DAVIS ENVIRONMENTAL QUALITY Director June 19,2018 Clay Willis NC Department of Transportation 113 Airport Dr., Suite 100 Edenton,NC 27932 RE: Letter of Authorization, Relocation of preformed scour hole, Replacement of Herbert C. Bonner Bridge over Oregon Inlet on NC Hwy 12 in Dare County, TIP B-2500, Phase I,CAMA Major Permit No. 106-12. Dear Mr. Willis: This letter is in response to a notification from the N.C. Department of Transportation(NCDOT)dated June 6,2018, including two(2)drawings: one dated June 13, 2012, and one dated May 23,2018. The notification is for relocation of a previously reviewed/approved preformed scour hole for the above referenced project from the east side to the west side of the road and closer to the end bent of the bridge(south end—Pea Island). The notification states that the primary reasons behind this change are driven by the electrical power conduit and an unforeseen conflict in alignment of the drain pipe and electrical conduit. The notification states that road surface drainage by means of shoulder berm gutter will occur at the original location, but the main preformed scour hole will be relocated. The notification states that there is no change in jurisdictional impacts,no change to USFWS property easements, and all work is within NCDOT right-of-way/upland road shoulder area. This Letter of Authorization conveys the determination of the N.C. Division of Coastal Management(DCM)that the revision as described in your notification dated June 6, 2018 is consistent with existing State rules and regulations and is in keeping with the original purpose and intent of CAMA Major Permit No. 106-12. This Letter shall be attached to the original of CAMA Permit No. 106-12,which was issued on September 19,2012, as well as all subsequent modifications and Letters of Authorization, and copies of all documents shall be readily available on site when a DCM representative inspects the project for compliance. All conditions and stipulations of the active permit remain in force unless altered herein. This approval does not eliminate the need to obtain any additional permits, approvals, or authorizations that may be required. Please contact Greg Daisey at(252)264-3901 ext. 249 if you have any questions or concerns.
