This permit, (as approved with conditions), may be objected to by the applicant or by interested State agencies within twenty days of the date of issuance by giving written notice to the issuing office. If the applicant does not submit an objection, this will be interpreted as an agreement of compliance with all permit conditions. This permit must be displayed along with a copy of the application and the project map in the cab (or pilot-house) of the vehicle working on the project, or be easily accessible on site to Department personnel when the project is inspected. Notify: Permit Section, Division of Marine Fisheries, Box 27687, Raleigh, North Carolina, 27611 when the project is completed. Any maintenance work or additional work on the project subsequent to the termination of this permit requires permit renewal and/or modification. Pate, Jr. Subject App. for State permit - NC Wildlife Res. Com. 1-8-76 Location - Dare County. East side of Alligator River approximately 3/4 of a mile north of US 64 bridge. Investigative process - App. rec. Raleigh 1-9-76, Morehead 1-13-76. Onsite visit made 1-20-76. Environmental setting - The project site is located in an area which once served as a ferry landing for the Alligator River ferry. The old docking fa- cilities (ramp, piles, dolphins, etc. ) still remain. The proposed parking area adjacent the proposed boat ramp is high ground, grassed and adjacent a pine woods. At the proposed ramp site, a patch of salt reedgrass (Spartina cynosuroides) extends from a 3' bank about 30' to water level. Many stumps line the shore and extend below the normal high water mark to a distance of approximately 50' . Water depths in the immediate area are shallow and pre- sently not navigable. Project proposal - The applicant proposes to construct a boat launching facility and parking lot. A small area will be dredged adjacent to the ramp to provide access to deeper water; resulting spoil material to be placed on high ground. All work will occur on high ground except the dredging and placement of a por- tion of the ramp below normal high water. Environmental impact - A small area of salt reedgrass will be destroyed by the project. However, there will be little damage to marine fishery resources.
