After additional deliberations, including consideration of statements by the contractor that the project would not involve any excavation, as well as the positions of the Corps of Engineers and the Division of Water Resources, DCM has determined that the proposed actions do not constitute development under the Coastal Area Management Act(CAMA) or excavation under the State Dredge and Fill Law. Therefore, a CAMA permit will not be required for the proposed work. However, please be aware that should the project proposal be modified in a manner that requires even minimal levels of excavation,a CAMA permit may be required. In such a case, DCM has emergency permitting authority for this situation that should allow for a rapid regulatory response on our part. We are assuming that NCDOT/PCL will be doing an after action review of what caused the barges to be set adrift and what steps can be taken in the future to prevent a reoccurrence of this incident and sharing the same with us as it becomes available. ' r .teal 41114Arer %kilik:",-.'., The two barges that broke loose from near the Bonner Bridge construction site during Hurricane Matthew's assault with high winds and storm surge on the Outer Banks on Sunday morning are still grounded in Avon. The contractor on the bridge replacement project, PCL Civil Constructors, is working with the N.C. Department of Transportation and other regulatory agencies, including North Carolina's CAMA, the National Park Service, and the U.S. Coast Guard to come up with a plan to remove the barges, which, on Wednesday morning, were still where they had been pushed by the storm surge. The contractor had a storm plan that was coordinated with regulatory agencies and the U.S. Coast Guard. Nicole Meister, a spokeswoman for NCDOT said both barges that came loose were moored at a planned location in the Pamlico Sound about 8 miles southwest of the Bonner Bridge construction site. Meister described both barges as "tool" barges -- as in they carry tools. One of the two carried the impact hammer and water jet used to install individual pilings. The U.S. Coast Guard reports that personnel at Coast Guard Sector Field Office (SFO) Cape Hatteras received a call from the Dare County Emergency Operations Center at about 1:50 p.m. Sunday, during the storm, stating one barge went adrift in Pamlico Sound and was aground in the vicinity of Weakfish Drive in Avon, in close proximity to waterfront properties. Island Free Press photographer Don Bowers found that barge up against the bulkhead of one of the waterfront properties and still apparently drifting. That barge contains approximately 300 gallons of diesel fuel and 100 gallons of hydraulic oil. According to the Coast Guard, local authorities evacuated people from homes in the vicinity of the grounded barge at approximately 2:15 p.m. No injuries were reported. The Coast Guard also reported that contractor PCL sent an equipment manager, along with personnel from SFO Cape Hatteras, who arrived on scene around 3:30 p.m. Sunday to investigate. PCL personnel determined later Sunday that a second 140-foot barge had broken free of its mooring at the mooring site southeast of the Bonner Bridge and was also adrift in Pamlico Sound. An aircraft crew with Coast Guard Auxiliary Flotilla 10 conducted overflight patrols and located the second barge at about 11 a.m. Monday, grounded approximately 7 miles south of the first barge -- between Canadian Hole and Askins Creek in south Avon. The second barge contains approximately 200 gallons of diesel fuel and 300 gallons of hydraulic oil. There have been no reports of pollution from either barge. The barges are stable and not likely to move given the current water and weather conditions, Pablo Hernandez, the resident engineer for the NCDOT and the project manager for Bonner replacement project, said in an email on Tuesday evening. "All the equipment on the barges is accounted for, secure, and stable." Hernandez said that NCDOT, CAMA, NPS, and PCL had a chance to review the barges Tuesday and discuss general recovery plan and options. "We will continue to monitor the grounded barges as the responsible party plans salvage efforts," said Capt. Patricia Hill, commander of Coast Guard Sector North Carolina in Wilmington. "We will ensure the responsible party conducts a timely and safe salvage in order to mitigate the potential threats to the environmentally sensitive Pamlico Sound." This is a result of Hurricane Matthew causing damage to a mooring point established of Old House Channel in association with the Bonner Bridge project.During the storm event on the weekend of October 8th,high winds,tides and waves caused the separation of two barges from their mooring station. These two barges are material barges that are utilized in day to day operation of the bridge construction project. On the barges are secured materials,which include a pile driving hammer and associated tools. These items are essential to the daily operation of the bridge construction. During the storm and movement of the barge,all materials remained in place and secure. All items have been inventoried and accounted for on the barge. The two barges drifted south approximately 25 miles and one came ashore on the backside of northern Avon,between Weakfish Lane and Island Creek Drive,while the other barge went further south, 0.5 miles north of the Canadian Hole. I have attached maps of the two barges current locations. PCL contracting has contracted with a company that specializes in