Project summary The applicants proposes to remove the existing bridge and replace it with similar structure. • North Carolina Department of Transportation Page 2 9. PROJECT DESCRIPTION The project is located on SR 1411 across Cypress Creek. The creek is a tributary to the northeast Cape Fear River. The river is located just a short distance downstream. The stream exhibits characteristics of typical system used by anadramous fin fish during their spawning runs. The applicants are proposing to tear out the existing bridge and replace it with a new one. The dimensions of the structure will be approximately 90' long x 30' wide. In order to properly install the new structure two areas of fill will be necessary below the ordinary water contour on either side. On the south side approximately 700 sqf. will be filled and on the north side approximately 1000 sqf. Traffic will be detoured on existing roads. 10. ANTICIPATED IMPACTS If the project is installed as proposed no significant long-term impacts are anticipated. The new bridge should allow for at least the same clearance above the ordinary water level as the existing bridge does. SUBMITTED BY: C. Robert Stroud, Jr. OFFICE: Wilmington Regional Office DATE: February 2, 1987 Re: Application for a State Permit - North Carolina Department of Transportation - Division of Highways-Cypress Creek I have no objections to the proposed project subject to the following conditions: 1. As was mentioned in the December 19, 1986 letter from Mr. Botbol of this office the application appears to be adequate for processing with the exception of the check while I assume has been sent to John Parker. The projected deadline for making a decision is March 2, 1987. An additional 75-day review period may be necessary and if so you will be advised of the extension and the new deadline. NCGS 113A-119(b) requires that Notice of an application be posted at the location of the proposed development. Enclosed you will find a "Notice of Permit Filing" postcard which must be posted at the site of your proposed project. You should post this card at a conspicuous point along your property where it can be observed from a public road. Some examples would be: nailing the notice card to a telephone pole or tree along the road right-of-way fronting your property, or at a point along the road right-of-way where a private road would lead one into your property. Failure to post this Notice could result in an incomplete application. A field report has been prepared and is in the process of being circulated to the various State and federal review agencies for their comments.
