This letter of refinement is in reference to the 11/26/2013 correspondence e-mail from Mr. Chuck Bissette
of T.D. Eure Marine Construction, requesting a modification of Major CAMA Emergency Permit No. 98-13
issued to you on August 20, 2013. This permit authorizes rehabilitation of an existing bulkhead associated
with an emergency shoreline stabilization on your property located 127 Kiawa Way, Indian Beach, on
Bogue Sound in Carteret County, North Carolina.
The request to add an additional 20 cubic yards of granite riprap material to the existing riprap on the
western property line as requested in Mr. Bissette's correspondence is hereby authorized. This does not
authorize any enlargement to the length, width, or alter the slope of the existing riprap stabilization material.
All permit conditions including the December 31, 2016 expiration date still apply and remain unchanged.

Please find e-mail correspondence enclosed dated November 26, 2013 from Mr. Chuck Bissette requesting a
permit modification. State Permit #98-13 was issued on August 20, 2013 for the construction of a bulkhead
within Bogue Sound adjacent to 127 Kiawa Way near Salter Path, in Carteret County. The permit expires on
December 31, 2016.
The request is to add 20 cubic yards of granite rip rap at the western property line. This proposed rip rap should
protect where the applicant's and his neighbor's bulkheads meet.
The Morehead City District staff would recommend issuing this refinement to State Permit #98-13. This
request shall be consistent with the conditions of this permit.

In my opinion, so long as he is not enlarging (w x I - keeping it within the same footprint) or changing the slope, it could
be considered "repair" but with all that being the case, I would have no problem doing a letter of refinement if needed.

We have completed work on Mr. Herring's project in Indian Beach. The adjacent property owner to the west, John
Powell, and Mr Herring would like to add 20 cy of class 2 granite rip rap at the intersecton of their bulkheads. The rip rap
would be placed on top of the stone already in place.
Could this be permitted as a minor modification?
