This permit, issued on February 23, 2023 is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
oe suolect to tines, imprisonment or civu action; or may cause me permit to oe nuu anu vum.
1) This renewal shall be attached to Permit No. 42-15, which was issued to the permittee on 3/16/15,
and copies of both documents shall be readily available on site when a Division representative
inspects the project for compliance.
2) All conditions and stipulations of the active permit remain in force under this renewal.
NOTE: Permit No. 42-15, which was issued to the permittee on 3/16/15, was issued per workplan
dated 10/1/14 and did not detail the Revision Date. All work shall be constructed in
accordance the workplan drawing dated "Revised 12/3/14".

This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2024
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina Coastal
Management Program.

Dear Heather:
Major CAMA permit 42-15 was issued to Elmer and Allyson Sprinkle on March 16, 2015 for work at their
permanent residence located at 243 Deep Bay Drive, Newport, North Carolina. The permit authorizes construction
of a dock, highground grading, and construction of a boardwalk and retaining wall. The permit was renewed in
January 2019 and in February 2021 (copy enclosed). The current expiration date is December 31, 2022.
Mr. and Mrs. Sprinkle have encountered numerous obstacles in their efforts to build the authorized dock and
highground improvements. Their original plan was to begin construction on this project in early 2019,
Unfortunately, Hurricane Florence in September 2018 severely damaged their home, making it uninhabitable.
Extending into 2020, the owners' focus was on rebuilding their home.
The Covid pandemic occurred soon after the owners moved into the reconstructed home in 2020, complicating their
efforts to begin work authorized by the CAMA permit. When the pandemic waned, they resumed their efforts in
mid-2021, but were delayed due to difficulty retaining contractors to perform the work on a timely basis.
Prior to building the dock, grading of the backyard of the property and construction of the retaining wall and
walkway must occur. Access to the backyard is via the side yard on the east side of the residence. Contractors who
evaluated the project site in 2022 determined that access to the backyard was insufficient to transport equipment and
materials for the high ground work. This was due to landscaping damage, including numerous tree stumps remaining
from trees lost in Florence (at least nine trees were toppled by the storm in this area). The stumps have now been
removed and the area restored to allow access to the waterfront backyard.
The owners intend to begin construction of the highground work in early 2023. On behalf of Mr. and Mrs. Sprinkle
I am requesting that permit 42-15 be renewed to allow work on the project to finally begin. Enclosed with this
request is my current agent authorization and check # 1444 in the amount of $100.00 to cover the renewal fee.
