MOFFITT DIRECTOR NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES DIVISION OF COASTAL MANAGEMENT MEMORANDUM RECEIVED AUG 0 4 2000 TO: Doug Huggett, Major Permits Coordinator COASTAL MANAGEMENT FROM: 4. Ted Tyndall, Morehead City District Manager SUBJECT: Modification Request for CAMA Major Permit #135-96 issued to Coastal USA Fish Co., Cedar Island, Carteret County DATE: July 31, 2000 Attached is a request from the Coastal USA Fish Company to modify their permit which authorized the construction and operation of a fish holding facility adjacent to a canal off the Cedar Island Harbor of Refuge and Cedar Island Bay, in Carteret County. The permittee now wishes to improve the physical access from the unloading dock to the smaller ponds and in doing so eliminate two of the easternmost ponds. The permittee also proposes to construct two new 60' ponds which would be located immediately adjacent to and east of the' other four large ponds. This would result in six large ponds and six smaller ponds. Also attached for your files is a copy of the $50.00 check. The project remains consistent with the pertinent use standards and the local land use plan. Therefore, I have no objections to the issuance of a modified permit with the same conditions and if the project is constructed in accordance, with the attached workplats dated 7-19-00. All work authorized by the permit has been completed however I have discovered through the operation of this facility that improvements are needed to enhance its operation. In order to improve the physical access from the unloading dock to the smaller ponds, I need to eliminate two of easternmost ponds. This would allow a greater area to move the product (fish) off the unloading dock to the appropriate pond. I would also like to construct two new larger ponds which would be immediately adjacent and to the east of the other 4 large ponds. This would allow be the opportunity to expand my ability to hold additional fish if market and resources are available. I have enclosed a check for $50.00 to cover the fee for this modification. If you need any other information, please contact me at your earliest convenience. Enclosure Sincerely, Moon S.
