Temporary Power Line Placement, Pea Island—Emergency Repair Work
Dear Mr. Willis:
This letter is in response to your situation update dated July 31,2017, including the attached four
drawings (4): received July 31, 2017 providing information on the high voltage transmission line
repair related to the replacement of Herbert C. Bonner Bridge over Oregon Inlet in Dare County.
NCDOT states this will involve the placement of several temporary power poles(7-14 depending
on required spacing)approximately 30-35' from the edge of pavement on NC Hwy12. Pole
placement from edge of pavement is established by a required distance from the support
armature holding the powerlines. The temporary power line alignment will follow the east side
of NC Hwy 12 for approximately 1,800'.NCDOT states utility pole installation will have
temporary impacts to wetlands(non-CAMA, located at Site 2 on permit drawings)and the
contractor will use mats to access these locations. All temporary utility poles are to be removed
once they are no longer necessary, or upon written request from N.C. Division of Coastal
Management.
Please be advised that through this Letter of Refinement,the N.C. Division of Coastal
Management(DCM) conveys its determination that the installation of 7-14 temporary utility
poles on the eastside of NC 12 as described in your request dated July 31, 2017 is consistent with

existing State rules and regulations and is in keeping with the original purpose and intent of
CAMA Major Permit No. 106-12.
This letter shall be attached to the original of CAMA Permit No. 106-12, which was issued on
September 19,2012, as well as all subsequent modifications, and copies of all documents shall
be readily available on site when a DCM representative inspects the project for compliance. All
conditions and stipulations of the active permit remain in force unless altered herein.
This approval does not eliminate the need to obtain any additional permits, approval or
authorizations that may be required.

I wanted to give you all an update on the power repair situation on Hatteras/Ocracoke Island. Cape
Hatteras Electric is approaching the repair with two options,that will be underway simultaneously.The
first option is to repair the damaged power line which was bored under the road and new bridge
alignment.This repair involves unearthing the bored line and splicing the damaged section.The required
splicing materials and process is being evaluated and pursued.That option may present some time
challenges, because of special materials needed and the technique involved in repairing a high voltage
transmission line.While that process is being pursued and engineered, a second plan "B" is being
implemented, which involves a temporary aerial option, aligned on the east side of NC 12.This will
involve the placement of several temporary power poles(7-14 depending on required spacing)
approximately 30-35 feet from the edge of pavement on NC 12.The distance from NC 12 is established
by a required distance from the support armature holding the powerlines.Some temporary power pole
locations will likely be in the wetlands located at site 2 on the permit drawings.The contractor will use
mats to access these locations and the only temporary impact, should be from the power pole
installation.The powerline alignment will follow the east side of NC 12,for about 1800 feet, then Old
Coast Guard St. Rd (Life Boat Rd),the power line will travel back west across NC 12 and will tie back into
the existing power line. Cape Hatteras Electric is the lead party on this effort and NCDOT is cooperating
to help facilitate the damaged powerline. I wanted to let you all know what was unfolding with the
repair effort and keep you updated, as much as possible. I attached a rough sketch of the temporary
power pole alignment to the east.The placement of the poles is approximate, along with the spacing,
but it should give you an idea of the alignment.
The splice repair area is all with the upland area between bridge bent 9 and bent 10. I'll keep you all
updated, if anything changes regarding jurisdictional areas.

Dear Mr. Carter:
In accordance with paragraph 4.c. of the Bonner Bridge Settlement Agreement,please find
enclosed a copy of a letter by the N.C. Division of Coastal Management(DCM)related to
CAMA Major Permit No. 106-12 that was sent to the N.C. Department of Transportation
(NCDOT) on July 31, 2017 regarding the above referenced project. The letter is in response to
an email that was received from NCDOT with an attachment of 4 drawings on July 31, 2017. In
the e-mail,NCDOT provided DCM with information on the high voltage transmission line repair
related to the above referenced project. NCDOT states this will involve the placement of
temporary power poles approximately 30-35 feet from the edge of pavement on the east side of
NC Highway 12 for approximately 1,800 feet. Please find enclosed a copy of the NCDOT e-
mail dated July 31, 2017 with the attached 4 drawings.
