compliance. The applicant certifies by signing this permit that: 1) prior to undertaking any activities authorized by this
permit, the applicant will confer with appropriate local authorities to confirm that this project is consistent with the
local land use plan and all local ordinances, and 2) a written statement from the adjacent riparian property owner(s)
has been obtained, or proof of delivery of certified mail notification of the adjacent riparian property owner(s).
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

I have attached a plan view of the bulkhead, walkway & platform for the Benton property in Cape
Carteret.
Tom with the COE was very helpful and fair with his delineation of wetland and flagged the line that was
acceptable .... I have attached a couple of pictures for the record.
The Morando's said they sent their riparian rights waiver to you earlier last week.
I hope this submittal is acceptable and if you need anything else, please advise.

Dear Sir or Madam,
I have met with the owner of the property adjacent to mine and discussed their
plan to extend a boat lift approximately 27 feet from a bulkhead yet to be
constructed. That would make it extremely difficult to launch our boat from our
boat lift as it is currently. That is the reason why I have objected to the proposal.
It is my intent to allow both of us to be able to access the water behind our
properties and am willing to make changes to the landing and orientation of the
boat lift at my property in order to do so. All the boat lifts of neighbors to my
west are perpendicular to their property lines. My lift runs parallel to my
property. I have used a laser range finder from my bulkhead to the opposing
shoreline and compared it to my neighbors. I would be no closer to the opposing
shoreline than they are.
If I could have a representative from N.C. Division of Coastal Management meet
with me to review the change to my lift it would be greatly appreciated. If that
change were approved I would reverse the objection I have, and both parties
could move forward with construction of a new bulk head and lift at 201 Bayside
Dr. and alteration of the lift at 203 Bayside Dr.
