It must be of a size , sufficient to prevent its movement from the site by wave or current action. • 4) No excavated or fill material will be placed at any time, in any marsh or surrounding waters, outside of the alignment of the fill area 5) All excavated materials will be confined above mean high water and landward of regularly or irregularly flooded marsh behind adequate dikes or other retaining structures to prevent spillover of solids into any marsh or surrounding waters. The North Carolina Department of Transportation proposes to replace bridge 17 over Mott Creek on SR 1100 between Wilmington and SR 1187 (see enclosed drawing 1 of 4 ) . The proposed replacement involves constructing a new bridge on existing location. Traffic will be detoured on existing roadways during construction. The new bridge will be constructed by utilizing two 12 . 5 meter cored slab bridge sections, with one support bent being placed within Mott Creek (see enclosed Figure 3 of 4 ) . The existing in-water support bent will be removed. The elevation of the proposed bridge will be slightly higher than that of the existing structure. Furthermore, in order to facilitate the placement of the two cored slab bridge sections, the existing roadway fill behind the existing end bents will be excavated back for a distance of approximately 4 meters ( 13 feet) behind the northwest bent and approximately 6 meters (20 feet) behind the southeast bent. This will allow for a wider navigational clearance at this location. With this information in mind, the Department believes that the project is consistent with the management objectives and use standards for Public Trust AEC' s, which are stated in T15A: 07H: 0207 (d) and T15A: 07H: 0208 (H) . The paved roadway width of the existing bridge approaches is 19 feet, with 4 foot shoulders on either side. Whenever the Department replaces an existing bridge, it is the policy of the American Association of State Highway and Transportation Officials (AASHTO) that the roadway approaches be up-graded to conform with current design standards . The standards for this type of new bridge requires a paved roadway width of 24 ' with 6 foot graded shoulders on either side. This mandated widening of the roadway and approaches will require that the fill slopes also be extended, leading to unavoidable losses to the adjacent tidal freshwater marsh community. As originally designed, the use of 3 : 1 fill slopes would have lead to 0 . 07 acres of wetland impact within three of the bridge quadrants . However, based upon coordination between the Department and the Division of Coastal Management, the Department recognized that further wetland impact minimizations were needed. Therefore, the project design was changed to reflect 2 : 1 fill slopes, reducing impacts to 0 . 04 acres . The 2 : 1 slope, which will require select fill material and an underlayer of filter fabric, is the steepest stable slope that can be obtained. A l : 1 slope could not be stabilized due to the presence of approximately 8 meters of muck in the area. Rock plating of a slope steeper than 2 : 1 could cause slope failure, further settlement problems and a resulting mud wave into the marsh. Additionally, a fill slope steeper than 2 : 1 would require additional guardrail and shoulder width. It should be noted that the muck underneath the exiting roadway has consolidated and settled, making it possible to construct the proposed end bent slopes at 11 : 1 with rock plating. NCDOT is requesting that the proposed work be authorized under the appropriate Coastal Area Management Act (CAMA) permit. This project has previously been authorized under 404 Nationwide Permit 23 (COE Action ID. 199303655, issued August 16 , 1993) and the corresponding 401 General Water Quality Certification. Therefore, this application is being supplied to the Corps of Engineers for informational purposes only. The enclosed permit drawings do not show any adjacent property owner boundaries . NCDOT believes that obtaining specific property boundaries for permit purposes when replacing existing structures beneath public highways would be of considerable expense and would be unwarranted for routine maintenance operations . In this specific case, the proposed activity will not lead to any impacts outside of the existing right of way. The Department therefore does not believe that, in this case, showing exact property lines is necessary. Included for your information are a permit application package, set of permit drawings (4 pages) , adjacent property owner list ( 1page) , and adjacent property owner notification receipts . A processing fee of $250 is also included. PROJECT SUMMARY: Department of Transportation proposes the replacement and upgrading of bridge #17 over Mott's Creek and its approaches. NC DOT SR 1100 Page 2 9. PROJECT DESCRIPTION 1/18/95 The applicant is the Department of Transportation with a proposal to replace and upgrade the bridge crossing Mott's Creek on State Road 1100 (River Rd) in New Hanover County. Mott's Creek is a small tributary to the Cape Fear River approximately 5 miles north of Snow's Cut. Mott's Creek is a tidal creek with significant freshwater influence. The area is typically vegetated with Spartina cynosuroides, Cladium jamaicense, and Baccharis halimifolia. The navigable portion of the creek is between the abutments of the bridge which is approximately 36' wide. The present bridge is elevated above mean high water