This permit, issued on '�e ^ Z-- —9 L is subject to compliance with the application (where consistent with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may be subject to a fine, imprisonment or civil action; or may cause the permit to be null and void. Maintenance Excavation 1) In order to protect estuarine resources, including juvenile shrimp and fmfish populations in the adjacent high quality waters, no excavation may take place between April 1 and September 30 without prior approval of the Division of Coastal Management. 2) Prior to, and during the excavation, a sediment curtain will be installed across the mouth of the basin and maintained so as to prevent sedimentation from reaching the AIW W. The curtain must remain in place for 24 hours after all excavation is complete to allow time for suspended sediments to settle. 3) The disposal area will be constructed a sufficient distance from the mean high water level or any marsh to eliminate the possibility of dike erosion into or upon any marsh or surrounding waters. attached sheet for Additional This petmitLaction may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. An appeal requires resolution prior to work initiation or continuance, as the case may be. This permit must be accessible on -site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Departmental approval. Morton ADDITIONAL CONDITIONS Permit#110-96 Page 2 of 4 4) All excavated materials will be deposited a sufficient distance from the mean high water and landward of regularly or irregularly flooded marsh behind adequate dikes or other retaining structures to prevent spillover of solids into any marsh or surrounding waters. 5) The dike, backfill and spoil area will be properly graded and provided a ground cover sufficient to restrain erosion within thirty (30) working days of project completion. 6) The disposal area effluent will be contained by pipe, trough or similar device to a point at or beyond the near low water level to prevent gully erosion and unnecessary siltation. 7) Excavation will not exceed 4 feet below the elevation of mean low water (MLW). 8) The temporary placement or double -handling of excavated materials within waters or wetlands is not authorized. 9) The activity will be conducted in such a manner as to prevent a significant increase in turbidity outside the area of construction or construction -related discharge. Increases such that the turbidity in the waterbody is 25 NTUs or less in all saltwater classes are not considered significant. NOTE: An Erosion and Sedimentation Control Plan will be required for this project. This plan must be filed at least thirty (30) days prior to the beginning of any land -disturbing activity. Submit this plan to the Department of Environment, Health and Natural Resources, Land Quality Section, 127 Cardinal Drive Extension, Wilmington, NC 28405-3845. Bulkhead 10) The alignment of the proposed bulkhead must be staked by a representative of the Division of Coastal Management (DCM) within a maximum of thirty (30) days prior to the start of construction. Failure to initiate construction within thirty (30) days, or erosion of the shoreline by adverse weather conditions, will require the alignment to be restaked by DCM within a maximum of thirty (30) days prior to the new expected start of construction. 11) The bulkhead must be constructed prior to any backfilling activities. 12) The bulkhead must be structurally tight so as to prevent seepage of backfill materials through the structure. 13) The bulkhead will be positioned landward of the vegetated marsh, with the excpetion of a 10 foot by 15 foot old boat slip which is vegetated with saltmarsh. NOTE: The fill associated with this project has been authorized by the Division of Environmental Management under General Water Quality Certification No. 3025. Riu� Installation 15) The riprap material must be free from loose dirt or any other pollutant. It must be of a size sufficient to prevent its movement from the site by wave or current action. Piers 16) This permit authorizes only the docks, piers, and other structures and uses located in or over the water that are expressly and specifically set forth in the permit application. No other structures, whether floating or stationary, may become a permanent part of this docking facility without permit modification. No non -water dependent uses of structures may be conducted on, in, or over public trust waters without permit modification. 17) The dock and associated structures shall have a minimum setback distance of 15' between any parts of the structure and the adjacent property lines as extended perpendicular to the channel into the water at the points where they intersect the shoreline. 18) The new pier on the AIWW shall not exceed a total distance of 65' beyond the mean high water line and shall not be greater than six (6) feet in water including the "T" section. No permanent docking is authorized at this pier. General 19) No attempt will be made by the permittee to prevent the full and free use by the public of all navigable waters at or adjacent to the authorized work. 20) The authorized structure and associated activity must not cause an unacceptable interference with navigation. 