This permit, issued on March 7, 7013 is subject to compliance with the application (where consistent
with the permit), all, applicable regulations, special conditions and notes set forth below. Any violation of these terms may

Upland Development
1) Unless specifically altered herein, this permit authorizes the grading and other land disturbing
activities associated. with the construction of the boat launch facility, including the rehabilitation of
the existing gravel parking area, all as expressly and specifically set forth in the attached permit
application and workplan drawings. Any additional land disturbing activities and/or construction
may require a modification of this permit. Contact a Division of Coastal Management representative
at (252) 808-2868 for this determination.

This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date. An appeal requires resolution prior to work initiation or
continuance as the case may be.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2016

ADDITIONAL, CONDITIONS
Boat Ramp
2) , The boat ramp shall either be poured at an upland location and pushed into place once hardened, or
` poured entirely within a watertight containment structure. Live concrete shall not be allowed to contact
waters of the State or waters that will enter waters of the State.
3) Excavation and ground disturbing activities, associated with the placement of the boatramp, above and
below the normal water line shall be limited to that absolutely necessary to establish adequate ramp
slope and provide a ramp no greater in size than specified in the attached permit application and
workplan drawings.
Docking Facility
4) Unless specifically altered herein, this permit authorizes the docks and other structures and uses located
in or over the water that are expressly and specifically set forth in the permit application. No other
structure, whether floating or stationary, shall become a permanent part of this boatramp facility without
permit modification. No non -water dependent uses of structures shall be conducted on, in or over public
trust waters without permit modification.
5)_, All portions of the boatramp facility shall have a minimum setback distance of 15' feet between any
parts of the structure and the adjacent property owner's riparian access corridor to the north. Should the
' riparian property to the south be sold prior to the initiation of construction of the pier, the permittee shall
obtain a written agreement from the new owner(s) agreeing to allow the construction of the permitted
pier within the riparian corridor of that property, and a copy of the new agreement shall be submitted to
the Division of Coastal Management prior to initiating construction of the docking facility.
6) No attempt shall be made by the permittee to prevent the full and free use by the public of all navigable
waters at or adjacent to the authorized work.
7) No sewage, whether treated or untreated, shall be discharged at any time from any boats using the
boatramp facility. Any sewage discharge at the boatramp facility shall be considered a violation of this
permit for which the permittee is responsible. This prohibition shall be applied and enforced throughout
the entire existence of the permitted structure.
18) The permittee shall maintain the authorized work in good condition and in conformance with the terms
and conditions of this permit. The permittee is not relieved of this requirement if he abandons the
permitted activity without having it transferred to a third party.
9) This permit does not authorize the interference with any existing or proposed Federal project, and the
permittee shall not be entitled to compensation for damage to the authorized structure or work, or injury
which may be caused from existing or future operations undertaken by the United States in the public
interest.
10) The permittee shall install and maintain at his expense any signal lights or signals prescribed by the U.S.
Coast Guard, through regulation or otherwise, on the authorized facilities. At a minimum, permanent
reflectors shall be attached to the structure in order to make it more visible during hours of darkness or
inclement weather.

ADDITIONAL CONDITIONS
11) This permit does not authorize any boatslips in association with this docking facility.
Breakwater
12) The height of the permitted breakwater shall not exceed six inches above the normal water level.
13) The dimensions of the permitted breakwater shall not exceed those shown on the attached workplan
drawings.
14) The breakwater shall be constructed with an equal gap between each sheathing board totaling at least
one inch of open area for every linear foot of breakwater.
15) The permitted breakwater shall be constructed of treated wood, plastic lumber, metal sheet piles or other
suitable materials approved by Division personnel.
Sedimentation and Erosion Control
16) In order to protect water quality, runoff from construction shall not visibly increase the amount of
suspended sediments in adjacent waters.
17) A ground cover sufficient to restrain erosion shall be provided within 30 calendar days of completion of
any phase of grading on cut or filled slopes.
General
18) In accordance with commitments made by the permittee, a sediment curtain shall be deployed around
the area of development during construction.
19) No wetlands or open water areas shall be excavated or filled, even temporarily

written approval of the Division of Coastal Management.
21) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
NOTE: The permittee is advised that many development or land disturbing activities are not allowed
within the Environmental Management Commission's Neuse River basin. Contact a
representative of the Division of Water Quality at (252) 946-6481 for more information
concerning allowable uses within the Neuse River Buffer.