approximately 2.5', and the depth in the channel is approximately -3' mlw and approximately 6.5' mhw. The present bridge has one support bent midway through the structure. The project area is within the Conservation classification of the New Hanover County Land Use Plan. The waters are classified C-swamp by the Division of Environmental Management. The Division of Marine Fisheries has designated the creek as Primary Nursery Area, and there is no shellfish resource. Bridge #17 is along a straight stretch of River Road. The approaches are presently 19' wide, with 4' shoulders, and a 24' wide bridge. The Department policy is to upgrade the roadway approaches to conform to current design standards upon bridge replacement. The proposal is to widen the approaches 24'; to widen the shoulders to 6'; and to replace the bridge. The widening of the approaches would require the filling of approximately 2918 square feet of the mixed marsh mentioned above. This was minimized through the use of 2:1 slopes rather than the original plan of 3:1 slopes. There would be a resultant increase of 750 square feet of impervious area from the paved surface. The bridge would be replaced with two 12.5 meter core slab bridge sections (82'). This would widen the opening from the current 36' to approximately 65.5' between the rip rap, with a channel 49' wide. There would remain one support bent in the middle of the structure. To accomplish the extra width, the high ground under the current roadway would be excavated landward of the existing abutments for 19.5' on the south side, and 13' on the north side. This would also require the excavation of approximately 390 square feet of wetlands due to the extra width of the shoulders. Approximately 9.5 cubic yards of Class B rip rap are to be placed under the bridge along the new abutments and the newly graded creek banks. The rip rap will extend for approximately 62' on the north and 56' on the south, and will be approximately 6.5' wide. The newly constructed bridge will be elevated above mean high water approximately 3' as opposed to the existing structure which is elevated approximately 2.5' above mean high water. Approximately 7355 square feet of high ground and marsh area will be graded for the roadway and shoulders. Best management practices will be utilized for sedimentation/erosion control. The Department plans to utilize existing roadways for detours during construction. A spoil site has not been determined for the nominal amount of excavated material. This area will be a high ground site approved by a representative of DCM prior to construction. The chosen method of containing the spoil will also be approved by the Division prior to construction. While the application does not reflect exactly the same square footage impacts to the wetlands, these determinations were made by field inspection. 10. ANTICIPATED IMPACTS The replacement of Bridge #17 will increase the navigability of Mott's Creek. The upgrading of the road system with the rip rap for stabilization will cause to be filled approximately 2918 square feet of mixed marsh, and 7355 square feet of high ground. Approximately 618 square feet of high ground and 390 square feet of mixed marsh will be excavated landward and surrounding the existing abutments for the placement of the core slab section. Approximately 1968 square feet of open water will be incorporated by this structure. The shoulders will reflect a 2:1 slope, and will be vegetated. While there does not appear to be the necessity to widen the shoulders at this site, the Department has stated that this is policy, and has minimized the impact with the use of 2:1 slopes. The creek bank under and around the bridge will be stabilized with rip rap. There will be a resultant increase of approximately 26% in impervious surface coverage over that existing. Submitted by: T. The applicant requests a permit to replace and upgrade River Road bridge#17 and its approaches over Mott's Creek (north of Saunders Road intersection). The proposal is to bring the bridge up to current NCDOT standards. This will include increasing bridge length and width, increasing approach lanes and shoulder width, and raising the bridge. The location and complete description of the project are in the Field Investigation Report. LAND USE CLASSIFICATION: Conservation RELATED POLICIES AND IMPLEMENTATION MEASURES: 1.2 PROTECTION OF CAMA-DEFINED AREAS OF ENVIRONMENTAL CONCERN The policies in this section support state and federal protection of Areas of Environmental Concern. The County desires to protect the water quality of estuaries and rivers. Land use along the AEC's is to be a balance of public good and resource protection. The implementation measures support careful management of runoff during and after development. The Land Use Plan looks to state and federal project review to protect the natural resources. This project will be consistent with the New Hanover County Land Use Plan if all conditions placed on construction of the replacement bridge and approach by review agencies are met. There are numerous creek crossings along River Road and throughout the County. While one bridge replacement/upgrade with its accompanying marsh disturbance (however well controlled) may not have a detrimental effect upon the adjacent waters, the cumulative impact of construction is unknown. Therefore, we recommend that bridge replacement and road upgrade be prohibited between A ril 1 and September 30 .
