It expires on 12/31/07. The action proposed in your submittal is to construct a ferry lift within Slip G3 of Deep Point Marina, adjacent to the Cape Fear River, in Southport, Brunswick County. As stated, the ferry lift would consist of two fixed maintenance piers, measuring 95' in length, 6 concrete pilings and the lifting mechanism. The northern pier would measure 12' in width and the southern pier would measure 8' in width, as shown on the plans. This authorization does not include any development landward of the bulkhead. Upon reviewing the submittal and contacting our Major Permits Processing Coordinator, I have determined that the proposed action is consistent with existing State rules and regulations and is in keeping with the original purpose and intent of the permit. I hereby submit this Letter of Refinement authorizing the modification of State Permit #91-96, as described in your letter and plans dated October 9, 2007. By copy of this letter we are also notifying the U. S. Army Corps of Engineers of our action. Ever since my February 23, 2000 marina/slips drawing, I have been showing a boat maintenance "slip", between a fixed pier and a floating or fixed pier. (May 22, 2000 CAMA Minor Mod). We have been discussing for years on how to create a boat lift to enable Marine Maintenance to change props or shafts without having to spend a minimum of three days time to send a vessel up the river to Wilmington for a haulout. One day up, one (minimum) repair day, one day back. In conjunction with the pile driving for the Passenger Ferry Terminal, I have procured six additional 75' long concrete piles, which will be embedded approximately 18' to 20' into the bottom of the marina. These six piles (three along each side of the slip, will be incorporated into fixed maintenance piers. One will be 12' wide, the other 8' to 10' wide. The fixed piers will provide lateral support for the 75' "lift" piles. See included drawings. The intent is to purchase a similar mechanism to a 100 to 200 ton marine travel lift, but primarily only for the hoisting mechanisms/straps. Closer spaced pier piles are also required. There will be aluminum or steel I -Beams that provide support between the piles C-B & B-A, and across the slip at the A -A Piles. We have included a photo of what a typical moving marine travel lift looks like. Ours will not have wheels. We also intend to have some sort of safety beams that are rotated or otherwise set into place across the slip once the vessel is lifted. I will be discussing this aspect of the project with various travel lift manufacture's to see how to best handle our lifting needs. The pile contractor for the ferry terminal will be at Deep Point in the next week or two. We would like to have this requested Letter of Refinement in a timely manner so that he can drive the 6 lift piles while he has his big barge mounted crane mobilized at the marina. Included are 5 sheets each of two drawings, 11"x17" dated & sealed 10-9-07. These are conceptual more so than final placement drawings.
