Dear Mr. and Mrs. Stanus:
I have been hired by your neighbors, David and Jentenia Carson and Brian Carson to construct a new vinyl
bulkhead approximately 38 linear feet long with one 16-foot return on the right side of the property looking
from the house to the water. This work will take place on their property located at 805 Harbour View Drive
which is adjacent to your property at 803 Harbour View Drive. Enclosed is a description detailing the
construction of the new bulkhead and an aerial photo showing the vacant lot. If you have any questions, please
call me at (252) 573-8043.
Also enclosed is the Adjacent Riparian Property Owner Statement form that CAMA requires you to complete.
Please make sure under the Adjacent Riparian Property Owner's Certification section:

Sarah Loffler. CAMA AGENT, Division Coastal Management, Elizabeth City District Office, 401 S. Griffin

ATTACHMENT TO ADJACENT RIPARIAN PROPERTY OWNER LETTER
GENERAL CAMA PERMIT
JOB DESCRIPTION TO CONSTRUCT VINYL BULKHEAD
FOR CARSON PROPERTY LOCATED
AT 305 HARBOUR VIEW DR., KILL DEVIL HILLS, NC 27948
• Construct 3 8' of vinyl bulkhead with one (1)16' return on right side facing water from
yard.
• Bulkhead to be constructed using 8"x 20' 2.5 marine grade salt treated round pilings
installed on 5'4" centers.
• Upper and lower wales to be 6" x 6" 2.5 marine grade salt treated lumber.
• All piling to wale points of contact to be bolted with 5/8" x 14" galvanized timber
bolts.
• Shoreguard SG425 series 16' tall vinyl sheets to be installed and attached to both upper
and lower wales with 3/8" x 2-1/2" galvanized+ lag bolts.
• Bulkhead to be tied back to land using 5/8" x 12' galvanized tie back rods installed at
each piling running to a 6" x 6" x 6' deadmen. Each end of rod to have a galvanized
OG washer and nut. Piling face to be countersunk to recess OG washer and nut flush to
piling face.
Tie back rods to be drilled through existing concrete bulkhead. Install 2" x 6" ground
contact, salt treated back band board attached to landside of sheeting with 3/8' carriage
bolts.
• New bulkhead to be sealed to existing bulkhead using concrete. The void between new
bulkhead and old bulkhead to be back filled with broken up concrete up to 2' below
top. Filter cloth to be installed over top of broken concrete. The void from 2' to F
below the top is to be filled with gravel.
• Bulkhead to be to be capped with Thru Flow Decking which is to be attached with #12
stainless steel pan head screws attached to the upper wale and 2" x 6" ground contact,
salt treated back board.
• All concrete currently in the water to be removed and used as backfill. Site to be
removed and used as backfield.
• The top of the vinyl bulkhead should be equal (same height) as the neighbors' splash
board.
• The top of the old concrete bulkhead will be totally covered by backfill so it is not
visible
