Bonner Bridge over Oregon Inlet,Dare County. Dear Mr. Williams: This letter is in response to the N.C. Department of Transportation(NCDOT)request dated April 29,2021 for approval to install a solar powered web camera on an existing remnant utility pole located near the intersection of NC 12 and Lifeboat Station Road to monitor traffic on the south end of the Marc Basnight Bridge. Installation of the remnant utility pole was previously authorized as a temporary structure by DCM on July 31, 2017 for a temporary powerline placement and emergency repair work. The remnant utility pole would be cut approximately 45' above ground level for the web camera installation.NCDOT states that Pea Island National Wildlife Refuge has been consulted for the web camera installation and will not require any additional authorization. The activities will not result in any additional impacts to wetlands or waters of the State. Please be advised that through this Letter of Authorization,the N.C. Division of Coastal Management(DCM) conveys its determination that the installation of one(1) solar powered web camera on an existing remnant utility pole near the intersection of NC 12 and Lifeboat Station Road to monitor traffic on the south end of the Basnight Bridge, as described in the NCDOT request dated April 29, 2021, is consistent with existing State rules and regulations and is in keeping with the original purpose and intent of CAMA Major Permit No. 106-12. Please note that the solar powered web camera, including the utility pole associated with the web camera, shall be removed in its entirety after it is no longer needed. This letter shall be attached to the original of CAMA Permit No. 106-12, which was issued on September 19, 2012, as well as all subsequent modification and Letters of Authorization, and copies of all documents shall be readily available on site when a DCM representative inspects the project for compliance. All conditions and stipulations of the active permit remain in force unless altered herein. Being in the ROW I don't think that anything else is needed at this time regarding keeping that in place. Makes more sense than having CHEC remove it,then you all having to put something new in place. I suspect that will add the idea of"security"to a degree going back to that parking area which is useful as well. Appreciate the heads up. I'm going to need a Letter of Refinement for the CAMA Permit for this work, but will I need any authorization from the Refuge? Not sure how the other web cam at the south end of the canal zone was handled by the Refuge,and this new web cam will be within the NCDOT easement. Please see the attached image for the location.