PROJECT NARRATIVE
Boat Ramp Repairs, Harbourside Drive
Fairfield harbour Subdivision, New Bern, North Carolina
The Fairfield Harbour Property Owners Association, Inc. owns a parcel of land located at 1910
Harbourside Drive in Fairfield Harbour Subdivision in Craven County, North Carolina. A
private boat ramp facility is located on this parcel as well as an existing pedestrian dock. The
boat ramp is located on Northwest Creek. Northwest Creek has a surface water classification of
SB, Sw, NSW and a Stream Index of 27-105. Northwest Creek is approximately 553 feet wide
at the location of the boat ramp. Water depths at the end of the existing ramp are approximately
5 feet. A significant fetch exists from the southeast, often generating significant waves at the
boat ramp. The boat ramp facilities are in a state of disrepair. The existing concrete boat ramps
are cracked and severely eroded resulting in dangerous conditions for boat loading and unloading
operations. The existing dock facilities consist of two boat ramps separated by a launching dock.
Existing concrete docks extend a total of approximately 33 feet below the normal water level.
Fairfield Harbour Property Owners Association, Inc. proposes to demolish the existing boat
ramps and existing day dock and to reconfigure the boat ramp within the footprint area of the
existing boat ramp. Specifically, it is proposed that a new 15 foot wide concrete boat ramp be
constructed. The ramp will have a total length of 56 feet with 32 feet extending below the
normal water level and a 24 foot concrete ramp extending above the normal water level.
Additionally, minor grading activities will occur to the existing gravel traffic circulation areas
adjoining the ramp to repair damage and disturbance from construction activities. A total of
approximately 900 square feet of gravel area will be disturbed.
To facilitate docking, it is proposed that two new six foot wide launching docks be constructed,
one on each side of the boat ramp. Two launching docks are proposed to replace the one existing
launching dock in order to facilitate loading and unloading boats and to provide a structure to
which to mount a wooden breakwater. Additionally, it is proposed that a 32 foot long wooden
breakwater be constructed on the southern side of the southernmost launching dock to break the
wave action that develops from the significant fetch that exists from the southeast on Northwest
Creek. The gapping proposed between the vertical slats in the breakwater comply with the one -
inch per one linear foot criteria.
It is proposed that the construction of the new boat ramp be completed through the installation of
a temporary sheet pile containment system (coffer dam). The surface waters will be pumped
from the containment area to allow the new concrete ramp to be placed in a controlled manner.
Upon dewatering of the containment area, all living fish, crabs, clams and other marine life will
be immediately returned to the adjacent waters, outside the turbidity curtain. A turbidity curtain
will be provided outside and around the coffer dam. A dewatering will occur to a point inside
the turbidity curtain. The existing concrete ramp and wood dock will be demolished. Minor
grading will occur to the new ramp subgrade to remove surface irregularities and to allow

installation of the new concrete ramp and gravel subgrade to the elevations shown. The coffer
dam and dewatering will be maintained for an approximate 30 day period to allow for concrete
placement and proper curing.
The existing and proposed boat ramp facilities are located within the 15 foot riparian setback
limits of the existing property to the southeast owned by Northwest Creek, Inc. Northwest Creek,
Inc. has agreed to waive the 15 foot riparian setback in order for the boat ramp to be
reconstructed in its existing footprint. A riparian statement, including the 15 foot offset waiver,
is included with the permit application.
In addition to the CAMA Major Permit needed to reconstruct this facility, a Neuse Riparian
Buffer Authorization Permit will be obtained. The upland portion of the work for this facility
will occur within the Zone 1 Neuse Riparian Buffer Limits. No other permits are required to
execute this project. Less than one acre of land disturbing activities will occur, and no additional
impermeable surfaces will be created.

The new boat ramp and launching docks will provide water access for boating for residence of the Fairfield Harbour
Community. The boat ramp is a private, community owned boat ramp and is unmanned.

