a navigable area of approximately 60' in width as it nears the bridge. Once again, there are some freshwater species mixed with high ground species along the east side of the structure. Typical wooded swamp habitat develops as the distance from the bridge increases. The Alternanthera philoxeroides and Nuphar luteum also occur in the open water parts of Merrick's Creek. Again, in the last few months, new growth Typha spp. has come into this area. The highway and bridge are 25' in width. The new bridge structure will be 28' wide. The existing structure spans the creek with a 70' bridge; this will increase to 100' with the new structure. Elevation above normal water is proposed at 6' . The existing bridge is supported with 5 piles, averaging 18' apart. The new structure will be supported on 2 pile structures, approximately 32' apart. This proposed project has a new drainage ditch associated with it located on the northwest side of the bridge. The ditch is approximately 13'x 140' with a 2' depth. A temporary roadway will also be constructed across Merrick's Creek to detour traffic. • This structure will approximate 500' in length, and 20' in width. There will be a ' temporary loss of .3 acres of freshwater wetlands, mixed with some high ground species. Approximately 3850 square feet of this is below normal water level. Like the other site, this fill material will be contained and removed upon project completion. Once again, there will be class I rip rap placed along the newly created slope. This will incorporate .02 acre of freshwater wetlands. A temporary bridge (approximately 90' in length) will span the widest, most navigable portion of this creek, currently supporting Typha spp. . 10. ANTICIPATED IMPACTS Because of the detours, there will be a temporary loss of approximately .55 acre of freshwater wetlands, approximately 7550 square feet of which is below normal water level. This is to be removed and the area returned to original grade and elevation upon project completion. Stabilization of the new slopes will cause a permanent loss of approximately .06 acre of these same wetlands. There will be approximately 3300 square feet of Typha spp. shaded temporarily by the detour bridge. Open water incorporation by the new bridge structures is approximately 5600 square feet. Navigation will be improved through the area due to the increase in width between the bridge support piles.
