This is to notify you that the requested modification to Certification No.3066 issued to the North Carolina Department of Transportation on May 21, 1996 is not necessary. The proposed action of placing old bridge decking onto existing authorized pilings will result in impacts to coastal wetlands as a result of shading. The North Carolina Division of Water Quality does not regulate impacts to coastal wetlands due to shading. Therefore,the original 401 Water Quality Certification dated May 21, 1996 and all other corresponding modifications still apply. However,no modification to the existing Certification is required to conduct the proposed activity.
