This parking will be in two areas 300'x 10' and 400'x 10' directly adjacent to the North side of the roadway. These areas will be constructed with turfstone so no additional storm water runoff will be generated. Property along this road is owned by North Carolina Department of Transportation, North Carolina Wildlife Resources Commission and Town of Manteo. Attached are letters from North Carolina Wildlife Resources Commission and the Town of Manteo granting permission to utilize their property to facilitate the parking. GRIFFIN A/ SUBJECT: MODIFICATION REQUEST TO CAMA PERMIT #27-92 DATE: SEPTEMBER 16, 1994 This office has received a request to modify CAMA permit #27-92 issued to NC DOT which authorized the widening of US 64/264 along the Manteo-to-Nags Head Causeway. This modification request seeks authorization to construct 2 parking areas on the north side of the access road into the NC Wildlife Resources Commission's boat ramp adjacent the Washington Baum Bridge, Manteo, Dare County. The parking areas will be 300' by 10' and 400' by 10' and will be constructed of turf stone. The property along this access road is owned by NC DOT, the Town of Manteo, and the NC WRC. NC DOT has obtained letters from the Town of Manteo and from the NC WRC authorizing the construction of the parking areas on their property (copies attached) . The parking areas will not impact any wetlands and will be constructed entirely on previously filled highground areas. I have no objection to this request and recommend we consider this a minor modification and modify CAMA permit #27-92 to allow the construction of the two parking areas. The $50 fee for the minor modification has been requested from NC DOT (see attached copy of letter) . cc: P. SUBJECT: NC DOT BIKE PATH DATE: August 26, 1994 This office received a request from NC DOT on July 18 , 1994 to officially withdraw their previous CAMA permit application for an elevated, wooden walkway/bikepath from NC 345 to Pirates Cove Development. With this withdrawal, NC DOT requested to modify their existing permit (CAMA permit #27-92) to allow 6 feet of additionl pavement on the north side of US 64/264 for a bike path. As requested, the 6 feet of pavement will be entirely on the shoulder of the existing roadway above all wetlands. In additon to the proposed bikepath, NC DOT also requested to add 10 feet of pavement to the north side of the entrance road into the NC WRC boat ramp across from Pirates Cove. After determining that they did did not own or have easements over all the property upon which they proposed to add parking, NC DOT has withdrawn this portion of their request (see copy of attached letter dated August 26, 1994 from NC DOT) . With this withdrawal, NC DOT is now seeking authorization for only the 6 foot wide, paved bikepath to be added to the north side of US 64/264 . At a later date they may revisit their desire to construct parking on the north side of the entrance road into NC WRC public boat ramp. In my letter to you of July 18, 1994, North Carolina Department of Transportation requested to amend the permit to widen US 64/264 by 6' from Pirates Cove Marina 4300' West and to widen the service road at the Southwest corner of the Washington Baum Bridge by 10' . However, due to delays in receiving approval from a property owner, we are hereby requesting to remove the widening of the service road from this request, at this time, in order to expedite approval of the US 64/264 work. Once approval is received from the Wildlife Commission and other property owners if necessary, we will request approval for the work associated with the service road. Department of Environment Health and Natural Resources Division of Coastal Management 1367 US 17 South Elizabeth City, NC 27909 Subject: Major Permit for Manteo Bicycle Path Dear Mr. Griffin: In reference to our earlier conversation, North Carolina Department of Transportation is hereby requesting to withdraw the permit submitted March 25, 1994 for the construction of a timber boardwalk structure over the marsh adjacent to US 64 from NC 345 to Pirates Cove Marina in Dare County. North Carolina Department of Transportation is abandoning plans for the construction of this project. However, in place of the boardwalk, we are planning to widen the existing pavement in the area to accommodate bicycle and pedestrian traffic. Therefore we are requesting to amend the existing Permit #27-92 dated March 4, 1992 to perform this work. This amendment will include the widening of the existing US 64/264 roadway on the North side by approximately 6' from the entrance to Pirates Cove Marina extending approximately 4300' West and tying to the existing Bicycle Path. In addition we are also requesting to widen the existing service road at the Southwest corner of the Washington Baum Bridge by 10' on the North side extending for approximately 1000' . Attached is a sketch showing the proposed