BRIDGE REPLACEMENT

' 1. The riprap must be free from loose dirt or any other pollutant. It must be of a size
sufficient to prevent its movement from the site by wave or current action. ,
2. The riprap must consist of clean rock or masonry materials such as but not limited to ,
granite or broken concrete. /
3. All excavated materials will be confined above mean high water and landward of /
regularly or irregularly flooded marsh behind adequate dikes or other retaining structures '

• 4. The temporary placement or double handling of fill materials within waters or vegetated
wetlands is not authorized.
• 5. No vegetated wetlands may be excavated or filled.
• 6. All excavated materials will be confined above mean high water and landward of '
regularly or irregularly flooded marsh behind adequate dikes or other retaining structures '
to prevent spillover of solids into any marsh or surrounding waters.
• 7. All disturbed areas shall be properly graded and provided a ground cover sufficient to
restrain erosion within 30 working days of project completion.

8. PROJECT SUMMARY: The applicant is proposing to replace an existing bridge with a new 135'
long by 28' wide bridge.

Beaufort County
Environmental setting
The project that is being proposed at this time is the replacement of NC DOT Bridge
#105 on SR 1326 across Broad Creek in Beaufort County. The section of SR 1326 on which
the bridge is located is a rural unpaved road. Broad Creek at this location has been channelized.
The existing bridge has a length of 138' and a width of 20'. Navigation clearance beneath the
existing bridge is 6 foot 6 inches above the NWL. Other than an existing spoil berm which
extends along the eastern side of the creek, areas which border the creek are vegetated with
wetland vegetation consisting predominately by red maples, myrtles and some pines.
Project proposal
The applicant is proposing to replace the existing bridge along the existing alignment.
The new bridge will be 135' long and will have a width of 28'. Navigation clearance beneath
the bridge will not change and will remain at 6 foot 6 inches. Very little shoulder modifications
will be required, only a slight amount of upland excavation will be required.
Environmental impact
The project as proposed should have a minimal environmental impact. No wetland
vegetation, nor public trust areas, will be excavated and/or filled.

Subject: Beaufort County, Replacement of Bridge Nos. 38 on SR 1924 over South Creek
and 105 on SR 1326 over Broad Creek, State Project No. 5.1551.
Enclosed is a copy of the CAMA permit application, drawings and a copy of the fee check
for the above referenced projects. The proposed action will include the demolition and
replacement of bridge Nos. 38 over South Creek and 105 over Broad Creek. The bridges will be
replaced along existing alignment and will not require temporary detours.
The work at bridge number 38 across South Creek will require the relocation of the
roadside ditch. The fill in surface waters will be 0.008 acres and the excavation in wetlands will be
0.008 acres. No impacts to surface waters or wetlands are anticipated for the bridge (#105)
across Broad Creek.
The NCDOT is requesting that the proposed work be authorized under a Coastal Area
Management Act (CAMA) permit. By copy of this letter we are requesting the review and
issuance of a 401 Water Quality Certification from the Division of Environmental Management
and a Section 404 permit form the US Army Corps of Engineers. If you have any questions

I have reviewed the proposed project in regards to NCAC 7H guidelines, specifically the
use standards, and have determined that the proposed project is consistent with these guidelines.
As a result, I recommend that the permit be issued with the following conditions:
(1) The riprap material must be free from loose dirt or any other pollutant. It must
be of a size sufficient to prevent its movement from the site by wave or current
action.
(2) The riprap material must consist of clean rock or masonry materials such as but
not limited to granite or broken concrete. Materials such as tires, car bodies,
scrap metal, paper products, tree limbs, wood debris, organic material or similar
material, are not considered riprap.
(3) All excavated materials will be confined above mean high water and landward of
regularly or irregularly flooded wetlands behind adequate dikes or other retaining
structures to prevent spill-over of solids into any wetlands or surrounding waters.

