Blue -line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. PROJECT SUMMARY: Applicant proposes to fill an upland boat basin of approximately 750 sq. ft. and to riprap a 60 sq. ft. area located in Public Trust and Estuarine Waters. Charles Spruill Bio Report Page Two Site Description The applicant owns a .6 acre lot in the Glenn Cove Subdivision at 1742 Soundneck Road (NC 34), Salem Township, Pasquotank County. The end of a man made finger canal enters this lot and the canal has an approximately 25' long x 30' wide x 2.5' deep boat basin. The canal flows into a system of 2 additional canals that empty into the Pasquotank River. The lot is developed with a single family house, an outbuilding and several children's structures. The lot is served by a county water system and the neighborhood is almost entirely developed with single family residences. Project Description The applicant proposes to fill the boat basin area (25' long x 30' wide x 2.5' deep) and stabilize the fill with a riprap system along the new shoreline. The applicant proposes to use a silt fence to prevent erosion and siltation during construction. The applicant furthermore proposes to riprap 25 ft. along the canal bank that is adjacent to his outbuilding to protect the building's foundation. Anticipated Impacts Construction of the riprap system and the filling of the boat basin will cause a temporary increase in water turbidity. Filling the boat basin will result in 750 sq. ft. of Public Trust, Estuarine Waters being Iost and the ripraping of the shoreline in the area of the outbuilding will result in 60 sq. ft. of Public Trust, Estuarine Waters being lost for a total loss of 810 sq. ft. CAMA Review The proposed project involves the Public Trust and Estuarine Waters Areas of Environmental Concern. No historical/archeological significance is associated with this project. No endangered or threatened species of plants are animals have been identified in the project area. The lot is not part of any unique geologic formation. There are no submerged aquatic vegetation beds within the projected work area. A consistency review of the Pasquotank County Land Use Plan will be forwarded under a separate letterhead.
