RE: Letter of Refinement, CAMA Major Development Permit No. 31-09, Alligator River Barge
Facility, Tyrrell County. •
Dear Mr. Willis:
This letter is in response to the N.C. Department of Transportation's (NCDOT's) letter dated
January 15, 2010 requesting a Letter of Refinement of CAMA Major Permit No. 31-09.
NCDOT is requesting to add an additional 2 pilings as well as a cross beam to be installed in
order to place a ramp to gain access to the barge.
Please be advised that through this Letter of Refinement, The Division of Coastal Management
(DCM) conveys its determination that the above referenced request is consistent with existing
State rules and regulations and is in keeping with the original purpose and intent of CAMA
Permit No. 31-09 with the following conditions:
1. This Letter of Refinement does not eliminate the need to obtain any additional state,
federal or local permits, approvals or authorizations that may be required.
2. This Letter of Refinement shall be attached to the original of Permit No. 31-09
which was issued on March 19, 2009, and copies of all documents shall be readily
available on site when a Division representative inspects the project for compliance.
3. All conditions and stipulations of the active permit remain in force under this Letter
of Refinement unless altered herein.

Subject: Request for Letter of Refinement for Permit 31-09 Alligator River Barge Facility
Jim,
Attached is the updated drawing showing the two additional pilings we talked about.
These pilings will allow the loading ramp to rest on a cross beam. Initially, we thought the
crane could pick the ramp up and place it from the shore to the barge. It turns out that the
ramp is too heavy, therefore the ramp needs to have a cross beam to support it. All the in-
water pile driving is complete, except these last two proposed piles. We hoped to get
approval for this through a Refinement. Our crane is scheduled to be on another project very
soon and the bridge crew was hoping to put these two piles in next Tuesday. Both pilings can
be put in 1/2 days time. The ramp will be stationary and pivot on a land supported pivot
brace.

anything.

I went to the alligator river barge facility today and DOT will be asking for a modification to add additional pilings as well
as they have a ramp, which is part of an old bridge they are going to want to incorporate into the work there so that
they can walk crane out on to the barge the facility is looking good and I think now that the old ramp is gone we might
have more area than originally anticipated that will be high enough for vegetation to grow back. The long pier is
installed and the pilings are complete. Instead of using wood pilings the use one large steel tube at each location and
for cluster pilings they used three steel tubes. They have the H beams driven for the boatlaunch dock but have to build
the dock yet. Over all the project looks really good.
