I have determined that this particular stream, or ditch, is being utilized very little, if any, by vessels. Therefore, I have no objections to the project. As I stated to you, a CAMA Major Development Permit will be required from the Office of Coastal Management for the N.C. Department of Transportation to conduct this activity. As we discussed , I will begin processing the application, but prior to the permit decision, you must furnish to Mr. John Parker, Office of Coastal Management Permit Coordinator , Raleigh, the following: (1) A check for $25.00 to cover the cost of the public notice in the appropriate local newspaper. Project summary The applicant is proposing to replace a deteriorated bridge on SR 1155 which crosses a canal which leads to the Scuppernong River with three culverts. Environmental setting In Washington County near Cherry, SR 1155 crosses a canal which leads from Mountain Canal to the Scuppernong River. Mountain is connected to Lake Phelps. At the crossing site is a bridge which the N.C. Department of Transportation has determined upgrading is necessary. The canal at the crossing site is + 50' wide and is typical of most of the canals in the area, this is , it contains some Alligator Weed. The canal appears to be navigable by a small skiff or canoe . Project proposal The applicant is proposing to replace the bridge with three culverts . The culverts will be quadrilateral shaped with a bottom width of 142" and a height of 91". Some fill material will be placed within the canal between and adjacent to the culverts. Environmental impact If the project is conducted as proposed + 2600 sq.ft. of open water area will be taken up by the culverts and + 1400 sq.ft. of open water area will be filled between and adjacent to the culverts . The project will obstruct navigation upstream of SR 1155. The project must be also reviewed as to any impacts that may occur in regards to anadromous fish migration through the canal system. No significant amount of wetland vegetation will be excavated or filled . David L.
