(Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue -line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the Revised 03/95 Form DCM-MP-1 site. Include highway or secondary road (SR) numbers, landmarks, and the like. • A Stormwater Certification, if one is necessary • A list of the names and complete addresses of the adjacent waterfront (riparian) landowners and signed return receipts as proof that such owners have received a copy of the application and plats by certified mail. Such landowners must be advised that they have 30 days in which to submit comments on the proposed project to the Division of Coastal Management. (Martha) Venters Major Permit Application Mrs. A.T. Venters has submitted an application to reconstruct a f880 ft.2 Boat house that was destroyed by Hurricane Fran on 5 September 1996. I reviewed the contract aerial photography back to 1978 which showed the boat house to be existing at that time. After reviewing the application and Subchapter 7H.0206, .0207, and .0208, I conclude that the applicant's proposal is not inconsistent with these AEC guidelines. If the project is permitted, I recommend that along with the standard conditions, the following conditions be added to the permit: The permittee will maintain the authorized work in good condition and in conformance with the terns and conditions of this permit. The pernittee is not relieved of this requirement if he abandons the project without having the permit transferred to a third party. NOTE: Future development on the permittee's property may require a modification of this permit. (Martha) Venters Beaufort County Project Setting The project site is located in Beaufort County on SR 1749 adjacent the Pamlico River near Bath, North Carolina. The applicant's property consists of three (3) lots for a total of 13,750 ft.' with f 125 ft. of water frontage. Currently onsite the project area are the following structures: 1. a ±310 ft. long by t6 ft. wide pier 2. a t16 ft. by t16 ft. "T" head 3. a t8 ft. by 16 ft. platform 4. three (3) step down catwalks around the "T" a. f4 ft. by±19 ft. b. t3 ft. by t 12 ft. c. f4 ft. by 8 ft. 5. a t35 ft. by t19 ft. boat house (665 ft.) on the east side of the pier, t230 ft. out from the bulkhead 6. three wooden groins a. f 14 ft. long with an "L" and a t3 ft. by 4 ft. platform on top b. f9 ft. long with a "T" c. f10 ft. long and straight 7. a f 140 ft. long breakwater 8. a t125 ft. long bulkhead 9. a residence The vegetation on the project site is primarily centipede grass with some pine trees. Immediately downstream of the project site is the mouth of Gar Gut. This area of the Pamlico River is classified as SB NSW waters by the Environmental Management Commission. The Pamlico River has not been classified as aPrimaryNursery Area (PNA)bythe NCDivision of Marine Fisheries and is closed to shell fishing in this area. Project Description The applicant is proposing to reconstruct a f16 ft. wide by 55 ft. long covered boat house that was destroyed by Hurricane Fran on 5 September 1996. The proposed boat house will be situated t80 ft. waterward of the bulkhead on the west side of the pier. Also included in this proposal are two (2) catwalks t6 ft. wide by f55 ft. long centered on the outside pilings, and one (1) f3' wide by f 10 ft. long connecting the other catwalks centered on the 27 ft. 6 in. mark. The top plate of the boat house will be t12 ft. above NWL. The applicant is proposing sides that will not extend beyond half the distance from the top plate to NWL. Anticipated Impacts The proposed project will result in the shading of±880 ft.' of river bottom. The installation of the pilings may result in short term, localized turbidity. The area covered by the proposed boat house when added to the area of the existing boat house described in the project setting (item 5) will result in t1,545 ft.z of area covered by the two boat houses.
