BUFFER AUTHORIZATION CERTIFICATE
FOR PIER AND DOCKING FACILITIES ACCESS WAY
A riparian buffer authorization is required for pier and docking facilities access ways through the Tar-Pamlico&
Neuse River Riparian buffer per Division of Water Resources(DWR) regulations 15A NCAC 02B.0233&.0259.The
Division of Coastal Management(DCM), through a Memorandum of Understanding with the Division of Water
Resources(DWR)has reviewed your project proposal and has determined that the project as proposed complies
with the aforementioned regulations.
Those activities covered by your Coastal Area Management Act(CAMA) permit have received Buffer Authorization
provided the project is constructed in a manner that continues to meet all of the conditions listed below: Failure to
comply with this Buffer Authorization may subject the property owner and the party(contractor)performing the
construction and/or land clearing to a civil penalty by DWR of up to 525,000 per day per violation.
1 t Crossing is Perpendicular: Pier and docking facility access way must cross the 50 ft. riparian buffer
perpendicularly(Which:is defined as between 75 and 105 degrees)unless otherwise approved by DCM.The
alignment shall minimize the removal of woody vegetation to the greatest extent practicable.
2 Pervious Materials:All reasonable measures shall be taken to ensure the access way is made of pervious
materials like open-slatted wood or composite,mulch,or grass to meet the intent of:the rules to the
maximum extent practicable.
Access Width:The width of the pier or docking facility access way shall be limited to six(6) feet.
Project Drawing:The drawing on the CA MA General Permit is considered the project drawing of your
property indicating the relative location of the pier or docking facility and any requested access way.This
drawing will be used to aid in compliance and monitoring efforts. O ,�,,D

DESCRIPTION
We propose to install a new concrete pier consisting of a 5' wide x 30' long
walkway running parallel to the boat ramp and connecting to a 9' wide x 20' long
platform. There will be an additional 5' wide x 50' long walkway extending off the
platform.
We propose to install a new boat lift. This will include the installation of four (4)
new 10" x 30' long pilings.
We propose to construct and install a new 12' wide x 40' long concrete boat
ramp. This ramp is not to exceed 20' waterward.
We propose to install Class B granite riprap around the boat ramp, dock and both
sides of the culvert.

Installation of boat ramp,pier, platform, dock and boatlift.
Dear, Mr. Sutton
The Division of Coastal Management has reviewed your correspondence dated for
03 March 2023 to NC Division of Coastal Management addressing concerns to the project
on the property located at 107 Caraway Court Grantsboro NC 28562. The instillation of
boat ramp,pier, platform, dock, and boatlift proposed are consistent with Division of
Coastal Management rule 15A NCAC 07H.1200 and 15A NCAC 07H.1300. On March 29,
2023, Kent Vaughan, a member of my staff,issued CAMA General Permit No.88175-B in
Pamlico County, authorizing the aforementioned project, (see attached copy of permit).
If you wish to appeal this permit decision,you must file a request with Mr. Braxton
C. Davis, Director of the Division of Coastal Management, Department of Environment and
Natural Resources at 400 Commerce Avenue, Morehead,City NC 28557,within 20 days of
the permit decision. (Appropriate forms are available at the Washington Regional Office or
https://deq.nc.gov/about/divisions/co astal-management/co astal-management-