21) The permittee must install and maintain, at his expense, any signal lights and signals prescribed by the U. S. Coast Guard, through regulations or otherwise, on authorized facilities. 22) This permit does not authorize the interference with any existing or proposed Federal project, and, the permittee will not be entitled to compensation for damage to the authorized structure Bruce D. & Billy E. Marina Docka¢e 24) In order to prevent closure of open shellfish waters, Shell Rock Landing may only provide wet slip anchorage for the number of boats stated in the application; i.e., 16 and none of these boats may be over 24', have cabins or heads. NOTE: The permittee and/or his contractor is urged to meet with a Division of Coastal Management representative prior to project initiation. NOTE: Future development on the permittee's property may require a modification of this permit. Contact a representative of this Division at (919) 726-7021 prior to commencement of any such activity for this determination. NOTE: If the permittee charges for fishing from the new pier on the AIWW, an Easement will be required from the Department of Administration, State Property office (telephone: 919/733-4346). MORTON SHELLROCK LANDING CAMPGROUND AIWW / ONSLOW CO DATE: May 9, 1996 I have worked exclusively with Mr. Bruce Morton on his renovation requirements with regards to the current CAMA Use Standards. As outlined in the field report, the existing highground boat basin was originally permitted and dug some 17 years ago. Although the maintenance excavation and the bulkhead construction involves the direct loss of some 1,685 square feet of saltmarsh cordgrass, the overall size and shape of the basin will remain the same. In addition, the applicant states that there will be no increase in the number of slips and that no more than 16 boats will be allowed to permanently tie-up to the new docking structure. A few last minute technical matters need to be resolved: 1) a letter of permission from Mrs. Patricia Matthews who is Mr. Morton's sister since he proposes to bulkhead and backfill a 30 foot section of her property. This is an issue which I did not pick-up until recently, and I have asked Mr. Morton to provide the with the necessary documentation. 2) On the day that he submitted the application package, Mr. Morton penciled a fishing pier on the project drawings. Will the new fishing pier at the marina require a SEPA review? 3) I have just located a cultural resource site on the "Hubert" quadrangle near the project. The site is listed as "ON 30" and I have mentioned it to Mark Matthis. I have attached an applicable note to my list of permit conditions. I support the issuance of the LAMA / Dredge & Fill permit to authorize the proposed activities. The following conditions are for your consideration: #1 All proposed development and associated construction must be done in accordance with the permitted workplat drawing(s) as originally submitted and stamped RECEIVED on April 23, 1996. #2 All construction must conform to the North Carolina Building Code requirements and all other Local, State and Federal regulations. #3 Any change or changes in the plans for development, construction, or land use activities will require a re- evaluation and modification of this permit. In this case, a 30 foot wide buffer has been accepted. #5 Prior to initiating any land -disturbing activities, a barrier line of filter cloth, staked hay bales, or burlap must be installed between the land -disturbing activity and the adjacent marsh or water areas, until such time as the area1ias been properly stabilized with a vegetated cover. #6 Pursuant to 15 NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or otherwise disposed or to a third -party. #7 The amount of built -upon area shall be limited to no more than 25% of the AEC area of the land to be developed; in this case, 30,666. ft. or approximately 20%. #8 Stormwater collection systems are prohibited. \� v #9 A 30' buffer zone must be provided from the Mean High water line. v #10 Excavation will not exceed -4 feet below the Mean Low water level. #11 3 The alignment of the proposed bulkhead must be staked by a representative of the Division of Coastal Management (DCM) within a maximum of thirty (30) days prior to the start of construction. Failure to initiate construction within thirty (30) days, or erosion of the shoreline by adverse weather conditions, will require the alignment to be re -staked by DCM within a maximum of thirty (30) days prior to the new expected start of construction. \Z�1Z #12 The riprap material must be free from loose dirt or any other pollutant. It must be of a size sufficient to prevent its movement from the site by wave or current action. #13 The riprap material must consist of clean rock or masonry materials such as, but not limited to, granite or broken \Z concrete. Materials such as tires, car bodies, scrap metal, paper products, tree limbs, wood debris, organic material or similar material, are not considered riprap. #14 The bulkhead must be constructed prior to any backfilling activities. No other structures, whether floating or stationary, may become a permanent