Box 1890 Wilmington,North Carolina 28402-1890 ATTN: Mr. David Franklin Dear Sir: SUBJECT: UNAUTHORIZED MECHANIZED CLEARING IN WETLANDS AT THE ROANOKE ISLAND VISITOR CENTER MITIGATION SITE ADJACENT TO US 64-264 BETWEEN THE CROATAN SOUND AND THE US 64/NC 345 INTERSECTION, DARE COUNTY, TIP NO. R-2551. U. S. ARMY CORPS OF ENGINEERS ACTION ID NO. 199502334. N.C. DIVISION OF COASTAL MANAGEMENT CAMA PERMIT NO. 7-98 N.C. DIVISION OF WATER QUALITY WQC PROJECT NO. 970856. On Feb. 27, PD&EA staff made a site visit to stake locations for monitoring gauges at the Roanoke Island Visitor Center Mitigation Site. During the visit, we noticed portions of the wetlands marked as preservation had mistakenly been cleared. These areas are adjacent to wetland creation areas on both the North Tract and South Tract. A small portion of the clearing in wetlands also appears to have occurred outside of NCDOT Right-Of-Way. Please see the attached maps which show the location of the impacts. The areas were immediately surveyed to provide acreage of the impacts. Total impacts resulting from unauthorized clearing are 0.29 ac. Of these impacts, 0.06 ac are located outside of NCDOT Right-Of-Way. At this time, the exact reason for the unintentional clearing is unknown, however it appears the clearing limits may have not been clearly noted on plan sheets. The Department will investigate the matter further to determine the cause. NCDOT will immediately replant the impacted areas with the same tree/shrub species that were approved for the mitigation plan for this site. NCDOT will replant the impacted areas with the same tree/shrub species that were approved for the mitigation plan for this site. The areas will be monitored with the creation and restoration portions of the mitigation site. The adjacent property owner will be notified as soon as possible to inform them of the encroachment. A formal letter with a map showing impacted areas will be sent to regulatory agencies involved with the Roanoke Island Visitor Center Mitigation Site.
