Good Afternoon Mr. Howell, We appreciate your and Heather Styron working with us as we have sorted through a way to get our clients' projects on Clubfoot Creek in the water this winter. After working with Heather, we and Natrx have developed a new product design that meets the permit requirements of the GP 2700s that Brad Connell issued in fall 2002 with a different configuration and materials. We respectfully request that you review the revised permit drawings attached and renew/re-issue Permit 88635C and 88660C. Two heights/widths of structures are proposed for the Smith —Smith Farm Rd project so that at no point along the alignment the structure will exceed 12" above the normal high water line. After speaking with my supervisor and the other DM's, it was determined this would be too large of a material (per your specs) for the 2100. Good Afternoon Heather, Brad Connell issued permit 88635C on September 6, 2022 for Chuck & Claudia Lewis' property at 595 Taylor Farm Rd in Havelock. We intended to install a 24" tall QuickReef sill (cost -shared by both Coastal Federation and NCDA CCAP funds), but we had issues with our barging contractor, and the permit expired before we could complete the project. The landowners are anxious to get the project moving, and we cannot install QuickReef in that deep of water in the winter. We have recently begun working with Natrx, and they have a unit that the landowners like that we could install without putting 10 men in 36" of water in February. We would like to ask to renew the original permit but instead of it being a GP 2700, it be a GP 2100 to accommodate the configuration of the Natrx units. We will bring the sill into within 20' of NHW and ensure that it stays less than 6" above NHW level to comply with the 2100 permit conditions. The units are 36 inches wide by 36 inches deep and 24 inches tall. They have an 11-inch-wide center hole in each unit plus additional gaps at the base that should meet the 1"/1LF" overall gap requirement of the 2100. 1 have attached revised permit drawings showing the proposed units. If we could get this renewal processed, we could have the shoreline installed by the end of the month. There is a property two doors down that is going to be requesting the same renewal, but with two different sizes of units to accommodate various water levels. The total length of the offshore sill will be approximately 500 linear feet and will not exceed 500 linear feet. The offshore sill will be constructed by placing Natrx EcoForm and QuickReef units parallel to the shoreline as shown on Figure 2. Coir fiber matting or equivalent will be placed underneath the material to reduce settling as needed. The distance of the landward edge of the sill will be no more than 30 feet waterward of normal high water or no more than 5 feet waterward of existing coastal wetlands, whichever distance is greater. Baffled gaps at least 5 feet in width will be placed at least every 100 feet in the sills to allow water circulation and fish passage per permit requirements. All other applicable specific and general conditions outlined at 15A NCAC 07H.2700 will be met.
