(1 ) Restoration of the wetland area impacted by temporary fill shall include the following: a. Wetland elevations shall be restored to pre-project conditions as precisely as possible. ' b. If existing wetland soils are removed to create a suitable bed for the , temporary fill , such soil shall be stockpiled for use in post-project , restoration. -Post-project soils shall be the same as pre-project and , , adjacent soils. , c. The restored area shall be stabilized with suitable vegetation for erosion ' control . In addition, cypress, water tupelo, and water or willow oaks ' shall be transplanted in the restored area. Such plantings would accelerate succession resulting in more rapid recovery of habitat quality. , (2) The 0.20 acre permanent wetland loss shall be mitigated through the Mitigation Bank in accordance with provisions of the Memorandum of Agreement between the Wildlife Resources Commission, U. S. (3) Excavation within the channel and the placement of fill below the normal water level of Ahoskie Creek or adjacent flooded wetlands will not take place between March 1 - July 1 of any year. (4) Sediment control devices, structures, and measures must be utilized during active construction. • (5) All fill material must be provided with a vegetative cover (or other) within 30 working days of placement. • (6) The activity shall be conducted in such a manner as to prevent significant increase in turbidity outside the area of construction or construction-related discharge (increases such that the turbidity in the Stream is 50 NTUs or ' less are not considered significant) . • NOTE: Section 401 Water Quality Certification #1917 has been issued for this ' project by the Division of Environmental Management. NOTE: Trees within the temporary bridge and fill alignment provide significant contributions to the overall area habitat quality. Limiting tree removal ' to only those necessary for temporary bridge construction would reduce adverse impacts. Trees that may have branches overhanging the temporary ' onsite detour should be pruned, but, unless they are standing in the ' actual alignment should not be removed. Project summary The applicant is proposing to replace the existing bridge across Ahoskie Creek on NC 561 with a new structure. • Environmental setting The project site is in Hertford County where Ahoskie Creek crosses under NC 561 east of Ahoskie. At the project site Ahoskie Creek has a defined navigable channel which is bordered by a wooded swamp mainly vegetated with tupelo gum. The bridge which crosses Ahoskie Creek was constructed in 1947 and has an overall length of 207' and a width of 24' . NC 561 has a pavement width of 20' with 6' to 8' shoulders. Project proposal The applicant is proposing to replace the existing bridge with a new bridge at the same location. The new bridge will be shortened from + 207' in length to + 175' in length. This will result in the need to lengthen the approaches to the bridge. During bridge construction a detour bridge with fill approaches will be constructed on the north side of the existing bridge. Also the existing channel in the vicinity of the detour bridge will be widened. Once the new bridge is constructed the detour bridge and approach fills will be removed. Environmental impact The project as proposed will result in the permanent loss of 0.20 acres of wooded swamp wetlands. The permanent structure will require the placement of 1 , 000 c .y . of fill below ordinary high water and will fill approximately 0 . 20 acres of wetlands . The temporary structure approaches will require the placement of approximately 3 , 200 c .y. of fill below ordinary high water and will fill 0 .66 acres of wetland. The temporary bridge and fill approaches will be removed to natural ground elevation upon completion of the new NC 561 bridge . Application is hereby made for a CAMA permit as required by the proposed project.
