COASTAL MANAGEMENT
This is with reference to your request to modify State Permit # 124-96 which was issued
on September 16, 1996 and will expire on December 31, 1999. The action proposed in
your submittal is the landward extension of the community pier beside Lot #32, which is
located in the Estuarine Shoreline Area of Environmental Concern. The project is
located at Cape Island Subdivision off of Highway 1568, North Topsail Beach in
Onslow County. Upon reviewing the submittal I have determined that the proposed
action is consistent with existing State rules and regulations and is in keeping with the
original purpose and intent of the permit.
I hereby submit this Letter of Refinement authorizing the modification of State Permit #
124-96 as described in your letter and plans dated July 28, 1998 and received in our
office on July 29, 1998. The 3' walkway structure must be elevated a minimum of 3'
over any wetland substrate to be crossed. By copy of this letter we are also notifying
the U. S. Army Corps of Engineers of our action. If you have any questions concerning
the above or if I can be of any other assistance, please advise.

Permit No. 124-96 be amended to include approval of the construction of a 3 foot wide wooden
walkway over land from the existing community pier to Sailview Drive. The walkway extension
is further described and shown on the attached sketches.
