Dear Mayor Ahlers:
The Town of Oak Island is continuing to work towards the restoration of its oceanfront shoreline
and dune system to repair significant damage from recent hurricanes Matthew, Florence, and
Isaias. As you know, the Town received Federal and State permits (SAW-2018-02230 and CAMA
Major Permit #31-20) for a renourishment project to begin in February 2021 which will place up
to 860,000 cubic yards (cy) of sand along approximately 21,000 linear feet of oceanfront shoreline
from SE 63rd St to loth Pl. W. A second renourishment project is planned for the winter of
2021/2022. To maintain transparency between our Towns, we would like to notify you that a
permit modification application for the 2021/2022 renourishment project has been submitted to
the Division of Coastal Management and is currently under review.
The renourishment planned for the winter of 2021/2022 includes the excavation of up to 1.667
million cy of beach -quality sand from a combination of Jay Bird Shoals and Central Reach borrow
areas for the renourishment of approximately 26,000 linear feet of oceanfront shoreline and dunes
within the eastern and western extents of Oak Island.
The 2021/2022 renourishment project permit modification application includes: 1) deeper
dredging depths within the currently permitted Jay Bird Shoals borrow area; 2) an additional
borrow area offshore of Oak Island identified as Central Reach; and 3) new placement areas along
the eastern and western extents of the oceanfront.
As previously discussed, Jay Bird Shoals, located approximately 1 mile offshore from the Town
of Caswell Beach's shoreline, will be used as a borrow area for the upcoming February 2021
renourishment project. Due to the limited availability of beach -quality sand, Jay Bird Shoals will
also be used for the 2021/2022 renourishment project. The Town's engineer, Moffatt & Nichol,
has performed supplemental modeling for using Jay Bird Shoals for this second project and has
determined deeper dredging cut depths within the borrow area will not have any significant effects
on the Town of Caswell Beach's shoreline. The Town of Oak Island is still committed to

monitoring the Town of Caswell Beach's shoreline for 3 years post -construction and will share the
results of all studies with you.
