Project summary The applicant is proposing to replace the existing N.C. 32 bridge across the Albemarle Sound with a new fixed span bridge just east of the existing bridge. Environmental setting The project being considered at this time is the replacement of the N.C. 32 bridge across the Albemarle Sound. The existing bridge is 3.45 miles long and was constructed in 1937. It is approximately 18,232' in length with a horizontal alignment fiom Leonard's Point on the south shore, north-north- westerly to Sandy Point on the north shore. Inspections have indicated that the remaining life of the bridge without major reconstruction is estimated at five years. Project proposal The project proposal at this time is to construct a new bridge which would be 230' east of the center line of the existing bridge for most of the project length. The replacement bridge would be tied into the existing roadway on the north and south with as little change as possible. The limits of the improvement extend approximately 1,200' north of the north bridge approach and 700' south of the south bridge approach. The replace- ment structure is proposed to be a high level fixed bridge. It will provide a roadway surface consisting of two opposing traffic lanes, each 12' in width and shoulders each four feet in width. Environmental impact The project as proposed will not affect any wetlands. No wetlands are located on the south side of the sound, and those located on the north side will be completely avoided. Some turbidity will be associated with the new bridge construction. David L. Gossett - Washington Office - 26 January 1984 .i, JAN 1 0 io84 _' ft\ - C;;Vi. ._,_ ,I. GtMM. J l Y. STATE OF NORTH CAROLINA DEPARTMENT OF TRANSPORTATION RALEIGH 27611 JAMES B. HUNT JR WILLIAM R. ROBERSON,JR. GOVERNOR SECRETARY January 4 , 1984 Mr . John Parker Office of Coastal Management N . C . Department of NRCD P . 0 . Box 27687 Raleigh, N . C . 27611 Dear Mr . Parker : SUBJECT: Washington-Chowan Counties , Replacement of NC 32 Bridge Over Albemarle Sound (B-646) The North Carolina Department of Transportation proposes to replace the existing NC 32 drawbridge over the Albemarle Sound with a two- lane, high level , fixed span bridge . The new bridge is to be on an alignment immediately east of the existing bridge , which is to be removed upon completion of the new structure . The total project length is 3 . 9 miles , including approximately 3 . 5 miles of structure . The project does not involve placing fill below ordinary high water or in wetlands and plans do not include dredging . Therefore, we do not anticipate a Department of Army permit will be required . A permit is required , and has been applied for , from the U . S . Coast Guard; therefore , a Section 401 Water Quality Certification is also required . In that the project crosses "Areas of Environmental Concern" it is anticipated that a CAMA Major Development Permit is required . Application is hereby made for permits required from the North Carolina Department of Natural Resources and Community Development . Attached is a copy of the permit application and copies of Mr. John Parker Page 2 January 4 , 1984 drawings depicting proposed work. Also enclosed is a copy of the Final Negative Declaration for the proposed project . If you have any questions , please give me a call at 733-3141 . Sincerely, T . L . Waters , P . E .