part of this docking facility without permit modification. Currently there are 16 boat slips in the basin. According to the application, the proposed work will provide 16 slips, with no increase in capacity. The project is located off the AIWW, at the end of SR 1503 (Shell Rock Landing Road), near the Bear Creek community in Onslow County. Areas of Environmental Concern (AECs) impacted by the work include the ORW Estuarine Shoreline, Estuarine Waters and Coastal Wetlands. Waters at the project site are classified as SA-ORW and are open to the harvesting of shellfish. The area is not a Primary Nursery Area. I have reviewed this proposal for consistency with the 1991 Onslow County Land Use Plan (LUP) Update and offer the following comments. The general area of the project is classified as Limited Transition, while the AECs impacted by the proposed work are classified as Conservation. The Onslow County Land Use Plan describes the Limited Transition classification as suitable for mixed uses, including commercial purposes (Page 261). The Conservation classification is discussed on Pages 263-265 of the LUP. Onslow County allows uses consistent with the 15A NCAC 7H Use Standards in the Estuarine Shoreline, Estuarine Waters and Coastal Wetlands AECs. Relevant policies contained in the Plan include Resource Protection Policies for AECs (Pages 203-208), which reiterate the County's concurrence with state standards for development. These policies also state that within ORW waters, all development must be consistent with the appropriate ORW Management Plan. Additionally, Onslow County prohibits any marina expansion within the Bear Island and Stump Sound ORWs. Onslow County has determined that the addition of even a single slip constitutes an expansion (Page 207). Fragile Areas policies contained on Pages 212-214 reiterate Onslow Couhty's prohibition against marina expansion in ORW areas. Bulkhead Installation Policies are found on Page 221 and allow bulkheads which are consistent with the 7H Use Standards. Biologists on the Wildlife Resources Commission staff have reviewed this permit application and are familiar with habitat values of the project area. A site visit was conducted on May 20, 1996. Our comments are provided in accordance with provisions of the Coastal Area Management Act (G.S. 113A-100 through 113A-128), as amended, and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et seq.). The applicant proposes to maintenance dredge a man-made basin, construct new docks, boat ramp, and new bulkheads around the basin. The waters at the site are classified as SA-ORW and are open to shellfish harvest. The adverse impact anticipated to result from the project is turbidity associated with dredging. Elevated turbidity could reduce water quality and stress marine organisms in the area, particularly during warm weather. Excessive turbidity could be detrimental to the larval stage of marine organisms. Considering the quality of the water and the estuarine system, we request a dredging moratorium between April 1 and September 30. According to the maps provided with the application, the mou o asin is approxmrately 80 ft. wide. The project site can be isolated from adjacent surface waters by positioning a silt curtain/boom across the mouth of the basin. The silt curtain/boom should be installed prior to dredging and remain in place for a minimum of 72 hours after dredging is complete. PROJECT SUMMARY: The applicant proposes to refurbish the existing boat basin at the campground by conducting maintenance dredging and constructing replacement docks, boat ramps and new bulkheads around the basin. 9. NARRATIVE DESCRIPTION: The project site known as the Shell Rock Landing Campground is located about 4 miles southwest of Swansboro at the end of State Road #1503 which is also known as the Shell Rock Landing Road in Onslow County. The project site consists of two deeded tracks of land owned by the respective applicants. The property contains approximately 3.52 acres of land adjacent to the Atlantic Intracoastal Waterway situated between Queens Creek and Saunder Creek near the community of Bear Creek. The rural vicinity around Shell Rock Landing is an un- zoned, unincorporated area in Onslow County. Like most other rural areas in Onslow County, the project site is serviced by the county drinking water system. The entire project site is located within the 575 Fr. Estuarine Shoreline AEC that adjoins the Outstanding Resource Waters (ORW) along this section of the sound. The surface waters are also classified as "SA" and they are "open" to the harvesting of shellfish. The aerial photographs referenced on the front of this report provides a 17 year historical sequence of the project site from 1978 to 1995. The focal point of the property and the subject of the CAMA / Dredge & Fill application is the man-made boat basin originally excavated into the highground. The project was first authorized in November of 1970 by the Corps of Engineers Permit No. 265. Misters Morton, have operated and maintained the property as a commercial boat ramp and campground for the past several years. There are 16 boat slips in the basin. Although seven of the old finger