Sisters by the Sea was contacted by Doug Dorman for our feedback with regards to a request by our
neighbors to construct a 234 square foot platform around their existing boat lift.
We object to the proposed platform for the following reasons:
1.) With the proposed changes of increasing the platform by almost 50% it would possibly/probably
interfere with the existing boat channel.
Most boats speed through this area
already and this larger structure could lead to more safety issues or boating accidents.
2.) The combination of the boat ,lift and larger platform will ruin the beautiful view of the sound and
negatively impact the environment.
3.)We are very concerned about how this new construction will affect our existing bulkhead and
shoreline.

Dock structures change the natural water flow patterns in the area.
Water flow rates can increase around the pickings causing local erosion.
4.) In addition the construction of this platform will impact our renters vacation experience in a
negative manner.
The noise, excess traffic, workers and equipment will ruin the quiet solitude of Tranquility.
In conclusion we strongly object to this permit. There is an existing marina in Hatteras Estates where
they can keep their boat which is only 500 feet away.
Please help preserve the unique natural costal environment by rejecting this CAMA GENERAL
permit.

Dear Ms. Hartman and Mss. Dement,
This letter is in response to your objection as an adjacent riparian property owner to a
permit request from Patricia and Harry Jacques for the development noted above at
56180 Shoal Drive in Hatteras, Dare County. Yvonne Carver of the Division of Coastal
Management staff, and Doug Dorman of Atlantic Environmental Consultants, were
recently on site to evaluate the permit applicant's request.
The permit applicants have requested a permit for the addition of a 6'x18' platform,
3'x35' finger pier and 19'x3' finger pier to their existing docking facility. Under the
Coastal Area Management Act (CAMA), the Coastal Resources Commission (CRC) has
established Rules for General Permits for this type of development that are found in 15A
NCAC 07H.1200 (copy attached).
You have notified the Division of Coastal Management (DCM) of your objections to this
proposed development via an email received 03/27/2023. Your objections to this
proposed development related to the increase of platforms, potential interference of the
existing boat channel, viewshed, potential impacts to the existing bulkhead and
shoreline, and potential noise and activity related to the construction of said structures.
The Division has reviewed your objections, along with all aspects of this development
proposal for consistency with the aforementioned Rules, which describe the CRCs
standards and guidelines for this type of development. Our review of the proposed
development has found it to be consistent with these Rules.

During the onsite visit on March 28, 2023, water depths were taken around the
surrounding project site and out into the Pamlico Sound where boat traffic would
navigate. After having given careful consideration to the information gathered onsite,
and your objections to this proposed development, we have determined that it is
consistent with the Rules of the CRC and the State's Coastal Management Program, and
that all pre -requisites have been satisfied. Therefore, the Division of Coastal
Management issued General Permit #89667A on April 25, 2033 (copy attached) for the
proposed development.
If you wish to appeal this permit decision, you must file a Third Party Hearing Request
Form with the Director of the Division of Coastal Management within 20 days of the
permit issuance date. If you choose to pursue an appeal, please contact this office so
that we can provide you with the appropriate forms and addresses.
If the Chairman of the Coastal Resources Commission grants a hearing of your appeal,
you then must file a petition for a Contested Case Hearing with the Office of
Administrative Hearings within 20 days of the Chairman's decision. This office can assist
you with the forms and addresses associated with this portion of the process. If the
Chairman denies your hearing request, this decision can be appealed to the Superior
Court in the county where the property is located.
