Instead, they will be building a bulkhead wingwall that will be 100% on their property. This is all being surveyed in by a licensed surveyor to make sure it is accurate. Please let us know if you have no objection to this revised plan. Ron, Seaboard Surveying will be staking the proposed alignment sometime soon and I will let you know as soon as that occurs. I have talked to the GC and they want to choose option 1 below without trying to convince Mr. Russell to change his mind and pull a separate GP I his name. Your neighbor to the south (Gregory Russell) has an objection to the CAMA permit. This is specifically related to a very short section of bulkhead (2') that is proposed to extend onto his property to tie into the corner of his bulkhead. He called and spoke to my co-worker yesterday about this and dropped off a copy of his objection to my office today. I tried to explain to him that tying into the corner of his bulkhead would help shoreline stabilization for you and him in order to have a solid wall with no gaps that would be susceptible to erosion. He did not like that explanation and for some reason really felt like he was being done wrong. He said he took offense that we were trying to push this through without asking him and I tried to explain that us sending him the plan and the letter was us showing him what is proposed before it was built. I did not anticipate this objection since it would help him as well. As he continued to talk to me at my office, it was pretty clear that his real problem is that you are building on your lot, a property that has remained undeveloped to date. We have definitely seen that scenario before. I tried to reiterate that you were taking our recommendations and that you were not trying to do anything out of the ordinary and you are definitely not trying to usurp his land. He did not agree. He also stated that no one considered that he may have intentionally left that 2 ft gap in it's natural state and that he may want to build stairs there in the future. What is true, but I did not explain to him, was ►] that he could not build stairs there because of County property line setbacks and also due to a 15' riparian corridor on side property lines that would likely apply to stairs. I don't think he was sincere when he said he may want to build stairs there. In fact, if he were able to permit stairs on the property line, it would be better to have a bulkhead. He has also talked to the CAMA district manager about his objection. There are a couple options moving forward: 1. Stop your bulkhead at your property line and build a wingwall landward up the property line at least 10' back or whatever length prescribed by Paul and Kevin. We should have no problem getting the permit if you did this, but does not seem like the logical best way. There will likely be erosion in the gap. 2. Give Mr. Russell a call and try to reason with him and request that he agree to permit an extension onto his property +/- 2 ft.