piers will be removed, the application states that only 16 wet slips will be provide upon completion of the project. The emphasis of the proposed project is to restore the usable water depths in the basin and stabilize the interior shoreline with bulkheads. A late addition to the workplat drawing and applicant's permit request includes the construction of a "fishing pier" on the primary shoreline providing pedestrian access to the surface waters immediately adjacent to the A1WW. As proposed, the require maintenance dredging / excavation has been divided into 4 sections: "A" is the northern leg of the basin with the shallowest water depths and the most saltmarsh cordgrass involved; "B" is the entrance channel connecting the basin with the open waters adjacent to the AIWW; "C" and "D" make up the east leg of the basin and provide access to the boat ramp. The combined area of the basin is approximately 24,370 sq. ft. or about 0.56 acres. The maintenance activities will restore an overall water depth of -4 FT. on mean low tide. Some of the excavation near the boat ramp and around the shoreline will be accomplished by a equipment such as a backhoe. Other section of the basin will be dredged by using a small hydraulic pump. The estimated spoil materials some 1,734 cubic yards of mud and sand will place in the highground disposal area on the north side of the basin. The spoil area is a large open grassed field that slope towards the basin. The project plans show the area will be dike with a vegetated berm. Maintenance dredging will displace about 1,125 square feet of marsh grass dominated by saltmarsh cordgrass. FIELD INVESTIGATION REPORT: Bruce D. Morton and Billy E. Along the north side of basin "C" and "D", about 100 feet of new bulkhead will be installed. In order to create a straight alignment, the new bulkhead will cut off an small boat slip measuring 10 ft. by. 15 ft. and occupied by saltmarsh. Elsewhere _ along 'the alignment, the bulkhead should be installed landward of the narrow fringe (1.5 ft.) of marsh that skirts the shoreline. The same marsh grass situation occurs along the shoreline in section "A". As proposed, approximately 255 feet of new bulkhead will be installed landward of the fringe marsh grass. All of the existing forger -piers along the new bulkhead will be removed. The workplat drawing also calls for the construction of a new dock running parallel to the bulkhead in basin section "A" and "B". Approximately 406 feet of dock measuring 6 feet wide will connect access to the boat ramp. In combination with the maintenance excavation, the new dock will allow 16 boats 20 to 25 feet long to be tied to the new structure. The existing boat ramp is located at the east end of basin "D". The 12 foot wide ramp is in disrepair and the applicant proposes to not only resurface the ramp but expand it to a full 18 feet wide.. A small area of marsh grass on the side of the ramp will be displaced by the new launching facility. The last item being proposed is a fishing pier to be locate on the primary shoreline adjacent. to the AIWW. The overall length of the pier will be 55 feet and this includes a 6 ft. wide by 80 ft. long T-Head platform. Although the water depths are shown to be -3 ft. on mean low tide, the new pier appears to be within 15 feet of the of the AIWW. There is no red channel marker near the proposed pier and so the workplat drawing was corrected by this office using a black marker. 10. ANTICIPATED IMPACTS:. The proposed project will displace approximately 1,685 square feet of saltmarsh cordgrass within the man-made boat basin. The build up of sediments and marsh vegetation in the basin has been allowed to occur since the basin was originally permitted about 26 years ago. The actual maintenance dredging will restore the -4 foot water depth over approximately 24,370 square feet on subaqueous bottomland. The new fishing pier on the AIWW will occupy an estimated 774 square feet of estuarine surface waters on the Outstanding Resource Waters in this section of the Western Bogue Sound ORW. Based on a June 12, 1996, on -site inspection, we are concerned that this work will result in the loss of a small but important area of saltmarsh cordgrass (Spartina alterniflora). These wetlands provide nutrients, habitat, and water quality maintenance functions that are important for the continued production of National Marine Fisheries Service trust resources. PROJECT SUMMARY: The applicant proposes to refurbish the existing boat basin at the campground by conducting maintenance dredging and constructing replacement docks, boat ramps and new bulkheads around the basin. 