A coffer dam system will be installed to allow the concrete ramp, breakwater,and launching docks to be constructed in a dry

be used to execute the construction.

9. Narrative Description:
This site is used for a community boat ramp located at 1910 Harbourside Drive in the Fairfield
Harbour subdivision near Bridgeton, Craven County. This boat launch area is for the exclusive use of
the subdivision property owners. The property is 0.191 acres and is adjacent to Northwest Creek.
The adjacent properties are developed. The properties to the north and west are developed with single
and multi -family dwellings. The property to the south supports a community marina.
The lot has approximately 166' of shoreline along Northwest Creek. There is a pedestrian fishing pier
at the northwest end of the property. The upland high ground mainly consists of a gravel parking
area. There are two adjoining boat ramps with a staging dock in between them located at the
southwest shoreline accessing Northwest Creek.
The average elevation of the high ground of the parcel is +3' above the normal water level (nwl).
Vegetation on this particular tract is limited to a strip of lawn grasses adjacent to the shoreline. There
is not a defined Federal Channel in this area of the Northwest Creek; however there is an existing
marked channel leading into the adjacent marina. Offshore water depths adjacent to the tract range
from about —1.9' to —5.3' nwl (normal water level).
This waterbody is approximately 553' across at this location. This location is a part of the Neuse
River basin. It is subject to wind driven tides and high energy wave action due to its significant fetch
to the southeast. These Public Trust Waters of Northwest Creek are not classified as a Primary
Nursery Area and there is no submerged aquatic vegetation present. These waters are classified as
Inland Fishing Waters. This area is closed to shellfish harvest and is classified as SB; Sw, Nutrient
Sensitive Waters. The bottom substrate is firm without shell.
10. Proposed Development:
The applicant wishes to reconfigure and replace the existing boat launch area. The applicant wishes
to replace the two existing boat ramps and one existing staging pier with one proposed boat ramp and
two proposed staging piers. Rehabilitating the existing gravel parking area is also proposed. No work
is being proposed for the existing pedestrian fishing dock. All work is proposed within the existing
footprint.
The proposed concrete boat ramp will be 15' wide and 56' long. Two fixed staging piers are
proposed on either side of the boat ramp. They will each be 6' wide and 42' long. The proposed boat
ramp and piers will extend approximately 33' waterward of the nwl shoreline. Additionally, it is
proposed that a 32' long wooden breakwater be constructed beneath the southern staging pier to
reduce the significant wave action that can occur from the open fetch to the south. The proposed
regrading of the existing gravel parking area will disturb approximately 1,900 square feet of high
ground.

11. Anticipated Impacts:
It is anticipated that there will be temporary, but elevated turbidity levels during the course of piling
installation for the piers. The southern -most staging pier is within the 15' riparian setback. This
setback requirement has been waived by the Northwest Creek, Inc. marina. Since all of the proposed
work is within the existing footprint, there will be no hazard to navigation.
The waters of Northwest Creek are classified as SB; Sw, Nutrient Sensitive Waters at this location
and are not designated as a Primary Nursery Area. These waters are closed to the harvest of shellfish
and there are no beds of submerged aquatic vegetation present. This proposal is subject to the
NCDWQ Neuse River Basin Riparian Buffer Rules. The existing gravel is within the NCDWQ 50'
buffer zone.

