PROJECT SUMMARY: The applicant is proposing to replace an existing bridge with a new 135' long by 28' wide bridge. NORTH CAROLINA DEPARTMENT OF TRANSPORTATION Bridge #105 over Broad Creek Beaufort County Environmental setting The project that is being proposed at this time is the replacement of NC DOT Bridge #105 on SR 1326 across Broad Creek in Beaufort County. The section of SR 1326 on which the bridge is located is a rural unpaved road. Broad Creek at this location has been channelized. The existing bridge has a length of 138' and a width of 20'. Navigation clearance beneath the existing bridge is 6 foot 6 inches above the NWL. Other than an existing spoil berm which extends along the eastern side of the creek, areas which border the creek are vegetated with wetland vegetation consisting predominately by red maples, myrtles and some pines. Project proposal The applicant is proposing to replace the existing bridge along the existing alignment. The new bridge will be 135' long and will have a width of 28'. Navigation clearance beneath the bridge will not change and will remain at 6 foot 6 inches. Very little shoulder modifications will be required, only a slight amount of upland excavation will be required. Environmental impact The project as proposed should have a minimal environmental impact. No wetland vegetation, nor public trust areas, will be excavated and/or filled. David L. Gossett - Washington Regional Office - 6 February 1996 STATE OF NORTH CAROLINA DEPARTMENT OF TRANSPORTATION JAMES B. HUNT JR. DIVISION OF HIGHWAYS GARLAND B. GARRETT JR. The fill in surface waters will be 0.008 acres and the excavation in wetlands will be 0.008 acres. No impacts to surface waters or wetlands are anticipated for the bridge (#105) across Broad Creek. The NCDOT is requesting that the proposed work be authorized under a Coastal Area Management Act (CAMA) permit. Should there be any questions on this procedural change, do not hesitate to contact me. N.C.G.S. 113A-119(b) requires that notice of an application be posted at the location of the proposed development. Enclosed you will find a "Notice of Permit Filing" postcard which must be posted at the property of your proposed development. You should post this notice at a conspicuous point along your property where it can be observed from a public road. Some examples would be: nailing the notice card to a telephone pole or tree along the road right-of-way fronting your property, or at a point along the road right-of-way where a private road would lead one into your property. Failure to post this notice could result in an incomplete application. An onsite inspection will be made and if additional information is required, you will be contacted by the appropriate State or Federal agency. Please contact me if you have any questions and notify me in writing if you wish to receive a copy of my field report and/or comments from reviewing agencies. Sin r ly, David L. Franklin Vick , wtE IENt North Carolina Department of Transportation i Post Office Box 25201 d5 ;N Raleigh, North Carolina 27611-5201 \CO Dear Mr. Vick: 9 Through coordination with the North Carolina Division of Coastal Management, we have learned of your plans to replace NCDOT Bridge No. 105 over Broad Creek, located on State Road 1326, near the City of Washington, Beaufort County, North Carolina. On January 1, 1992, we renewed General Permit No. 198200031, (copy enclosed) , that authorizes the placement of fill material associated with the construction, repair, or replacement of bridges across navigable waters and waters of the United States in North Carolina, including cofferdams, abutments, foundation seals, piers, temporary construction and access fills, approach fills, detour fills, and box culvert installation, as part of work conducted by or in full compliance with the standards and specifications of the North Carolina Department of Transportation (NCDOT) . Your proposed work is authorized if you can comply with all permit conditions. Please read the enclosed permit to prevent an unintentional violation of Federal law. As this Department of the Army general permit does not relieve you of the responsibility to obtain any other required approvals, you should contact appropriate State and local agencies before beginning work. If you have questions, please contact Mr. Raleigh Bland, Washington Regulatory Field Office, telephone (919) 975-1616, extension 23 .