9. NARRATIVE DESCRYPTMON. The project site known as the Shell Rock Landing Campground is located about 4 miles southwest of Swansboro at the end of State Road #1503 which is also known as the Shell Rock Landing Road in Onslow County. The project site consists of two deeded tracks of land owned by the respective applicants. The property contains approximately 3.52 acres of land adjacent to the Atlantic Intracoastal Waterway situated between Queens Creek and Saunder Creek near the community of Bear Creek. The rural vicinity around Shell Rock Landing is an un- zoned, unincorporated area in Onslow County. Like most other rural areas in Onslow County, the project site is serviced by the county drinking water system. The entire project site is located within the 575 FT. Estuarine Shoreline AEC that adjoins the Outstanding Resource Waters (ORW) along this section of the sound. The surface waters are also classified as "SA" and they are 'open" to the harvesting of shellfish. The aerial photographs referenced on the front of this report provides a 17 year historical sequence of the project site from 1978 to 1995. The focal point of the property and the subject of the CAMA / Dredge & Fill application is the man-made boat basin originally excavated into the highground. The project was first authorized in November of 1970 by the Corps of Engineers Permit No. 265. Misters Morton, have operated and maintained the property as a commercial boat ramp and campground for the past several years. There are 16 boat slips in the basin. Although seven of the old finger piers will be removed, the application states that only 16 wet slips will be provide upon completion of the project. The emphasis of the proposed project is to restore the usable water depths in the basin and stabilize the interior shoreline with bulkheads. A late addition to the workplat drawing and applicant's permit request includes the construction of a "fishing pier" on the primary shoreline providing pedestrian access to the surface waters immediately adjacent to the AIWW. As proposed, the require maintenance dredging / excavation has been divided into 4 sections: "A" is the northern leg of the basin with the shallowest water depths and the most saltmarsh cordgrass involved; "B" is the entrance channel connecting the basin with the open waters adjacent to the AIWW; "C" and "D" make up the east leg of the basin and provide access to the boat ramp. The combined area of the basin is approximately 24,370 sq. ft. or about 0.56 acres. The maintenance activities will restore an overall water depth of -4 FT. on mean low tide. Some of the excavation near the boat ramp and around the shoreline will be accomplished by a equipment such as a backhoe. Other section of the basin will be dredged by using a small hydraulic pump. The estimated spoil materials some 1,734 cubic yards of mud and sand will place in the highground disposal area on the north side of the basin. The spoil area is a large open grassed field that slope towards the basin. The project plans show the area will be dike with a vegetated berm. Along the north side of basin "C" and "D", about 100 feet of new bulkhead will be installed. In order to create a straight alignment, the new bulkhead will cut off an small boat slip measuring 10 ft. by 15 ft. and occupied by saltmarsh. Elsewhere ' along -the alignment, the bulkhead should be installed landward of the narrow fringe (1.5 ft.) of marsh that skirts the shoreline. The same marsh grass situation occurs along the shoreline in section "A". As proposed, approximately 255 feet of new bulkhead will be installed landward of the fringe marsh grass. All of the existing finger -piers along the new bulkhead will be removed. The workplat drawing also calls for the construction of a new dock running parallel to the bulkhead in basin section "A and "B". Approximately 400 feet of dock measuring 6 feet wide will connect access to the boat ramp. In combination with the maintenance excavation, the new dock will allow 16 boats 20 to 25 feet long to be tied to the new structure. The existing boat ramp is located at the east end of basin "D". The 12 foot wide ramp is in disrepair and the applicant proposes to not only resurface the ramp but expand it to a full 18 feet wide.. A small area of marsh grass on the side of the ramp will be displaced by the new launching facility. The last item being proposed is a fishing pier to be locate on the primary shoreline adjacent_ to the AIWW. The overall length of the pier will be 55 feet and this includes a 6 ft. wide by 80 ft. long T-Head platform. Although the water depths are shown to be -3 ft. on mean low tide, the new pier appears to be within 15 feet of the of the AIWW. There is no red channel marker near the proposed pier and so the workplat drawing was corrected by this office using a black marker. 10. ANTICIPATED IMPACTS: The proposed project will displace approximately 1,685 square feet of saltmarsh cordgrass within the man-made boat basin. PROJECT SUMMARY: The applicant proposes to refurbish the existing boat basin at the campground by conducting maintenance dredging and constructing replacement docks, boat ramps and new bulkheads around the basin. 