NARRATIVE: DARE COUNTY INTENDS TO CONSTRUCT A PEDESTRIAN WALKWAY SYSTEM ALONG THE WEST SIDE OF NC 12 ON HATTERAS ISLAND. THE NORTHERN PORTION OF THE SYSTEM EXTENDS THROUGHOUT THE VILLAGES OF RODANTHE, WAVES AND SALVO. THE SOUTHERN PORTION EXTENDS THROUGHOUT THE VILLAGE OF AVON. THE CONSTRUCTION CONSISTS OF CONCRETE SIDEWALKS 5' IN WIDTH AND ELEVATED WOOD WALKWAYS/BRIDGES 8' IN WIDTH WITH SOME BENCHES AND ADA ACCESS FEATURES EXTENDING BEYOND 8'. CONSTRUCTION IS SCHEDULED TO BEGIN IN THE WINTER/SPRING OF 2013. THE NORTHERN PORTION OF THE PROJECT IS APPROXIMATELY 4.34 MILES AND THE SOUTHERN PORTION IS APPROXIMATELY 3.70 MILES. FOR A TOTAL OF 8.04 MILES. DISTURBANCE SHALL BE MAINTAINED WITHIN 5' ON EITHER SIDE OF THE SIDEWALK (15' TOTAL) EXCEPT IN ISOLATED AREAS WHERE SWALE RE -GRADING IS REQUIRED (AS SHOWN ON PLANS). DISTURBANCE FOR THE CONSTRUCTION OF THE ELEVATED WALKWAYS IN WETLAND AREAS SHALL BE LIMITED TO THE INSTALLATION OF PILINGS AND FRAMING. APPROXIMATELY 14.6 ACRES ARE TO BE DISTURBED. THE SIDEWALK ALIGNMENT HAS BEEN SELECTED TO MINIMIZE CONFLICTS WITH EXISTING UTILITIES AND VEGETATION. THE SITE IS PRIMARILY WITHIN THE NCDOT RIGHT-OF-WAY, WITH THE EXCEPTION OF ENCROACHMENTS INTO THE NATIONAL PARK SERVICE AND DARE COUNTY PROPERTY. THESE ENCROACHMENTS OCCUR AT THE NORTH END OF SALVO AND THE NORTH AND SOUTH ENDS OF AVON, WHERE NCDOT R/W ENDS AND ALL LANDS ARE OWNED BY THE NATIONAL PARK SERVICE. THE NPS HAS BEEN INVOLVED IN THE DESIGN PROCESS AND IS GRANTING PERMISSION FOR THE SIDEWALK. THE SIDEWALK ALSO ENCROACHES INTO THE DARE COUNTY WATER TOWER SITE IN RODANTHE. TOPOGRAPHY IS LEVEL AND THE SOILS ARE SANDY. DISTURBED AREAS ARE TO BE STABILIZED WITH TEMPORARY/PERMANENT VEGETATION ACCORDING TO THE SEQUENCE OF CONSTRUCTION. II.
