The existing 8"alum sludge line was not located correctly on as-builts provided by Cape Fear Public Utility Authority (CFPUA) and was struck on February 21, 2021, during drilling inside the westernmost caisson of the proposed interior bent on the south side of the creek. Currently the CFPUA is pumping and hauling the alum sludge from the Sweeney Drinking Water treatment plan to the Wilmington Wastewater treatment plant which is extremely costly and not sustainable.A temporary line needs to be run while a plan for a permanent directionally drilled line is composed. Enclosed is a crude markup from CFPUA on the original plans for the existing alum sludge line. The profile view does not show any of the proposed work but shows the existing directionally drilled 8"alum sludge line which is now non-operational and proposed to be abandoned in place. Due to the urgent nature of this request, a complete set of plans was not able to be composed. As proposed,approximately 1100 LF of 8" HDPE would run from the nearest tie in on the southside along the high ground shoulder of SR 2812 Cornelius Harnett Dr. The line will then be open cut across the pavement prior to the existing Smith Creek Bridge approach and will run within the existing permitted fill area to the temporary work trestle. The request is for authorization to replace a damaged subaqueous 8"utility line adjacent to the subject project with a temporary 8"HPDE line over Smith Creek until a permanent replacement line can be constructed. The damaged line carried alum sludge from the Sweeney Water Treatment Plant to the Wilmington Wastewater Treatment Plant. The line was not properly located by the utility company on the plans supplied to NCDOT and was inadvertently hit during construction of the B-4590 project. The new 8" temporary line would be approximately 1,100 linear feet in length. It would tie in on the south side of the project along the shoulder of Cornelius Harnett Drive. The line would then be open cut to the existing Smith Creek Bridge approach and run within the authorized fill area to the existing temporary work trestle. The line would be attached at this point to the temporary work trestle and run for approximately 100' over Smith Creek such that it would be above the low steel of the work trestle and would not impede navigation within the channel. The remaining 80' section of line over the creek would be attached to the existing fender system and tender house foundation piles. The line would then be reconnected to the existing line on the north side of the project via open cut in high ground. The proposed work would not result in any additional impacts to wetlands or waters of the State,with only deminimus impacts possible to navigation/potential Public Trust Area usage due to the line crossing over a portion of the creek on the north side of the project. As you may be aware, on Monday of this week,NCDOT's contractor accidentally drilled into CFPUA's Alum Sludge line at bent 1 casing 1 at the Smith Creek Bridge Replacement Project. The line was shown on the plans and the project was permitted to avoided it. It is DCM's current understanding that NCDOT may request approval to construct a temporary line across the creek by attaching a temporary line to the work bridge such that it would be suspended over the channel and above the low steel of the bridge, which would not impede navigation. DCM expects to receive the permit modification request from NCDOT tonight or tomorrow. I am not knowledgeable about sludge lines, and I am not sure if this is something that would require review by the Public Water Supply Section. When DCM receives the permit modification request, we will forward it to you as soon as possible. Due to the urgency of the situation, it would be greatly appreciated if you could reply to our request for comments as quickly as possible. I apologize in advance for the inconvenience.
