1) This permit modification authorizes the installation of four (4) temporary mooring pilings as ,
depicted in the attached site map. /

2) All conditions and notes of the original permit remain valid under this modification.
3) The four temporary mooring pilings are to be located along the 12' contour at 34 degrees, 43' 8" N;
76 degrees, 41' 24" W, extending 100' north of the referenced point, and 100' south of referenced

point.

/ 4) A flashing yellow light and a band of yellow reflective material shall be established on each pole.
The lights must be operable during darkness and must be clearly visible when bares are moored at

ADDITIONAL CONDITIONS
' 4) The permittee shall notify the Commander, Coast Guard Group, Fort Macon, at 252/247-4500, with
assigned positions when the temporary mooring pilings have been established.
• 5) After completion of the project, the mooring pilings shall be removed within 30 days. Notification
' of their removal must be provided to the Commander, Coast Guard Group, Fort Macon. and to the
District Manager of the Morehead City Office of the NC Division of Coastal Management at
252/808-2808.

Dear Mr. Tyndall:
This is to request a modification to our permit for the replacement of the railroad trestle
in Morehead City, N. C. We request permission to install four temporary mooring piles
at the location described below which will allow us to moor our barges near the
construction site. The location is as follows:
34 degrees 43' 8" N
76 degrees 41' 24" W
Extending 100' north of referenced point and 100' south of referenced
point.
Enclosed is a copy of that section of chart 11547 showing the location. Also enclosed is
our check for $50.00 to cover the charge for this modification, and a copy of our
approval letter from the Coast Guard.

This is in response to your letter of May 15, 1998 concerning the installation of a temporary
mooring tbr construction barges in Morehead City Harbor,
We have no objections to the establishment of the piles on the 12 foot contour as indicated in
your letter. A flashing yellow lighted should be established on each pile, banded with yellow
reflective material. Pilings arc to he lighted where barges are moored.
Please notify Commander, Coast Guard Group Fort Macon at 252-247-4500, with assigned
positions when pilings have been established.

SUBJECT: Modification Request for CAMA Major Permit#57-98 issued to NCDOT, Div. Of
Highways, for replacement of the Newport River Railroad Trestle, Carteret County
DATE: June 30, 1998
Attached is a modification request (and a copy of the $50 check) for CAMA Major Permit
#57-98 issued to the NCDOT's Division of Highways, in Carteret County. The permit authorized
the replacement of the railroad bridge/trestle over the Newport River. It seems that NCDOT's
contractor, McLean Contracting Company, has convinced the NCDOT that four temporary
mooring pilings are needed to facilitate the replacement of the aforementioned bridge. The
permittee has provided a letter from the US Coast Guard's Aids to Navigation & Waterways
Management Branch and a General Permit from the U.S. Army Corps of Engineers agreeing to
the piling installation.
Based on the information provided, I have no objections to modifying the permit to
authorize the installation of the four temporary mooring pilings as requested. I would however
recommend that the permit be conditioned as follows:

Dear Mr. Gilmore:
Reference our letter dated December 22, 1997, regarding the subject project. As stated in
our letter, no Department of the Army permit is required to replace the existing bridge in the
same location pursuant to Section 10 of the Rivers and Harbors Act of 1899 or Section 404 of the
Clean Water Act (33 USC 1311).
I have enclosed a copy of General Permit 197800056 which authorizes the placement of
(four) temporary mooring pilings in the Newport River at the railroad bridge located adjacent to
US Highway 70 at the State Port on Radio Island between Morehead City and Beaufort, Carteret
County, North Carolina. This work was described in the letter dated June 16, 1998, from Mr.
Thomas M. White, Mclean Contracting Company. The temporary mooring piles will be located
at 34 degrees 43' 8" N, 76 degrees 41' 24" W, 100 feet north and 100 feet south of this point.
