Box 27687 Raleigh, North Carolina 27611 ATTENTION: Mr. John Parker Dear Sir: SUBJECT: Washington County, Proposed Replacement of Bridge 005 on NC 45 near Plymouth. The North Carolina Department of Transportation proposes to replace bridge 5 over an unnamed tributary to Conaby Creek on NC 45 in Washington County. The proposed action will involve replacing the existing timber pile bridge structure with three 30 ' cored slab bridge sections . The proposed bridge will be slightly wider than the present bridge, and will maintain the existing under bridge clearance. This bridge replacement will take place on existing alignment, and no on-site detour is proposed. Please note that an application for a CAMA permit to replace this bridge with a culvert was denied by the Division of Coastal Management on November 23, 1993 . The new structure will span from bank to bank. No fill in wetlands or waters of the U.S. is proposed. Approximately 230 cubic yards of high ground excavation is proposed. This excavation will take place behind the present end bents and will allow for a slightly wider opening beneath the bridge, -- and may also provide an opportunity for improved wildlife movement. It should also be noted that the proposed bridge will eliminate one bent from the middle of the creek, further enhancing navigation. Best management practices will be implemented to minimize any adverse effects which may be caused by project related sedimentation. NCDOT believes that obtaining specific property boundaries for permit purposes when replacing existing drainage structures beneath public highways would be of considerable expense and would be considered unwarranted for routine maintenance operations . In this specific case, the proposed activity will not lead to impacts outside of existing roadway footprint (toe of fill, state maintained ditches, underneath bridges, etc) . The Department therefore does not believe that, in this particular case, showing property lines and right of way lines is necessary. NCDOT is requesting that the proposed work be authorized under the appropriate Coastal Area Management Act (CAMA) permit. Because this project will not involve any filling of wetlands or waters of the U.S. , it is not anticipated that a Section 404 permit from the Army Corps of Engineers or a 401 Water Quality Certification from the N.C. Division of Environmental Management will be required. We are including a copy of this application to the Corps of Engineers for information purposes only. Comments on this project will be solicited from the N.C. Division of Environmental Management during the CAMA public notice process . Drawer 11666, Raleigh, NC 27611, (919) 733-2698 within twenty (20)days of this decision on your permit. You should also be aware that if another qualified party submits a valid objection to the issuance of this permit within twenty(20)days,the matter must be resolved prior to work initiation.The Coastal Resources Commission makes the final decision on any appeal. The project plan is subject to those conditions appearing on the permit form. Otherwise, all work must be carried out in accordance with your application. Modifications, time extensions, and future maintenance require additional approval. Please read your permit carefully prior to starting work and review all project plans, as approved. If you are having the work done by a contractor, it would be to your benefit to be sure that he fully understands all permit requirements. From time to time, Department personnel will visit the project site. To facilitate this review, we request that you complete and mail the enclosed Notice Card just prior to work initiation. PROJECT SUMMARY: The applicant proposes to replace an existing ±24' wide by ±51' long bridge with a ±28' wide by ±90' long bridge. , Project setting The N. C. Department of Transportation's (NC DOT) proposed bridge replacement site is located on NC 45 at Bridge No. 05 crossing an unnamed tributary of Conaby Creek southeast of Plymouth in Washington County, North Carolina. The existing bridge is ±24' wide and ±51' long. The bridge is bordered on the downstream (west) side by an approximately 50' wide cutover area for aerial transmission lines. This cutover area is vegetated with various wetland plant species which give way to upland grasses on the road shoulder. Adjacent the cutover area on the downstream side are wooded wetland on both sides of the creek. The upstream (east) side of the site is bordered by wooded wetland on both sides of the creek. The creek is ±39' wide at the bridge crossing and the vertical clearance under the existing bridge is ±3'. The unnamed tributary connects into Conaby Creek which is classified as C-SW by the Environmental Management Commission. Project description NC DOT proposes to replace an existing ±24' wide by ±51' long bridge with an approximately 28' wide by ±90' long bridge. The existing bridge which has 3 bents will be removed and replaced with the new bridge which has 2 bents. Approximately ±1,400 ft2 of high ground will be removed which will increase the horizontal opening under the bridge from ±51' to ±90'. The existing vertical clearance of ±3' will remain the same. Anticipated impacts The project as proposed would result in the excavation of ±1,400 ft2 of high ground. The existing bridge has a navigable opening between existing bents of ±13' wide with a vertical clearance of ±3'. The proposed bridge will have a opening of ±28' wide with a vertical clearance of ±3' which will enhance navigability while maintaining the existing vertical clearance. While the Plan offers little specific guidance on proposals of this type, the following general guidance is noted: • Pg. VIII-6 - Town policy on AEC's is; "c. Support development in AEC's only if such development meets the development objectives in 15 NCAC 7H.0203 and the use standards in 15 NCAC 7H .0208 and .0209." • The Town's land classification map shows the west side of the bridge site in the Conservation Class and the east side in the Rural Land Class. By Town definition the Public Trust Water AEC is in the Conservation Class. The land classification definition notes that all AEC's are in the Conservation class and the Town implies it supports our AEC standards for development within. The Rural class notes that the primary use is agrarian uses and very low density development with onsite services are acceptable.