The enclosed permit constitutes authorization under the Coastal Area Management Act, and where
applicable, the State Dredge and Fill Law, for you to proceed with your project proposal. The original (buff-
colored form) is retained by you and it must be available on site when the project is inspected for compliance.
Please sign both the original and the copy and return the copy to this office in the enclosed envelope. Signing
the permit and proceeding means you have waived your right of appeal described below.
If you object to the permit or any of the conditions, you may request a hearing pursuant to NCGS 113A-
121.1 or 113-229. Your petition for a hearing must be filed in accordance with NCGS Chapter 150B with the
Office of Administrative Hearings, P.O. Drawer 11666, Raleigh, NC 27611, (919) 733-2698 within twenty (20)
days of this decision on your permit. You should also be aware that if another qualified party submits a valid
objection to the issuance of this permit within twenty (20) days, the matter must be resolved prior to work
initiation. The Coastal Resources Commission makes the final decision on any appeal.
The project plan is subject to those conditions appearing on the permit form. Otherwise, all work must
be carried out in accordance with your application. Modifications, time extensions, and future maintenance require
additional approval. Please read your permit carefully prior to starting work and review all project plans, as
approved. If you are having the work done by a contractor, it would be to your benefit to be sure that he fully
understands all permit requirements.
From time to time, Department personnel will visit the project site. To facilitate this review, we request
that you complete and mail the enclosed Notice Card just prior to work initiation. However, if questions arise
concerning permit conditions, environmental safeguards, or problem areas, you may contact Department personnel
at any time for assistance. By working in accordance with the permit, you will be helping to protect our vitally
important coastal resources.

The Division of Coastal Management hereby acknowledges receipt of an
application from the North Carolina Department of Transportation for State
approval for development of property locatadworlik 1326 at Bridge #105.over Sroad
Creek in Beaufort County, North Carolina. It was received on 24 January 1996 and
appears to be adequate for processing at this time. The projected deadline for
making a decision is 8 April 1996. An additional 75-day review period is
provided by law when such time is necessary to complete the review. If you have
not been notified of a final action by the initial deadline stated above, you
should consider the review period extended. Under those circumstances, this
letter will also serve as your notice of an extended review. However, an
additional letter will be provided on or about the 75th day. Should there be any
questions on this procedural change, do not hesitate to contact me.
N.C.G.S. 113A-119(b) requires that notice of an application be posted at
the location of the proposed development. Enclosed you will find a "Notice of
Permit Filing" postcard which must be posted at the property of your proposed
development. You should post this notice at a conspicuous point along your
property where it can be observed from a public road. Some examples would be:
nailing the notice card to a telephone pole or tree along the road right-of-way
fronting your property, or at a point along the road right-of-way where a private
road would lead one into your property. Failure to post this notice could result
in an incomplete application.
An onsite inspection will be made and if additional information is
required, you will be contacted by the appropriate State or Federal agency.
Please contact me if you have any questions and notify me in writing if you wish
to receive a copy of my field report and/or comments from reviewing agencies.

Through coordination with the North Carolina Division of Coastal
Management, we have learned of your plans to replace NCDOT Bridge No. 105
over Broad Creek, located on State Road 1326, near the City of Washington,
Beaufort County, North Carolina.
On January 1, 1992, we renewed General Permit No. 198200031, (copy
enclosed) , that authorizes the placement of fill material associated with
the construction, repair, or replacement of bridges across navigable waters
and waters of the United States in North Carolina, including cofferdams,
abutments, foundation seals, piers, temporary construction and access fills,
approach fills, detour fills, and box culvert installation, as part of work
conducted by or in full compliance with the standards and specifications of
the North Carolina Department of Transportation (NCDOT) .
Your proposed work is authorized if you can comply with all permit
conditions. Please read the enclosed permit to prevent an unintentional
violation of Federal law. As this Department of the Army general permit does
not relieve you of the responsibility to obtain any other required approvals,
you should contact appropriate State and local agencies before beginning work.
