I will provide the general permit information for 3900 Ivy Lane in a separate email. 3904 Ivy Lane, Kitty Hawk - CAMA Major Permit #122-21 was issued on September 8, 2021 for a bulkhead alignment on 3910 & 3904. 1 have attached a copy of that permit and the associated workplan drawing dated 2/23/2021 to this email. - A refinement request was made by Applicant David Perry to refine CAMA Major Permit #122-21 to add the addition of a 30' wing wall along the southern property line of 3910 Ivy Lane. The refinement was granted on January 10, 2022 and I have attached the letter of refinement and drawing to this email. - In February 2022, Quible & Associates provided DCM a drawing (dated 1/06/22) via email demonstrating a request to change the approved bulkhead alignment for 3904 Ivy Lane and to add the property located at 3900 Ivy Lane to Major Permit #122-21. DCM staff responded that these changes would require the submittal of a Major Modification Request and suggested that a scoping meeting be held with the review agencies. - In March 2022, Quible & Associates provided DCM with an alternative drawing (dated 3/22/2022) via email demonstrating another approach to the request to change the approved bulkhead alignment for 3904 and to add the property located at 3900 Ivy Lane to Major Permit #122-21. DCM staff responded with the following information via email: o "...if the applicant would like to keep it all under one permit (the major) then it would still probably need to be a major modification as it would include a property that had not been previously reviewed. However, it may be possible to do the southernmost property (3900 Ivy Lane) under a GP [General Permit]. Then possibly see if a minor modification could be done to the major for a revised alignment on the northern two properties to accommodate the potential 2' waterward alignment created by the GP. Timing and contractor availability may also need to be considered and may still put the project into the major modification category if the applicants want to do it all at the same time. Otherwise, the GP portion may have to be executed and completed before the modification can be made. While an official permit determination cannot be made at this time, these were our thoughts."
