Bartos, Deputy State Historic Preservation Office SUBJECT: Beach nourishment project, South of Humphrey Avenue to North of Ninth Street, Surf City, ER 20-0050 Thank you for your January 6, 2020, submission concerning the above-referenced project. We have reviewed the project and offer the following comments. Our files indicate two archaeological sites located along Surf City (NTB-North Topsail Beach) beaches (NTB0001) Surf City Beach Wreck, and (NTB0002) Museum Timber. NTB0002 was removed from the beach zone by Public Works employees in 1999, and so is of no concern. NTB0001 is thought to be the wreck of the William H. Sumner, driven ashore in 1919 and discovered in 1999. It is located eighty yards north of the old Barnacle Bill's Fishing Pier. About thirteen yards separates the exposed wreckage from the existing dune line. GPS coordinates place the approximate position of the site at North 34 deg. 25.948 min. and West 77 deg. 31.904 min. or approximately one-mile northeast of the Surf City water tower. The wreckage is usually deeply buried under many feet of sand and may not be affected by the additive efforts of beach re-nourishment. Due to the low concentration of any other wreck sites in the project area, we concur that the project proceed as planned, with the condition that you reference the following paragraph regarding beach wrecks and the discovery and take caution when operating in the vicinity of NTB0001. It is our opinion that the beach bulldozing operations may encounter the unknown remains of vessels lost along the North Carolina coast that have washed up on shore and been buried over the last 450 years. While the archaeological and historical record does not support a recommendation for an archaeological survey of the entire beach area, we would like your agency, its affiliates, and the equipment operators to be aware that the possibility exists that this work may unearth a beached shipwreck. In the event that such occurs, work should move to another area and the Underwater Archaeology Branch should be contacted immediately (910-250-7320). A staff member will be sent to assess the wreckage and determine the proper course of action. We do not believe the dredging of banks channel will impact any known cultural resources. The above comments are made pursuant to Section 106 of the National Historic Preservation Act and the Advisory Council on Historic Preservation’s Regulations for Compliance with Section 106 codified at 36 CFR Part 800.
