17. DIRECTIONS TO THE SITE
Project site directions, from Nags Head, NC:
Follow NC-12 S/Cape Hatteras National Park Hwy South.
Continue to follow NC-12 S for 44.3 miles to Haulover public beach access parking area south of Avon, NC.
North project limit is on beach side of NC-12 (National Park Service Beach) and extends 15,500 feet South toward Buxton, NC.
South project limit is in the vicinity of the old Cape Hatteras Lighthouse location.
18. Nature of Activity (Description of project, include all features)
The proposed project is to continue to protect NC Highway 12 via beach renourishment along the 15,500 linear feet (-2.9 miles)
of shoreline at Cape Hatteras National Seashore and the Village of Buxton. It will involve excavation of up to 1,200,000 cubic
yards of beach -quality sand from an offshore borrow area near Buxton Village via hydraulic and/or hopper dredge. Typical fill
section will add from —40 to 100 cubic yards per linear foot of beach and advance the berm crest of the shoreline an average of
—75 feet after natural profile adjustment. The low -profile dune will be constructed to improve storm protection along —4,000 feet
of the project area at the Village of Buxton. Vegetation will be planted on the newly -constructed dune after nourishment. The
borrow area (-200 acres) is —2 miles offshore of the old Cape Hatteras Lighthouse site within state waters.
19. Project Purpose (Describe the reason or purpose of the project, see instructions)
NC Highway 12 is the main artery for access and emergency vehicles to communities of Buxton and Hatteras Village, as well
as National Seashore facilities. The narrow isthmus immediately north of Buxton village has breached in the past and remains
highly vulnerable to future breaches. The initial beach nourishment was conducted June 2017 - February 2018, and 2.6 million
cubic yards of beach -quality sand was placed during construction. As of August 2020, approximately 75% of the nourishment
sand was lost outside of the project area due to Hurricanes Florence and Dorian (September 2018 and September 2019),
winter storms, and chronic erosion. The proposed renourishment project is intended to widen the oceanfront beach and
provide an erosion buffer to reduce chronic damage to Highway 12 and federal, state, and county infrastructure.