The Fairfield Harbour Property Owners Association, Inc. owns a parcel of land located at 1910
Harbourside Drive in Fairfield Harbour Subdivision in Craven County, North Carolina. A
private boat ramp facility is located on this parcel as well as an existing pedestrian dock. The
boat ramp is located on Northwest Creek. Northwest Creek has a surface water classification of
SB, Sw, NSW and a Stream Index of 27-105. Northwest Creek is approximately 553 feet wide
at the location of the boat ramp. Water depths at the end of the existing ramp are approximately
5 feet. A significant fetch exists from the southeast, often generating significant waves at the
boat ramp. The boat ramp facilities are in a state of disrepair. The existing concrete boat ramps
are cracked and severely eroded resulting in dangerous conditions for boat loading and unloading
operations. The existing dock facilities consist of two boat ramps separated by a launching dock.
Existing concrete docks extend a total of approximately 33 feet below the normal water level.
Fairfield Harbour Property Owners Association, Inc. proposes to demolish the existing boat
ramps and existing day dock and to reconfigure the boat ramp within the footprint area of the
existing boat ramp. Specifically, it is proposed that a new 15 foot wide concrete boat ramp be
constructed. The ramp will have a total length of 56 feet with 32 feet extending below the
normal water level and a 24 foot concrete ramp extending above the normal water level.
Additionally, minor grading activities will occur to the existing gravel traffic circulation areas
adjoining the ramp to repair damage and disturbance from construction activities. A total of
approximately 900 square feet of gravel area will be disturbed.
To facilitate docking, it is proposed that two new six foot wide launching docks be constructed,
one on each side of the boat ramp. Two launching docks are proposed to replace the one existing
launching dock in order to facilitate loading and unloading boats and to provide a structure to
which to mount a wooden breakwater. Additionally, it is proposed that a 32 foot long wooden
breakwater be constructed on the southern side of the southernmost launching dock to break the
wave action that develops from the significant fetch that exists from the southeast on Northwest
Creek. The gapping proposed between the vertical slats in the breakwater comply with the one -
inch per one linear foot criteria.
It is proposed that the construction of the new boat ramp be completed through the installation of
a temporary sheet pile containment system (coffer dam). The surface waters will be pumped
from the containment area to allow the new concrete ramp to be placed in a controlled manner.
Upon dewatering of the containment area, all living fish, crabs, clams and other marine life will
be immediately returned to the adjacent waters, outside the turbidity curtain. A turbidity curtain
will be provided outside and around the coffer dam. A dewatering will occur to a point inside
the turbidity curtain. The existing concrete ramp and wood dock will be demolished. Minor
grading will occur to the new ramp subgrade to remove surface irregularities and to allow

will occur within the Zone 1 Neuse Riparian Buffer Limits. No other permits are required to
execute this project. Less than one acre of land disturbing activities will occur, and no additional

The new boat ramp and launching docks will provide water access for boating for residence of the Fairfield Harbour
Community. The boat ramp is a private, community owned boat ramp and is unmanned.

A coffer dam system will be installed to allow the concrete ramp, breakwater,and launching docks to be constructed in a dry
condition. A pump will be utilized to keep the area dewatered. A small excavator, dump truck, pile driver and hand tooles will
be used to execute the construction.

and received by the N.C. Division of Water Quality (DWQ) on January 11, 2013 and January14, 2013,
respectively. The impacts described in your application are covered by General Water Quality
Certification Number(s) 3900 (GC3900). This Certification(s) is issued in conjunction.with the CAMA
Major Permit and General Permit(s) 198000291 issued by the US- Army Corps of Etigineers'(USACE).
This Certification allows you to use the CAMA Major Permit'when the Division of Coastal
Management issues it. This letter shall also act as your approved Authorization Certificate for
impacts to the protected riparian buffers per 15A NCAC 2B .0233. In addition, you should obtain or
otherwise comply with any other required federal, state or local permits before you go ahead with your
project including (but not limited to) Erosion and Sediment Control, and Non -discharge regulations.
Also, this approval to proceed with your proposed impacts or to conduct impacts to waters as

