Skvarla, III Secretary This letter of refinement is in reference to your 9 September 2013 letter requesting a modification of work authorized under CAMA Major Permit No. 83-13, issued to I. G, Holdings, LLC on 15 July 2013. Permit No. 83-13 was issued for the construction of a retail building with a detached 5-bedroom house, a 56-space paved parking lot, a bulkhead, and a pier, located at 24530 NC 12 in the Village of Rodanthe adjacent the Pamlico Sound in Dare County, North Carolina. Your request to modify the permit to allow for relocation of the existing broken concrete shoreline hprap, immediately waterward of the permitted bulkhead with a maximum base width of 9' is hereby authorized. All permit conditions including the 31 December 2016 expiration date still apply and remain unchanged. Your modified plat dated 6 September 2013 will become a permanent part of the file. The Major Permit (No. 83-13) was issued on July 151h , 2013 and work installing the bulkhead and pier has already begun. A general permit for a rock groin was also issued for the site. The groin was to be constructed using the on - site rip -rap previously used for shoreline protection. IG Holdings, LLC has decided not to install the groin and rather utilize the existing rip -rap for additional protection in front of the bulkhead. As shown on the attached drawing, the limits of the rip -rap will extend a maximum of 9' from the bulkhead location based upon a 2:1 slope and a maximum bulkhead height of 4.5'. In addition to the drawing, I have enclosed a copy of the adjacent property owner notifications and certified mail receipt as well as a check for $100. 1 will forward the certified mail return receipts as soon as I receive them.
