attached plats described in plat schedule in condition #1 .
, This permit, issued on 40l/if Pi , is subject to compliance with the application (where consistent ,
,• with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject ,
permittee to a fine,imprisonment or civil action;or may cause the permit to be null and void.
(1 ) The project must be carried out in accordance with the following plats:
a) sheets 1 -6 of 6 with sheets 1 , 2, 3 & 6 dated revised 7/80 and sheets
4 & 5 dated revised 1/83 and added 4A dated 1/83; b) sheets 1 & 2 dated
10/82; c) "Cofferdam methods" dated revised 2/8/83 (blue line) .
(2) All muck will be placed in an approved highground disposal area.
(3) All fill material will be obtained from a highground source.
(4) The toe of all fill will be stabilized in order that the material remains
within the proposed alignments.
(5) All abandoned causeways on the south side of the river will be removed to
the existing grade of adjacent wetlands.
(6) Siltation control devices will be used during all phases of construction.
(7) All fill will be seeded, grassed or otherwise stabilized within thirty (30)
days following completion of construction.
(8) In order to protect water quality, runoff from the construction area must

' ADDITIONAL CONDITIONS
not visibly increase the amount of suspended sediments in the adjacent waters.
• (9) The temporary detour will be removed within 30 days following completion
of the project. /
• (10) The fill road within all wetland areas must be within a fabric matrix to
facilitate the removal . /
(11 ) If any unusual subsidence occurs under the roadbed, that area must be returned
mechanically to pre-construction grade. ,
• (12) To maintain natural flow, a large diameter culvert will be installed through
the temporary road where it crosses the tidal creek on the south side of /
the river.
' (13) Demolition of the old bridge will be conducted in accordance with the proposal
' outlined in the attached letter from the contractor dated 9/4/84. /
• (14) No blasting will be permitted between February 1 and May 31 of any year.
• NOTE: The applicant and/or contractor should notify a representative of the
' Office of Coastal Management, Wilmington Office, prior to beginning the /
blasting.

We have no objection to the proposed method of removal of the old
bridge.
In order to protect anadramous species both adult and young of year,
we would recommend that the following condition be added to the
permit:
Condition No blasting will be permitted between February 1
and May 31 of any year.

Gentlemen:
As stated in our lei..ter. of :fuay 27, 1984, wo wi.11 need to
he drilling and blasting the river piers in late November to
early December, 1984. We will c?.r.i).). and shoot each pier only
once. We foresee only three (3) shots in the river, total. All
rubble and rile butts will be removed from the river bottom by