Fairfield Harbour Homeowners Association, Inc. and its authorized agents shall conduct its
activities in a manner consistent with State water quality standards (including any requirements
resulting from compliance with section 303(d) of the Clean Water Act) and any other appropriate
requirements of State law and federal law. Fairfield Harbour Homeowners Association, Inc. shall
require its contractors (and/or agents) to comply with all of the terms of this Certification, and shall
provide each of its contractors (and/or agents) a copy of this Certification. A copy of this
Certification shall be included in the construction contract and available on the job site at all times.
If DWQ determines that such standards or laws are not being met (including the failure to sustain a
designated or achieved use) or that State or federal law is being violated, or that fuither conditions
are necessary to assure compliance, DWQ may reevaluate and modify this certification to include
conditions appropriate to assure compliance with such standards and requirements in accordance
with 15A NCAC 2H.0507(d). Before modifying the certification, DWQ shall notify Fairfield
Harbour Homeowners Association, Inc. and the US Army Corps of Engineers, provide public
notice in accordance with 15A NCAC 2H.0503 and provide opportunity for public (tearing in
accordance with 15A NCAC 2H.0504. Any new or revised conditions shall be provided to
Fairfield Harbour Homeowners Association, Inc. in writing, shall be provided to the United States
Army Corps of Engineers for reference in any permit issued pursuant to Section 404 of the Clean
Water Act, and shall also become conditions of the 404 Permit for the project.
5. Certificate of Completion
Upon completion of all work approved within the 401 Water Quality Certification or applicable
Buffer Rules, and any subsequent modifications, the applicant is required to return the attached
certificate of completion to the 401 Oversight/Express Review Permitting Unit, North Carolina
Division of Water Quality, 1650 Mail Service Center, Raleigh, NC, 27699-1650.
Violations of any condition herein set forth may result in revocation of this Certification and may result
in criminal and/or civil penalties. The authorization to proceed with your proposed impacts or to
conduct impacts to waters as depicted in your application and as authorized by this Certification shall
expire upon expiration of the 404 or CAMA Permit.
If you do not accept any of the conditions of this Certification (associated with the approved wetland or
stream impacts), you may ask for an adjudicatory hearing. You must act within 60 days of the date that
you receive this letter. To ask for a hearing, send a written petition, which conforms to Chapter 150B
of the North Carolina General Statutes to the Office of Administrative Hearings, 6714 Mail Service
Center, Raleigh, N.C. 27699-6714. This certification and its conditions are foal and binding unless
you ask for a hearing.
Any disputes over determinations regarding this Authorization Certificate (associated with the approved
buffer impacts) shall be referred in writing to the Director for a decision. The Director's decision is
subject to review as provided in Articles 3 and 4 of G.S. 150B.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water
Act and the Neuse riparian buffer protection rule as described within 15A NCAC 2B .0233. If you have

The following is my assessment and subsequent recommendations of the above referenced
proposal: This proposed boat ramp involves the filling of approximately 480 square feet of
shallow bottom habitat, and the docks will shade approximately 504 square feet of shallow
bottom habitat. This project is subject to the NC DWQ Neuse River Basin Riparian Buffer
Rules. The regarding of the existing gravel parking lot will impact 1,900 square feet of high
ground within the 50' buffer. These waters of Northwest Creek are closed to shellfish harvest.
This waterbody is not a Primary Nursery Area. Assuming that state and federal agencies concur
with the proposal, I recommend the project be authorized as proposed, contingent upon the
following conditions:
1. No vegetated wetlands/marsh grass will be excavated or filled;
2. The temporary placement or double handling of excavated or fill materials within
waters or vegetated wetlands is not authorized;
3. The disturbed areas will be properly graded and provided a ground cover
sufficient to restrain erosion within 30 working days of project completion;
4. In order to protect water quality, runoff from the construction must not visibly
increase the amount of suspended sediments in adjacent waters;
5. Any development or land disturbing activity that is considered non -water
dependent is not authorized within 50 feet of the normal water level unless
specifically exempted by Environmental Management Commission (EMQ Neuse
River buffer regulations in place at the time of such development.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or
local permits, approvals or authorizations that may be required.

on October 30, 2009.
Overview:
The Areas of Environmental Concern (AECs) impacted by the proposal include Public Trust
Area and Public Trust Shoreline. The waters at the project site are classified as SB; Sw, NSW
and are closed to the harvesting of shellfish. The area is not a Primary Nursery Area.
The Craven County Future Land Use Map designates the property as Residential. Development
within the designated AEC is limited by CAMA regulations and development guidelines.
Applicable or related policy includes the following:
"Residential, commercial, and industrial development which meets 15A NCAC 711
use standards will be allowed in estuarine shoreline, estuarine water, and public
trust areas. In all other areas, development will be allowed that is consistent with
applicable local, state and federal regulations." (P.37, Land Use Compatibility
Policies, pg. 144)