marine salvage, Center Lift,based out of Louisiana. They have reviewed photographs of the barges, aerial images,locations,environmental factors,and concluded that pneumatic roller bags are the best option to recover the barges. Roller bags can be positioned under the barges, inflated to a point which allows for an offshore towing winch to advance the barge forward of the marsh. The towing winch is mounted on a shallow draft anchor barge, which is anchored in place,as shown on the provided Center Lift attachment. Once the barge is pulled of the marsh and buoyant,smaller push boats and a shallow draft truckable tug will pull/push the barges to Cape Channel. The towing route is marked for deeper water and illustrated on the attachment. These barges need 2-3 feet of water to have buoyancy. Quick recovery response will increase the chances of a successful recovery. The current plan does not involve any excavation around the barges. The contractor will need to utilize a light weight marsh vehicle to place the pneumatic roller bags. These bags are made from a heavy gauge fabric and cannot be maneuvered without assistance from equipment. I included a photo of the type of equipment used to maneuver the bags. Center Lift has details of their plan in the attachment. During the recovery operation,NCDOT will have staff on-site to monitor the progress and can report any updates to the agencies. The recovery of the barges has been made a top priority for the Bonner Bridge project and all efforts to recover them in a safe and environmentally sound way are being pursued. We are coordinating with the USACOE,NCDWR,NCDCM,USCG and NPS during this operation and will keep everyone updated throughout the process. The barge positions are indicated on the attached document. A full inspection of the barges KS4503 and KS 4512 was performed by a third party marine surveyor on October 13, 2016 and the initial report indicates no damage was found. PCL has performed a visual inspection of all of the auxiliary equipment on the deck and found that everything is in good condition and attached to the barges,and there are no leaks from any equipment fuel/oil tanks. There is no fuel or oil contained inside the barge voids. Therefore,we feel that there is very low to no risk of fuel contamination during the salvage operation. Spill kits will be on hand with boom and sorbent materials. Due to the shallow nature of the sound in this area,the intent is to bring in 3 each shallow draft boats(ranging from 300hp to 500hp)that can work in water levels of 2-3' and deeper to assist with the salvage operation and transfer to deeper water. A route has been developed based on "best water"to get the barge to deeper water in Cape Channel. The salvage operation will be started by using air bags and winch system as outlined in the Salvage and Refloat Plan. Once the barge is in enough water, approximately 3ft,to float on its own it will be visually inspected a second time to ensure no damage to the hull has occurred during transit. It will then be towed along the attached route(see attached)to Cape Channel with a 500hp truckable tug along with 2 or 3 of the 300hp to 500hp boats,where it will then be handed off to a larger tug boat. This route is subject to slight variations based on actual water depths. A hydrographic survey is being conducted by a third party to confirm the"best water" route for the transfer operation and transfer towing. A barge inspection by a third party marine surveyor will be performed after the barges have been returned to the project site. The proposed operation focuses on using pneumatic roller bags to lift and roll the barges to deeper water. The pulling force to move the barge when up on the roller bags will be rendered by PCL-supplied winch barge with hydraulic winch onboard. That barge will be anchored with a minimum 30001b anchor. Details of winch barge and winch are in Appendix A. Center-Lift's scope is to move the barges to deep water where PCL will regain control and tow/push them with support vessels to end destination. 2 VESSEL CONDITIONS Barges became stranded in current positions after breaking free and drifting in storm surge from Hurricane Matthew. 1401 MacArthur Avenue St.Harvey, LA. 70058 504.300.1347 www.center-lift.com Page 2 of 12 CENTER LIFT A marine lifting,launching,and recovery company CC} The barges are in good condition overall,with no apparent breach in hull and no apparent damage to hull: • Vessels found to be intact and resting on a hard sand/seagrass bottom, headings are as per pictures in Appendix B • General Arrangements for the barges are in Appendix C. • Barges are over-estimated to be 320mt of weight; both weight of barge and deck load included (this includes a large safety factor). In the photos, barges appear to have 2ft-4" draft,as indicated by growth visible in the pics. Deadweight scale shows approximately 200mt at that draft. • Grounding occurred at higher than high tide,and barges are aground through entire length. • There are no impact or stress points from the grounding;both barges are aground similarly on relatively level, hard compacted sand. • Vessels found to be mostly even keeled,with little variance in drafts. • Vessels found to have all tanks intact and watertight,with no reported damage and no significant longitudinal deflection.There are no signs of water ingress or egress and there is no pollution reported at the scene. Based on the above the barge had 320 tons(heavy estimate)aground in current condition. 