pavement widening. As previously noted, this work will have a very minimal impact on the surrounding areas. GRIFFIN SUBJECT: MINOR MODIFICATION REQUEST TO CAMA PERMIT #27-92 DATE: JULY 6, 1994 On May 20, 1994 , the Elizabeth City Field Office of the NC Division of Coastal Management received a CAMA permit application from NC DOT for an elevated wooden boardwalk/bike path from Pirate's Cove to NC 345. This application is currently out for review and has had no official action taken on it. Needless to say serious concerns were raised with CAMA regulations and whether this structure could be permitted or not. NC DOT has decided to modify their request and completely do away with an elevated wooden walkway. They now propose to add 6 feet of additional pavement on the north side of US 64/264 entirely on the existing shoulder. No fill or impacts are proposed to the adjacent wetlands. Some minor grading will be necessary prior to the application of the asphalt. This modification proposes no impacts to wetlands or waters of the State of North Carolina. I recommend that we consider this request a minor modification of CAMA permit #27-92 issued to NC DOT for the widening of US 64/264 subject to the following conditions: 1) No fill shall be placed or allowed to erode into the adjacent wetland area. 2) No grading of the shoulder shall occur beyond the existing toe of the shoulder. 3) A silt fence shall be installed along the toe of the shoulder prior to any filling or grading occurring. 4) Destabilized areas shall be immediately planted with appropriate vegetation. Department of Environment Health and Natural Resources Division of Coastal Management 1367 US 17 South Elizabeth City, NC 27909 Subject Roanoke Island Bike Path Dear Mr. Griffin: This is in reference to the major CAMA permit application originally submitted by this office on March 25, 1994 for the construction of a Timber Walkway and Observation Platform along the North side of US 64/264 between Pirates Cove Marina and NC 345. North Carolina Department of Transportation is hereby requesting to amend this permit to allow widening of the existing paved shoulder of the US 64/264 roadway by 6' rather than construct the Timber Walkway and Platform. This proposed asphalt shoulder will be constructed on the existing unpaved shoulder so no major grading will be required. The construction limits will not extend beyond the existing shoulder point. This additional pavement will extend from the entrance to Pirates Cove to the existing Bike Path just East of NC 345, approximately 4300 linear feet. This amendment will have a very minimal environmental impact on the surrounding areas. The adjacent marsh and canal will not be effected. The entire section of this shoulder is on North Carolina Department of Transportation right of way so additional easement will not be necessary. We have already forwarded riparian landowners notification and a $250.00 check to your office. We are very anxious to proceed with this work. This project will complete the link of the Roanoke Sound and Croatan Sound with the Bike Path. Your expeditious review of this amendment will be greatly appreciated. GRIFFIN SUBJECT: MODIFICATION REQUEST TO CAMA PERMIT #27-92 DATE: AUGUST 30, 1994 This office has received a request to modify CAMA permit #27-92 issued to NC DOT authorizing the widening of US 64/264 and the construction of a new bridge over Muddy Channel on the Manteo-to- Nags Head Causeway. During the construction of the Muddy Creek bridge, NC DOT determined that the existing drainage system adjacent the western terminus of the bridge and along the southern side of the Oasis Restaurant had failed. NC DOT attempted to repair and clean out the existing pipes which direct storm water from the upland area on the south side of the restaurant toward Muddy Channel . However, the drain system still is not operational and the Oasis Restaurant has been flooded on several occasions from ponding rain water. NC DOT is proposing to replace the existing drain pipe with a new 18" drain pipe laid in a stone infiltration trench (see attached copy of plat for detail) . No wetlands will be impacted by the project. The project is a replacement of an existing, but non- functional drain pipe. I have no objection to this request and recommend we modify CAMA permit #27-92 to authorize this drain pipe replacement proposal. I am attaching a drawing depicting the existing system and the proposed improvements . The adjacent property has had water in the building in the last month . Our Resident Engineer , Mr . A. E. Bradley , contacted David Griffin of CAMA, and received permission to clean the system. This temporarily alleviates the problem as the existing corrugated pipe shows signs of deterioration. I have discussed the proposed replacement system with Mr . David Henderson of our Hydraulics Unit , and he concurs with the design . Mr . B. J. O'Quinn, P. E.