9. Narrative Description:
This site is used for a community boat ramp located at 1910 Harbourside Drive in the Fairfield
Harbour subdivision near Bridgeton, Craven County. This boat launch area is for the exclusive use of
the subdivision property owners. The property is 0.191 acres and is adjacent to Northwest Creek.
The adjacent properties are developed. The properties to the north and west are developed with single
and multi -family dwellings. The property to the south supports a community marina.
The lot has approximately 166' of shoreline along Northwest Creek. There is a pedestrian fishing pier
at the northwest end of the property. The upland high ground mainly consists of a gravel parking
area. There are two adjoining boat ramps with a staging dock in between them located at the
southwest shoreline accessing Northwest Creek.
The average elevation of the high ground of the parcel is +3' above the normal water level (nwl).
Vegetation on this particular tract is limited to a strip of lawn grasses adjacent to the shoreline. There
is not a defined Federal Channel in this area of the Northwest Creek; however there is an existing
marked channel leading into the adjacent marina. Offshore water depths adjacent to the tract range
from about —1.9' to —5.3' nwl (normal water level).
This waterbody is approximately 553' across at this location. This location is a part of the Neuse
River basin. It is subject to wind driven tides and high energy wave action due to its significant fetch
to the southeast. These Public Trust Waters of Northwest Creek are not classified as a Primary
Nursery Area and there is no submerged aquatic vegetation present. These waters are classified as
Inland Fishing Waters. This area is closed to shellfish harvest and is classified as SB; Sw, Nutrient
Sensitive Waters. The bottom substrate is firm without shell.
10. Proposed Development:
The applicant wishes to reconfigure and replace the existing boat launch area. The applicant wishes
to replace the two existing boat ramps and one existing staging pier with one proposed boat ramp and
two proposed staging piers. Rehabilitating the existing gravel parking area is also proposed. No work
is being proposed for the existing pedestrian fishing dock. All work is proposed within the existing
footprint.
The proposed concrete boat ramp will be 15' wide and 56' long. Two. fixed staging piers are
proposed on either side of the boat ramp. They will each be 6' wide and 42' long. The proposed boat
ramp and piers will extend approximately 33' waterward of the nwl shoreline. Additionally, it is
proposed that a 32' long wooden breakwater be constructed beneath the southern staging pier to
reduce the significant wave action that can occur from the open fetch to the south. The proposed
regrading of the existing gravel parking area will disturb approximately 1,900 square feet of high
ground.
The boat ramp will be constructed installing a temporary coffer dam and dewatering the work area.

The ramp slope will then be graded before pouring the concrete slab for the ramp. Once the concrete
has cured properly, the coffer dam will be removed. The piers will be constructed using traditional
marine construction methodology and the breakwater will have a one inch gap in the sheathing every
linear foot, to allow for adequate water circulation.
11. Anticipated Impacts:
It is anticipated that there will be temporary, but elevated turbidity levels during the course of piling
installation for the piers. The southern -most staging pier is within the 15' riparian setback. This
setback requirement has been waived by the Northwest Creek, Inc. marina. Since all of the proposed
work is within the existing footprint, there will be no hazard to navigation.
The waters of Northwest Creek are classified as SB; Sw, Nutrient Sensitive Waters at this location
and are not designated as a Primary Nursery Area. These waters are closed to the harvest of shellfish
and there are no beds of submerged aquatic vegetation present. This proposal is subject to the
NCDWQ Neuse River Basin Riparian Buffer Rules. The existing gravel is within the NCDWQ 50'
buffer zone.

