PERMIT
as authorized by the State of North Carolina, Department of Environment Quality
and the Coastal Resources Commission for development in an area of environment
concern pursuant to Section 113A-118 of the General Statutes, "Coastal Area Management"
Issued to Jody Westfall authorizing development in the Estuarine Shoreline at 112 Greensboro Street, in Holden Beach
NC 28462, as requested in the permittee's application, dated received November 14, 2022. This permit was issued on
November 30,2022, is subject to compliance with the application and site drawing (where consistent with the permit), all
applicable regulations and special conditions and notes set forth below. Any violation of these terms may be subject for
the permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes: ENCLOSE AN EXISTING PORCH (WITH ROOF) LOCATED ON THE REAR (CANAL SIDE) OF HOUSE
FOR A BATHROOM EXTENSION, ENCLOSURE SHALL BE ELEVATED TO THE DESIGN FLOOD ELEVATION OF AE 141.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat (survey)
dated stamped received November 14, 2022 with notes by contractor.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site. Contact this office at 910-842-6080 for a final inspection at
completion of work.

This permit action may be appealed by the permittee or other qualified persons
within twenty (20) days of the issuing date. From the date of an appeal, any
work conducted under this permit must cease until the appeal is resolved. This
permit must be on the project site and accessible to the permit officer when the
project is inspected for compliance. Any maintenance work or project
modification not covered under this permit, require further written permit
approval. All work must cease when this permit expires on:
DECEMBER 31, 2025
In issuing this permit it is agreed that this project is consistent with the local Land
Use Plan and all applicable ordinances. This permit may not be transferred to
another party without the written approval of the Division of Coastal
Management.

(5) The amount of impervious surface shall not exceed 30% of the lot area within 75 feet of
(Estuarine Shoreline Area of Environmental Concern), in this case the house and total impervious area within
the AEC already exists. The enclosure of the existing porch (with roof) is permitted on the rear (canal
side) of the existing house.
(6) Unless specifically allowed in 15 NCAC 07H. 0209(d)(10), and shown on the permitted plan drawing, all
development/construction shall be located 30 feet landward of normal high-water level.
This permit is being issued based on section 15A NCAC 07H .0209(d)(10)(H).
(7) The porch (deck with roof) shall be elevated above the design flood elevation.
(8) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by
effective sedimentation and erosion control measures. Prior to any land -disturbing activities a bares rier line
of filter cloth must be installed between the land disturbing activity and the adiacent marsh or water areas
until such time as the area has been properly stabilized with a vegetative cover.
Contractors and property owners should make sure this is up and stays in place.
(9) No grading is permitted within the 30' buffer from the normal high water. Any land disturbance must be
contoured to prevent additional stormwater runoff to the adjacent marsh. This area shall be immediately
vegetatively stabilized and must remain in a vegetated state.
(10)AII other disturbed areas shall be vegetatively stabilized (planted and mulched) within 14 days of
construction completion.
(11) Areas below the structure which are below the lowest floor shall not be designed or used for human
habitation, but shall only be used for parking of vehicles, building access or limited storage of maintaince !.
equipment. Flood Vents shall be installed in accordance with FEMA regulations and Holden Beach Town
Ordinance. Access to the enclosed area shall be limited to a (standard exterior door), or entry to the living
area (stairway or elevator). The interior portion of such enclosed area shall not be finished or partitioned
into separate rooms, except to enclose storage areas.
(12) One 10'X20' parking space is required to remain accessible for the life of the structure for each bedroom.
(13)The proposed development construction value shall not be ore than 50% of the tax value of the structure.
(14) The proposed enclosure shall meet all local, state and federal rules and regulations.
