(2) That a silt screen be installed on the south side of the proposed
• project in order to prevent unnecessary turbidity from reaching
Drum Creek, and that said silt screen be maintained until the
proposed fill area is suitably stabilized.

fined at the proposed fill area.
NOTE: A Se•:tion 401 Certification is required for this project and is
being processed by the Division of Environmental Management.

(A) This agency interposes no objection to the proposed work.
(B) Dredge and/or Fill. This agency objects to the project as pro-
posed. The objection is based upon findings which lead to the
conclusion that there will be one or more adverse effects as
covered in G.S. 113-229 (e) 1-5.

MEMORANDUM TO - John Parker

Investigative process - App. rec. Raleigh 11-30-78; Morehead 12-7-78. Investi-
gated project site 12-12-78.
Environmental setting - The project is located near the Hobucken community in
east Pamlico County. The specific project site is located near the headwaters
of Drum Creek, a small tributary off Jones' Bay. A 20-30' long wooden bridge
now spans the headwaters of Drum Creek, providing drainage to the creek from a
series of canal systems on the north side of SR 1228. The area south of the
bridge is dominated by black needlerush marsh (Juncus roemerianus) from the bridge
to Jones Bay - a distance of roughly 1500' . The property to the north of the
bridge is dominated by transitional high ground with scattered areas of black
needlerush, pine, marsh elder, and stunted pine.
Project description - DOT proposes to replace the present wooden structure with
a culvert system. The culverts, two in number, will measure 87" x 63" and will b e
covered with earthen fill. The project will involve the placement of some 75 cu.
yds. of fill material below MHW.
Environmental impact - The proposed work will eliminate roughly 800 to 1000 sq.ft.
of open water from the Drum Creek-drainage canal system. Such action, however,
is expected to have little adverse effect upon the marine fishery resources due to
their limited use of this particular site. Some minor turbidity will occur as a
result of the intended action - however, the turbidity can be greatly reduced by
the utilization of silt screen and vegetative cover.
CAMA REVIEW - The proposed work appears to be within the DOT right-of-way; there-
fore no CAMA major permit is required for the proposed project.