The NC Division of Coastal Management hereby acknowledges receipt of your application for State approval
for development of Fairfield Harbour POA, Inc. property located adjacent to Northwest Creek at 1910
Harbourside Drive near Bridgeton, Craven County. It was received on January 4, 2013, and appears to be
adequate for processing at this time. The projected deadline for making a decision is March 20, 2013. An
additional 75-day review period is provided by law when such time is necessary to complete the review. If you
have not been notified of a final action by the initial deadline stated above, you should consider the review
period extended. Under those circumstances, this letter will serve as your notice of an extended review.
However, an additional letter will be provided on or about the 75th day.
If this agency does not render a permit decision within 70 days from January 4, 2013, you may request a
meeting with the Director of the Division of Coastal Management and permit staff to discuss the status of your
project. Such a meeting will be held within five working days from the receipt of your written request and shall
include the property owner, developer, and project designer/consultant.
NCGS 113A-119(b) requires that Notice of an application be posted at the location of the proposed
development. Enclosed you will find a "Notice of Permit Filing" postcard which must be posted at the
property of your proposed development. You should post this notice at a conspicuous point along your
property where it can be observed from a public road. Some examples would be: Nailing the notice card to a
telephone pole or tree along the road right-of-way fronting your property, or at a point along the road right-of-
way where a private road would lead one into your property. Failure to post this notice could result in an
incomplete application.

The Fairfield Harbour Property Owners Association, Inc. owns a parcel of land located at 1910
Harbourside Drive in Fairfield Harbour Subdivision in Craven County, North Carolina. A
private boat ramp facility is located on this parcel as well as an existing pedestrian dock. The
boat ramp facilities are in a state of disrepair. The existing concrete boat ramps are cracked and
severely eroded resulting in dangerous conditions for boat loading and unloading operations.
The existing dock facilities consist of two boat ramps separated by a launching dock. Existing
concrete docks extend a total of approximately 34 feet below the normal water level.
Fairfield Harbour Property Owners Association, Inc. proposes to demolish the existing boat
ramps and existing day dock and to reconfigure the boat ramp within the footprint area of the
existing boat ramp. Specifically, it is proposed that a new 15 foot wide concrete boat ramp be
constructed. The ramp, will have a total length of 56 feet with 32 feet extending below the
normal water level and a 24 foot concrete ramp extending above the normal water level.
Additionally, minor grading activities will occur to the existinS vel traffic circulation areas
adjoining the ramp. ( '" ® i

To facilitate docking, it is proposed that two new six foot wide launching docks a constructed, 6 n
one on each side of the boat ramp. Additionally, it is proposed that a 32 foot long wooden .p�DK�04,
be constructed on the southern side of the southernmost launching dock to break the wave action
that develops from the significant fetch that exists from the south on Northwest Creek.
It is proposed that the construction of the new boat ramp be completed through the installation of
a temporary sheet pile containment system. The surface waters will be pumped from the
containment area to allow the new concrete ramp to be placed in a controlled manner. . .
The existing and proposed boat ramp facilities are located within the 15 foot riparian setback
limits of the existing property to the southeast owned by Northwest Creek, Inc. Northwest Creek,
Inc. has agreed to waive the 15 foot riparian setback in order for the boat ramp to be
reconstructed in its existing footprint. A riparian statement, including the 15 foot offset waiver,
is included with the permit application.
In addition to the CAMA Major Permit needed to reconstruct this facility, a Neuse Riparian
Buffer Authorization Permit will be obtained. The upland portion of the work for this facility
will occur within the Zone I Neuse Riparian Buffer Limits. No other permits are required to
execute this project. Less than one acre of land disturbing activities will occur, and no additional
impermeable surfaces will be created.

Thank you for taking the time to meet with me last Tuesday. We briefly discussed some necessary revisions that day in
my office. The application package is thorough and well prepared. However, there are some minor revisions that you
must address in order for your application package to be considered complete and ready for review:
1. Project Narrative: please elaborate on the specific characteristics of the waterbody, please describe in more
detail the methodology of the boat ramp construction, please remove the reference to the breakwater or groin
from the application package (per our conversation in my office on November 6, 2012), please elaborate on the
usage of the two docks on either side of the proposed ramp, please discuss the demolition process of the
existing ramps and dock, and please note any other previous permits issued for the existing structures;
2. Form DCM MP-1, 1: please list the POA representative's full name under Applicant 1;
3. Form DCM MP-1, 3d: please revise your answer to state the Neuse River;
4. Form DCM MP-1, 3e: please check the Yes box;
5. Form DCM MP-1, 3f: please state Craven County;
6. Form DCM MP-1, 5b: please describe the purpose, use and daily operations of the proposal;
7. Form DCM MP-1, 5c: please describe the construction methodology and equipment used;
