Statement of Compliance and Consistency
This permit is subject to compliance with this application and permit conditions. Any violation of these terms may
subject the permittee to a fine or criminal or civil action; and may cause the permit to become null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for
compliance. The applicant certifies by signing this permit that: 1) prior to undertaking any activities authorized by this
permit, the applicant will confer with appropriate local authorities to confirm that this project is consistent with the
local land use plan and all local ordinances, and 2) a written statement from the adjacent riparian property owner(s)
has been obtained, or proof of delivery of certified mail notification of the adjacent riparian property owner(s).
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

This email authorizes you, on behalf of Cutter Bay Development, LLC(hereinafter CBD), to sign any real
estate contracts obligating CBD to the purchase of the two lots contiguous to CBD's property on the
west/north side of our current entrance at a purchase price not to exceed $50,000. As manager of CBD,
I also authorize you to sign any permit applications for dock construction on any property owned by
CBD. Finally, I authorize you to sign any other contracts related to the development activities of CBD up
to a value for any single contract not to exceed $20,000. Any contracts in excess of$20,000 will require
separate approval.

As per Scott Davis, section 4.10 gives you the authority to grant Billy permission to sign on behalf of
Cutter Bay Development, LLC for specific purposes. Scott said for you to email Billy with your
authorization for him to sign for the purchase of the two properties contiguous to the west/north side of

our entrance and to also authorize him to sign permit applications for dock construction and I would add
for development activities at Cutter Bay.
