to let you know that l have been hired by your neighbors, the Robert L. and Claire Stevens
Family with Karen Houchins serving as the contact, who own 104 Clipper Court, Colington
Harbour Subdivision, Kill Devil Hills, NC to construct a 38 linear foot heavy duty vinyl
bulkhead that will tie in to the bulkhead at your property - 106 Clipper Court. I have enclosed a
marked -up Aerial Map showing your property, the Stevens gamily property and the location of
the new bulkhead and a detailed Job Description of the work to be performed
The purpose of this letter is to notify you of the proposed bulkhead construction as you are one
of the adjacent riparian property owners. Coastal Area Management, a division of the NC
Department of Environmental Quality, require we give you an opportunity to view the proposed
project and have you complete the attached CAMA Notification and Waiver Form per the
instructions contained therein. Please review this form and then fill this form out carefully. If you
have any questions concerning the form, please call me, Jason, at (252) 573-8043 or Jane at
(804) 625-2294. Also please sign a copy of this letter and return it with the CAMA Form in the

Re: Objection to the Issuance of CAMA General Permit #86732A for a Bulkhead Project located at 104
Clipper Court, Colington.
Dear Mr. Merkel:
This letter is in response to your objection as an adjacent riparian property owner to a permit request from Able
Marine Construction on behalf of Karen Houchins, for the construction of a ±35 ft bulkhead. This project is located
at 104 Clipper Court, Colington in Dare County and adjacent to a basin that leads to the Albemarle Sound.
Under the Coastal Area Management Act (CAMA), the Coastal Resources Commission (CRC) has established
Rules for General Permits for this type of development that are found in 15A NCAC 07H.1100.
The Division of Coastal Management has reviewed your objections, along with all aspects of this development
proposal for consistency with the aforementioned Rules, which describe the CRC's standards and guidelines for
this type of development. Our review of the proposed development has found it to be consistent with the Rules of
the CRC and the State's Coastal Management Program, and that all pre -requisites have been satisfied. Therefore,
the Division of Coastal Management issued General Permit #86732A on October 18, 2022 (copy attached) for the
proposed development.
If you wish to appeal this permit decision, you must file a Third Party Hearing Request Form with the Director of the
Division of Coastal Management within 20 days of the permit issuance date. If you choose to pursue an appeal,
please contact this office so that we can provide you with the appropriate forms and addresses.

Sarah, thanks for the outreach. I have attached the completed document. There is nowhere to list the concerns so I have
included the list below.
• The paperwork indicates a 38' linear buckhead is to be built, when I measure off the existing bulkhead this
appears to place the bulkhead on my property.
• Will a survey be completed for this work?
• Not sure of the completed design, if I sign off on the 15' waiver they can build any size deck up to and right at
our property line. This should be spelled out.
• 1 fear they will be transferring their erosion problem onto my property, I do not currently have any issues due to
the natural slope into the water. Who is responsible once the erosion starts at the end of the bulkheading?
• 1 am curious how this project will be completed, there is not much access to get equipment into the back yard
without proceeding onto our property. I currently have concerns with that approach.

JOB DESCRIPTION FOR HEAVY DUTY VINYL BULKHEAD TO BE
CONSSTRUCTED AT 104 CLIPPER COUR
• Construct an approximately 38 linear foot vinyl bulkhead with an 8' return on the right
side of property when looking at the water from the Stevens yard. The bulkhead will be
tied in to the bulkhead at 106 Clipper Court and be the same height.
• Bulkhead to be constructed using Shoreguard Series 225 Gray vinyl sheeting 10' tall.
• A single 6" x 6" #2.5 marine grade wale to be installed.
• Sheeting to be secured to wale using 3/8"x 3" galvanized lag bolts.
• Wale to be installed at top of sheeting on the water side. A 2" x 6" ground contact salt
treated band to be secured to the land side sheeting using a 3/8" galvanized carriage
bolt installed at center of each vinyl sheet.
• A 5/8" galvanized timber bolt to be installed through the wale, vinyl sheeting and band
every 5'.
• 2" x 6" x 18" long ground contact salt treated planks to be nailed to wale and 2" x 6"
band with 3 1/4MAZE hot dipped, galvanized nails.
• Bulkhead to be tied back to land every 5' using 5/8" x 10' galvanized tie back rods
going to 6" x 6" x6' deadman. Each end of tie back rods to have OG washers.
• Haul in (4) 12-cubic yard loads of sand backfill. Install backfill grade and rake.
• Prior to start of construction we will remove existing platform and section of dock and
reinstall upon completion of job.
• Perform a final cleanup of jobsite.