9. NARRATIVE DESCRIPTION: The project site known as the Shell Rock Landing Campground is located about 4 miles southwest of Swansboro at the end of State Road #1503 which is also known as the Shell Rock Landing Road in Onslow County. The project site consists of two deeded tracks of land owned by the respective applicants. The property contains approximately 3.52 acres of land adjacent to the Atlantic Intracoastal Waterway situated between Queens Creek and Saunder Creek near the community of Bear Creek. The rural vicinity around Shell Rock Landing is an un- zoned, unincorporated area in Onslow County. Like most other rural areas in Onslow County, the project site is serviced by the county drinking water system. The entire project site is located within the 575 FT. Estuarine Shoreline AEC that adjoins the Outstanding Resource Waters (ORW) along this section of the sound. The surface waters are also classified as "SA" and they are 'open" to the harvesting of shellfish. The aerial photographs referenced on the front of this report provides a 17 year historical sequence of the project site from 1978 to 1995. The focal point of the property and the subject of the CAMA / Dredge & Fill application is the man-made boat basin originally excavated into the highground. The project was first authorized in November of 1970 by the Corps of Engineers Permit No. 265. Misters Morton, have operated and maintained the property as a commercial boat ramp and campground for the past several years. There are 16 boat slips in the basin. Although seven of the old finger piers will be removed, the application states that only 16 wet slips will be provide upon completion of the project. The emphasis of the proposed project is to restore the usable water depths in the basin and stabilize the interior shoreline with bulkheads. A late addition to the workplat drawing and applicant's permit request includes the construction of a "fishing pier" on the primary shoreline providing pedestrian access to the surface waters immediately adjacent to the AIWW. As proposed, the require maintenance dredging / excavation has been divided into 4 sections: "A" is the northern leg of the basin with the shallowest water depths and the most saltmarsh cordgrass involved; "B" is the entrance channel connecting the basin with the open waters adjacent to the AIWW; "C" and "D" make up the east leg of the basin and provide access to the boat ramp. The combined area of the basin is approximately 24,370 sq. ft. or about 0.56 acres. The maintenance activities will restore an overall water depth of -4 FT. on mean low tide. Some of the excavation near the boat ramp and around the shoreline will be accomplished by a equipment such as a backhoe. Other section of the basin will be dredged by using a small hydraulic pump. The estimated spoil materials some 1,734 cubic yards of mud and sand will place in the highground disposal area on the north side of the basin. The spoil area is a large open grassed field that slope towards the basin. The project plans show the area will be dike with a vegetated berm. Maintenance dredging will displace about 1,125 square feet of marsh grass dominated by saltmarsh cordgrass. HELD INVESTIGATION REPORT: Bruce D. Morton and Billy E. Morton Shell Rock Landing Campground PAGE #2 Once of maintenance dredging has been accomplished, the shoreline will be stabilized with bulkhead. Along the north side of basin "C" and "D", about 100 feet of new bulkhead will be installed. In order to create a straight alignment, the new bulkhead will cut off an small boat slip measuring 10 ft. by 15 ft. and occupied by saltmarsh. Elsewhere along the alignment, the bulkhead should be installed landward of the narrow fringe (1.5 ft.) of marsh that skirts the shoreline. The same marsh grass situation occurs along the shoreline in section "A". As proposed, approximately 255 feet of new bulkhead will be installed landward of the fringe marsh grass. All of the existing finger -piers along the new bulkhead will be removed. The workplat drawing also calls for the construction of a new dock running parallel to the bulkhead in basin section "A and "B". Approximately 400 feet of dock measuring 6 feet wide will connect access to the boat ramp. In combination with the maintenance excavation, the new dock will allow 16 boats 20 to 25 feet long to be tied to the new structure. The existing boat ramp is located at the east end of basin "D". The 12 foot wide ramp is in disrepair and the applicant proposes to not only resurface the ramp but expand it to a full 18 feet wide.. A small area of marsh grass on the side of the ramp will be displaced by the new launching facility. The last item being proposed is a fishing pier to be locate on the primary shoreline adjacent_ to the AIWW. The overall length of the pier will be 55 feet and this includes a 6 ft. wide by 80 ft. long T-Head platform. Although the water depths are shown to be -3 ft. on mean low tide, the new pier appears to be within 15 feet of the of the AIWW. There is no red channel marker near the proposed pier and so the workplat drawing was corrected by this office using a black marker. 10. ANTICIPATED LMPACTS: The proposed project will displace approximately 1,685 square feet of saltmarsh cordgrass within the man-made boat basin. The build up of sediments and marsh vegetation in the basin has been allowed to occur since the basin was originally permitted about 26 years ago. The actual maintenance dredging will restore the -4 foot water depth over approximately 24,370 square feet on subaqueous bottomland. The new fishing pier on the AIWW will occupy an estimated 774 square feet of estuarine surface waters on the Outstanding Resource Waters in this section of the Western Bogue Sound ORW.
