DCM has reviewed the NCDOT proposal to reinstall a previously authorized approximately 800' temporary breasting
line (utilizing a series of seventeen 36-inch hollow steel pipe piles) in the vicinity of Island C within the Pamlico
Sound, Dare County as described in information submitted in an email dated July 21, 2020, including two attached
drawings dated as received on July 21, 2020. The temporary breasting line related to the B-2500 Bonner Bridge
Replacement Project was authorized by a Major Modification of CAMA Major Permit No. 106-12 (issued on February
29, 2016). The temporary breasting line was removed by the contractor in the fall/winter of 2018 at the completion of
the construction phase of the project. NCDOT states the contractor now needs the safe harbor again for the storage of
demolition barges for the demolition phase of the project.
After review by DCM,no additional authorization will be required at this time. Please be reminded that the location
and dimensions of the temporary breasting line is required to not exceed what was previously authorized and the
installation methodology of pile driving is required to be the same. In accordance with previous commitments made by
the permittee, barges shall not be moored within 300 feet of Island C. The breasting line shall be removed in its
entirety immediately after it is no longer needed.
All conditions and stipulations of the active permit remain in force. If any aspect of the reinstallation of the breasting
line should change,please contact me before proceeding. This e-mail does not eliminate the need to obtain any
additional permits, approvals or authorizations that may be required. This includes approval, if required, from the U.S.
Army Corps of Engineers (USACE) and the N.C. Division of Water Resources (DWR).

The contractor(PCL) is planning to re-install the temporary breasting line at Island C on the B-2500 Bonner Bridge Replacement
Project. The temporary breasting line was authorized by a Major Modification to CAMA Permit No. 106-12 issued on
2/29/2016. The 800-foot long breasting line(utilizing a series of seventeen 36-inch hollow steel pipe piles)was required for safe

harbor and material barge storage near Island "C",which is a more secure site for storage during adverse weather. The
temporary breasting line was removed by the contractor in the fall/winter of 2018 when the construction phase of the project
was nearing completion.
Now, PCL needs the safe harbor again for the storage of demolition barges for the demolition phase of the project. The location
and dimensions of the temporary breasting line would remain the same. All permit conditions would be adhered to. NCDOT
submits this email as notification to re-install the previously authorized temporary breasting line at Island C on the B-2500
Project. If this temporary activity requires additional authorization, please respond as soon as possible with the authorization
required under the active permit by DCM so it may be requested.
Currently, a PCN for a Nationwide Permit 33 has been submitted to the US Army Corps of Engineers to authorize the breasting
line again. The previous Nationwide Permit 33 has expired,and a new permit is required.

This is information submitted by NCDOT regarding a breasting line that was authorized through a Major Modification in the
vicinity of Island "C" (located on the west side of the new bridge within the Pamlico Sound).The breasting line was installed and
then removed after the bridge construction phase.
The contractor has approached NCDOT to see if the breasting line can be reinstalled to aid in the demolition phase of the
project. Please review and then we can discuss the next steps to provide information to NCDOT.
