This agency objects to the project as proposed. The objection is based upon findings which lead to the conclusion that there will be one or more adverse effects as covered in G. S. 113-229 (e) 1-5. Investigative process - Application received Raleigh (?) ; Morehead 5/9/80; Wilmington 5/12/80; site visit 6/2/80; additional information requested 6/4/80; partial received 6/12/80; final information received 7/7/80. Environmental setting - The proposed project will be located just west of the existing causeway and bridge crossing of the Cape Fear River. On the north shore of the bridge there are several pockets of wooded swamp beginning near the river. These appear to be remnants resulting from the present roadway work east of the pockets and the use of the land west of the pockets as a spoil disposal area. These areas contain red maple (Acer rubrum) ; willow (Salix sue) ; sweet gum (Liquidambar sturaciflua) and other species. There is also a pocket of mixed marsh located near the most northern end of the project. This pocket contains Bulrush (Scirpus sp. ) ; Sedge (Carex sp. ); Cattail (Typha) ; Reed (Phragmites) plus other species. On the south side of the river there is a broad border of mixed marsh several hundred feet in width. In addition to the species listed above black needlerush (Juncus roemerianus) and giant cordgrass ( partina cynosuroides) and also present . Single.. specimens of bald cypress (Taxodium distichum) .and clumps of wax myrtle (Myrica ceritera) are scattered on the higher hummocks throughout this mixed marsh border. Project description - The proposed project would involve the placement of a causeway and bridge to the west of the outdated existing system. The causeway on the north bank would be approximately 1800' long by an average of approximately 150' wide. The proposed bridge is to be approximately 2200' in length by approximately 64'-10" outside edge to outside edge. The bridge will span approximately 700' of the mixed marsh border prior to reaching the southern fill causeway. The dimensiom.of this fill will be approx- imately 1000' long x and average of approximately 175' wide. In order to prepare a suitable roadbed it will be necessary for the applicants to muck out approximately 336,000 cu. yds. of unsuitable materials. In addition approximately 9,600 cu. yds. of material will be removed for the channel piers. The approach embankments will require approximately 586,000 cu. yds. of highground fill material. The purpose of the project is r6 replace the outdated swing bridge with a 55' minimum clearance high rise crossing. • Environmental impact - Dredge and Fill - The pockets of swamp forest on the north side of the river are more or less isolated except for artificial drainage ditches. Approximately 0.8 acres of this habitat will be consumed during the construction of the roadway approach. The mixed marsh loss on the south side of the river involves approximately 1.3 acres . The loss of this 2. 1 acre total of mixed marsh and swamp forest wetland will be somewhat offset by the removal of the unused portion of the existing road and fill on the south side. The • bridge will also be removed. No significant long term adverse impacts on marine resources are anticipated to result from the proposed activities. CAMA Review - A review of the Wilmington-New Hanover land use synopsis indicates this area is classified as conservation. However, the proposed project has been designed to minimize negative impacts. The public benefits derived from the project appear to outweigh the negative impacts.
