NARRATIVE AND SITE DATA The project will consist of the construction of a 32,500 s.f. permeable pavement, gravel and concrete surfaced boat and RV storage area and associative lightling, landscaping, and stormwater managment infrastructure. Development will occur an the eastern half of a 2.69 acre tract of land that is partially developed with the existing Nags Head Self Storage facilty constructed around 1985. The proposed storage area will connect to the existing storage facility and will have a gated access to S. Gannett Ave. to the east, The project site is located to the south of West Eighth St„ Within the Town of Nags Head in Dare County. The site's existing topography is relatively fiat, with slopes ranging between 0-10%. Elevations across the proposed development area range from 11.5 ft msl near the center, to 8.5 ft msl towards the southeastern comer. The site is mostly open with a mix of bare sand, grasses and live oaks and pines throughout. There are no wetlands on the site. Site soils are composed of Corolla Series Fine Sand and are described as being nearly level, moderately well drained soils with very rapid permeabilty. Protocol Sampling Service, Inc. conducted an on -site evaluation to determine the presence of any restrictive horizons, water table conditions and infiltration and permeabiity capabilites of the underlying soils. No restrcttve horizons were found to a depth of at least 48 inches. The seasonal high water table was found to be fairly consistant across the site at an estimated elevation of 8.0 ft msl. Infiltraton rates were tested and found to exceed 40 inches/hour. There are no existing building improvements or drainage features on the site. A portion of the existing adjoining Self Storage i llty currently drains in to this area with no formal outlet. The nearest existing drainage feature is an existing drainee ditch located just off -site to the south and serves the adjoining shopping center development. This ditch drains east and ties Into the NCDOT HWY 158 drainage network that ultimately outlets north to an Atlantic Ocean Outfall. The next closest drainage feature is a system of roadway swales and culverts located along the south side of W. Eighth St. This system also drains east and ties to the same HWY 158 drainage network. ELECTRONICALLY- AVAILABLE RECORDS MAY BE SUBSTITUTED UNDER CERTAIN CONDITIONS. 7. PERFORM ROUTINE MAINTENANCE (INCLUDING MOWING AND CLEANING OF ROADWAY SWALE) ONCE FINAL STABILIZATION HAS OCCURRED. E. NOTES: THE INTENT OF THIS PLAN iS TO: MINIMIZE THE EXTENT AND DURATION OF DISTURBED SOIL EXPOSURE, PROTECT DISTURBED AREAS FROM STORMWATER RUNOFF. STABILIZE DISTURBED AREAS AS SOON AS POSSIBLE. Remove & stabilize all LAND GRADING CONSTRUCTION SPECIFICATIONS 1. Construct & maintain all erosion & sedimentation control practices & measures in accordance with the approved sedimentation control plan and construction schedule. 2. Remove good topsoil from areas to be graded and filled, and preserve it for use in finishing the grading of all critical areas. 3. Scarify areas to be topso€led to a minimum depth of 2 inches before placing topsoil. 4. Clear & grub areas to be filled to remove trees, vegetation, roots, or other objectionable material that would affect the planned stability of fill. 5. Ensure that fill material is free of brush, rubbish, rocks, logs, stumps, building debris, and other materials inappropriate for constructing stable fills. 6. Place all fill in layers not to exceed 9 inches in thickness, and compact the layers as required to reduce erosion, slippage, settlement, or other related problems. 7. Do not incorporate frozen material or soft, mucky, or highly compressible materials into fill slopes. 8. Do not place fill on a frozen foundation, due to possible subsidence and slippage. 9. Keep diversions and other water conveyance measures free of sediment during all phases of development. 10. Handle seeps or springs encountered during construction in accordance with approved methods. 11. Following completion of any phase of grading, provide a groundcover (temporary or permanent) on all exposed slopes within 14 calender days, or 7 calendar days in critical areas identified on the plan; and, a permanent groundcover for all disturbed areas within 15 working days or 90 calender days (whichever is shorter) following completion of construction or development. 12, Provide adequate protection from erosion for all topsoil stockpiles, borrow areas, and spoil areas. MAINTENANCE Periodically check all grad d areas & the supporting erosion & sedimentation control practices, especially after 1•,eovy rainfalls. Promptly remove all sediment from diversions and other water -disposal practices. If washouts or breaks occur, repair them immediately. Prompt maintenance of !malt -eroded areas before they become significant gullies is an essential part of an effective erosion & sedimentation control plan. PERMANENT SEEDING The purpose of permanent seeding is to reduce erosion and decrease sediment yield from disturbed areas, and to permanently stabilize such areas in a manner that is economical, adapts to site conditions, and allows selection of the most approp: iate plant materials. These areas must be seeded or planted within 15 working days or 90 calendar days after final grade is reached, unless temporary stabilization is applied.
