with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
1) Unless specifically altered herein, this minor modification authorizes the expansion of the existing
docking facility, all as expressly and specifically set forth in the attached work plan drawings.
2) This permit authorizes 1 new formalized boatslip for a total of 18 formalized boatslips in association
with the Croatan Mobile Home Park.
3) No portion of the authorized pier extension shall extend more than 30' waterward of the existing
docking facility, 107' waterward of the existing bulkhead, or 95' waterward from the edge of the
existing wetlands.

This permit action may be appealed -by the .permittee or Signed by the authority of the Secretary of DENR and the
other qualified persons within twenty (20) days of the issuing Chairman of the Coastal Resources Commission.

Please find enclosed a request from Mr. Don Wilkerson Jr. representing Ned Grady to modify the CAMA
permit issued to Mr. Grady for lot 98 at Croatan Mobile Home Park. The original permit, #28-13, was issued
on 2/27/13 and is set to expire on 12/31/16. The permit authorized the addition of a 3' x 12' finger pier with one
new ,slip area (13' x 13' boatlift) to an existing pier for a total of 18 slips for the entire tract. A minor
modification was issued on 11/7/13 for the addition of a 6' X 16' floating platform for lot 98. This area of Hoop
Pole Creek is not a PNA and is closed to the removal of shellfish.
The applicant is proposing the addition of a 6' x 30' pier, a 6' x 24' ( additional 144 sf of new) platform on the
east side of the pier addition ( per the contractor for lift structural requirements), the relocation of the existing
boatlift along the west side of the pier (30' to the north), the addition of one new slip with a 8' x 24' davit style
lift on the east side of the proposed pier extension and the relocation of the smaller kayak platform 15' to the
north. The existing pier currently has 168sf of existing platform with the applicant proposing 144sf of new. The
proposal is consistent with the specific guidelines found in 15A NCAC 07H.0208. A check in the amount of
$100.00 is included with the request. I recommend the modification be authorized as proposed, contingent all
original conditions apply as well as the following specific conditions:
• All parts of the development shall not extend more than 30' waterward of the existing pier, a total of
107' from the existing bulkhead or more than 95' from the edge of the existing wetlands due to the 398'
width of Hoop Pole Creek within this area.

I am requesting a minor modification to existing major permit 28-13 issued to Mr. Ned Grady On
11/7/13 for Croatan MHP located at west Fort Macon Road in Atlantic Beach. I own the home on lot 95
in Croatan MHP. I am requesting to add a second slip with a davit style lift, extend the existing pier
approximately 30 and add platform for the new boatlift to meet structural requirements.

I have no objection to this modification. Heather and I conducted a site visit and took depth measurements by boat on
4/24/14. Connecting depths in the channel were very similar to depths adjacent to the dock, so dock extension was
preferred over dredging at this location.

The enclosed permit constitutes authorization under the Coastal Area Management Act, and where applicable, the
State Dredge and Fill Law, for you to proceed with your project proposal. The original (buff -colored form) is retained by
you and it must be available on site when the project is inspected for compliance. Please sign both the original and the
copy and return the copy to this office in the enclosed envelope. Signing the permit and proceeding means you have
waived your right of appeal described below.
If you object to the permit or any of the conditions, you may request a hearing pursuant to NCGS 113A-121.1 or
113-229. Your petition for a hearing must be filed in accordance with NCGS Chapter 150B with the Office of
Administrative Hearings, 6714 Mail Service Center, Raleigh, NC 27611-6714, (919) 733-2698 within twenty (20) days
of this decision on your permit. You should also be aware that if another qualified party submits a valid objection to the
issuance of this permit within twenty (20) days, the matter must be resolved prior to work initiation. The Coastal
Resources Commission makes the final decision on any appeal.
The project plan is subject to those conditions appearing on the permit form. Otherwise, all work must be carried
out in accordance with your application. Modifications, time extensions, and future maintenance requires additional
approval. Please read your permit carefully prior to starting work and review all project plans, as approved. If you are
having the work done by a contractor, it would be to your benefit to be sure that he fully understands all permit
requirements.
From time to time, Department personnel will visit the project site. To facilitate this review, we request that you
complete and mail the enclosed Notice Card just prior to work initiation. However, if questions arise concerning permit
conditions, environmental safeguards, or problem areas, you may contact Department personnel at any time for assistance.
By working in accordance with the permit, you will be helping to protect our vitally important coastal resources.
