The Division of Coastal Management hereby acknowledges receipt of the
Department of Transportation's application for state approval for the property
located at Dogwood Lane off SR 1582, Hampstead, Pender County, North Carolina.
It was received on October 28, 1987, and appears to be adequate for processing at
this time. The projected deadline for making a decision is January 11, 1987. An
additional 75-day review period may be necessary and if so, you will be advised of
the extension and the new deadline.
NCGS 113A-119(b) requires that Notice of an application be posted at the
location of the proposed development. Enclosed you will find a "Notice of Permit
Filing" postcard which must be posted at the site of your proposed project. You
should post this card at a conspicuous point along your property where it can be
observed from a public road. Some examples would be: nailing the notice card to
a telephone pole or tree along the road right-of-way fronting your property, or at
a point along the road right-of-way where a private road would lead one into your
property. Failure to post this Notice could result in an incomplete application.
A field report has been prepared and is in the process of being circulated to
the various state and federal review agencies for their comments. If additional
information is required based on this review, the agencies may contact you directly.

8. Project Summary The applicants propose to widen a narrow section of roadway at
site "A" and to straighten a "hair-pin" turn at site "B".
9. PROJECT DESCRIPTION
The project is located near the AIWW off SR 1582 just south of Washington Acres
Subdivision in Pender County. The project consist of a private road which the
applicants plan to incorporate into the state roads system. A portion of this
road has been built across "404" wetland. At site "A" this wetland is
comprised of the following species: Palmetto, green ash, switch cane, red bay
and black gum. Site "B" is at the upper end of an exiting slough. There is a
small channel (3' ) which crosses this area. It is piped under the existing
road with a 15" pipe. There is a sparse strand of Scirpus spp (approximately.
200 s.f. total) located within the wetlands on the upstream side of the road.
Other species in this location include Palmetto, water hemlock, red maple,
Carex, and marsh mallow.
In order to widen the road at site "A" the applicants propose to extend the
fill base to 16' either side of the center line. The will equate to an
approximately 7' wide strip on either side. This strip will be approximately
205' long on the east side and 169' on the west. Approximately 48 cubic yards
of material will be placed in the wetlands. The work at site "B" will involve
the filling of an area approximately 40' wide by an average of 80' long. At
this location a portion of the existing roadbed within the wetlands will be
removed (approximately 24' x 50' ). A 24" pipe will replace the 15" pipe under
the existing road. Approximately 2,173 cubic yards of material will be mucked
out. Approximately 58 cubic yards of material will be placed below O.H.W. The
total of all fill at this site including the refilling of the mucked out area
will be approximately 231 cubic yards.
10. ANTICIPATED IMPACTS
The project as proposed will cause to be consumed approximately 200 sf of
Scirpus spp. In addition, approximately 5811 s.f. of "404" wetlands will be
filled. The re-alignment and widening of this road will remove the safety
hazard which now exists.