2.1 Vessel Particulars—See Appendix C 3 SALVAGE PLAN 3.1 Sequence of Operations Center Lift will mobilize the equipment and personnel shown in Section 3.3. PCL shall provide the prime pulling power with winch barge shown in Appendix A. The winch barge will first set her 30001b anchor. 1) The marsh excavator and work barge will be moved adjacent to KS4503 by PCL support boats. 2) Marsh excavator will deploy and assist in placing and pulling bags. 3) Bags will be connected to compressor that is stationed either on work barge or the main compressor on 4503. 4) Simultaneous to Center Lift placing roller bags, PCL will position and anchor the winch barge; and eventually spool out winch wire; rig snatch block at furthest bight. 5) A full 8-bag series will be utilized with 6 bags always sustaining load while one is exiting and one 1401 MacArthur Avenue St. Harvey, LA. 70058 504.300.1347 www.center-lift.com Page 3 of 12 CENTER LIFT A manna lining.launching,and recovery company is staged to take load. These bags will be leap-frogged by Center Lift crew by hand lines or with excavator if necessary. 6) Soft slings(shown in Appendix A)and shackles will be provided by and rigged on stranded barge and led forward to a singular shackle and 1.5"70 meter wire pigtail. If transit distance is minimized, pigtail will be minimized. Rigging is detailed in drawings in Appendix D. 7) VOID SOUNDINGS: • Barge voids can only be sounded through manhole covers,which will remain sealed during transit in order to sustain barge buoyancy. • PCL will conduct soundings prior to Center-Lift operations. • Manholes will remain sealed during transit. • Once barge is in positive buoyancy on its own, and in positive control of PCL support vessels, PCL will again conduct soundings to verify all voids are still intact and there is no damage to the barge. • Safety:when barge is up on the roller bags,we will conduct a joint inspection of the hull to spot any water draining from punctures or holes. Temporary repairs can be conducted while up on the bags prior to transit commencing. 8) When barge is loaded on pneumatic lift,Center Lift will review all rigging and commence pull with PCL's hydraulic winch. Safety:A final walkthrough of all rigging and transit route will occur prior to commencement of transit. 9) Upon transfer of KS4503 to transit assist vessels,all transit bags and support equipment including rigging will be reset to barge K54512. 10) Repeat for K54512 with the exception that there may be no shore access to KS4512 site,so marsh excavator will have to deploy off of the work platform. 11) Upon transfer of KS4512 to transit assist vessel, all rigging, roller bags,and marsh excavator will be loaded onto the work platform and transited to main worksite for demob. 3.2 Site Safety • Center Lift and PCL shall impose their standard site safety procedures to this operation. • Morning safety round up log-in sheets are mandatory. • Spill kits will be on hand with boom and sorbent materials.The only operating hydrocarbon equipment is the air compressor, marsh excavator and winch on the winch barge. • Specific safety measures installed for this operation shall include: o Daily pre-ops meetings to ensure both PCL and Center Lift personnel know their roles and relationships to each other. For example: We have used a 1.25 factor on force of pull required and then added an additional 50%to that when sourcing the winch and running rigging(in addition to using an over-estimated barge weight) o All personnel will be constantly aware of main force pulling plane. o Positive control of the stranded barges will be maintained at all times. 3.3 Personnel and Equipment Center Lift will provide the following personnel and equipment to work this job. Personnel 1—Salvage Master 1—Project Manager 4—Technicians Equipment and Craft PCL shall provide the prime pulling force by using the winch barge in Appendix A. PCL shall provide the air compressor(185cfm minimum). PCL shall provide the work platform to be used by Center Lift alongside KS4503 and KS4512. The work platform will also be used to transport the marsh excavator and act as work platform for the marsh excavator. I have attached two maps, giving the locations of the two barges. Because of the elevated storm tides,the barges were able to drift up onto the shoreline/marsh and settle just upwards of a normal mean high water mark along the bank.Therefore,once the storm tide began to recede the barges are now, mostly resting on the marsh substrate.The northern barge has a portion of the barge still over the water and beyond the marsh shoreline.The southern barge was able to drift further up above the normal mean high water mark, and thus is entirely resting on the marsh. I have attached location maps and photo's of the two barges. PCL is currently developing a plan to remove the barges.This plan development is underway, and we will continue to update you as soon as they have it completed and prior to any implementation. It looks like they are going to be utilizing the services of a company that specializes in marine salvage.They have talked about an airbag system, with an offshore winch on a shallow draft barge to provide the towing force, but that plan is in the development stage. We don't have any details on the plan at this moment, but we will keep you updated.The contractor has been made aware that agency coordination is required, because of the resources in the area and they know communication of their plan is needed prior to implementation.
